HomeMy WebLinkAbout01-09-20 Work session CITY OF LAKEVILLE PLANNING COMMISSION WORK SESSION MINUTES January 9, 2020 Vice Chair Scott Einck called the work session to order at 5:00 p.m. Members Present: Vice Chair Scott Einck, Karl Drotning, Jenna Majorowicz, Jason Kelvie, and Paul Reuvers; Chair Pat Kaluza arrived at approximately 5:30 Members Absent: Brooks Lillehei, Jason Swenson, and Jeff Witte Staff Present: Planning Director Daryl Morey, Associate Planner Frank Dempsey, and Daniel Licht, TPC Others Present: Kristin and Brandon Matthees; Jeff Koch, Roers Companies and Josh McKinney, Sambatek; and 14 residents of the Acorn Heights neighborhood. st 181 Street Senior Care Proposal rd Mr. Dempsey presented a brief overview of his January 3 memo. He stated that the assisted living facility is not allowed on the RS-2 zoned subject property. He stated the property would have to be rezoned to commercial or office/residential transition or the Zoning Ordinance would have to be amended to allow this type of facility in single family residential districts. Ms. Matthees presented their proposed project. She shared the vision of their company, Legacy Meadows. Being located in a residential neighborhood and not a commercial area is important to their vision. She stated they are proposing three separate, 16-person senior care homes on the three lots, but only one would be constructed initially. Planning Commission comments:  This use may be appropriate in a single family neighborhood, but it would need to be studied as part of a larger Zoning Ordinance amendment that considers impacts for all single family neighborhoods in the city, not just the Acorn Heights neighborhood.  The intensity of this type of use may be appropriate in a single family neighborhood under certain circumstances provided it meets certain performance standards and does not adversely impact adjacent single family homes indicating a conditional use permit would be the most likely approach to allowing this use, if determined to be appropriate in certain residential zoning districts. Planning Commission Work Session Minutes – January 20, 2020 Page 2  Expressed concern about unintended consequences of changing the Zoning Ordinance to allow this use by conditional use permit in single family residential districts.  This use seems premature in this location at this time; there needs to be additional review on whether access can come exclusively from the undeveloped st property to the north, and not through the existing neighborhood via 181 Street.  Emphasized that even if the Zoning Ordinance were amended, there is no guarantee this site would meet the criteria of a conditional use permit.  Directed staff to add discussion on allowing this type of use (up to 16 residents) as a conditional use in single family residential district to the on-going Zoning Ordinance update process. Mr. Morey informed the Planning Commission that a developer has contacted staff about a multi-family project on the 36-acre parcel to the north. Staff will work with the developer to see if there is an opportunity to provide access to the subject parcels exclusively through their site as part of those development plans. Timbercrest Apartment Proposal Mr. Koch presented the Roers Companies’ proposal for a 208-unit, four-story market rate apartment project to be located between Best Buy and Speedway in the Timbercrest PUD. The Roes Companies believe there is a market for additional apartment units in Lakeville and they believe this would be a good location with its proximity to retail and restaurant uses in Timbercrest and access to the freeway. rd Mr. Licht presented his January 3 memo. He stated that integrating an apartment use into Timbercrest would be similar to sites in Maple Grove and Eden Prairie that the Planning Commission and City Council toured this past summer as part of the discussions on the new corridor mixed use land use included in the 2040 Comprehensive Plan. He stated that access to the site is from Orchard Trail, which is designed to handle the traffic generated by this type of use. He stated the proposed apartment project would require approval of an amendment to the Timbercrest PUD, PUD development stage plans, and preliminary and final plat. Planning Commission comments:  While the Timbercrest PUD does not allow residential uses, and never envisioned residential uses at the time it was approved in 2001, an apartment use may be a good fit in this location. Mr. Licht commented that if an apartment use was identified in the original Timbercrest PUD, it would have been an acceptable use if integrated appropriately in the development.  The more recent popularity of online shopping requires the City to review development in larger planned commercial areas such as Timbercrest.  The proposed apartment would meet community housing needs identified in the 2040 Comprehensive Plan. Planning Commission Work Session Minutes – January 20, 2020 Page 3  It is important to note that the transportation and utility infrastructure is in place to accommodate the proposed apartment use.  Expressed support for the proposed apartment use in this location consistent with the 2016 multiple family housing work session discussions.
