HomeMy WebLinkAboutItem 06.b CITY OF LAKEVILLE CITY COUNCIL MEETING MINUTES January 21, 2020 Mayor Anderson called the meeting to order at 6:30 p.m. in the Council Chambers at City Hall. After a moment of silence, the Pledge of Allegiance to the flag was given. Members Present: Mayor Anderson, Council Members Volk, Wheeler, Hellier and Lee Staff Present: Justin Miller, City Administrator; Andrea McDowell Poehler, City Attorney; John Kornmann, Deputy Police Chief; Paul Oehme, Public Works Director; David Olson, Community & Economic Development Director; Jerilyn Erickson, Finance Director; John Hennen, Parks & Recreation Director; Charlene Friedges, City Clerk 3. Citizen Comments: None 4. Additional Agenda Information: Mr. Miller asked the City Council to continue Item 6f, an ordinance amending the City Code concerning tobacco products, to the March 2, 2020 meeting. Additional time is needed to mail notice of the proposed ordinance to all current tobacco license holders, as required by state law. 5. Presentations/Introductions Director Brenda Visnovec presented the Liquor Department 2019 Annual Report. Director David Olson presented the Economic Development 2019 Annual Report. 6. Consent Agenda Motion was made by Hellier, seconded by Wheeler, to approve the following: a. Check register review b. Minutes of the January 6, 2020 City Council meeting c. Minutes of the January 11, 2020 City Council retreat d. Contract with Baker Tilley Virchow Krause, LLP for park referendum survey services e. Agreement with Dick’s Sanitation Service, Inc. for 2020-2021 municipal solid waste and recyclable material collection f. (Removed from consent agenda) g. Adoption of the 2020 Legislative Priorities City Council Meeting Minutes, January 21, 2020 Page 2 h. Resolution No. 20-08 approving appointments to City Council committees and inter- agencies i. Adoption of Financial Sustainability and Resiliency Policy j. Resolution No. 20-09 authorizing submittal of the 2020 Community Development Block Grant application k. Resolution No. 20-10 approving a Clean Water Fund Grant Agreement with Metropolitan Council; and approve Joint Powers Agreement with Vermillion River Watershed Joint Powers Organization for urban water conservation program l. First Amendment to Grant Agreement with Dakota County for aquatic invasive species program funding assistance m. First Amendment to Site Lease Agreement with New Cingular Wireless (AT&T) n. Stipulation of Facts and Civil Sanction with Northwoods Entertainment, LLC o. Resolution No. 20-11 accepting donation to the Police Department from Trinity Evangelical Free Church p. Contract with General Security Services Corporation for City Hall security system upgrade Voice vote was taken on the motion. Ayes – unanimous Item 6f Motion was made by Hellier, seconded by Lee, to continue to the March 2, 2020 City Council meeting consideration of an ordinance amending Title 3, Chapter 6, of the Lakeville City Code concerning tobacco products and summary ordinance for publication Voice vote was taken on the motion. Ayes – unanimous 7. Unfinished business: None 8. New business: None 9. Announcements: • Mayor Anderson highlighted One Book One Lakeville, a program sponsored by the Lakeville Heritage Library. • Next regular Council meeting, February 3, 2020 • City Council Work Session, January 27, 2020 City Council Meeting Minutes, January 21, 2020 Page 3 Motion was made by Hellier, seconded by Wheeler, to close the meeting under Minnesota Statute 13D.05 Sub. 3 (b) to discuss litigation issues related to Ryan Contracting vs. the City of Lakeville. Voice vote was taken on the motion. Ayes – unanimous The City Council members, City Administrator Miller, Assistant City Administrator Kuennen, Public Works Director Oehme, Construction Services Superintendent Barnard and City Attorneys Andrea McDowell Poehler and David Kendall met in a closed session in the Marion Conference Room to discuss litigation issues related to Ryan Contracting vs. the City of Lakeville. Motion was made by Hellier, seconded by Wheeler, to adjourn.
