CITY COUNCIL WORK SESSION MINUTES
January 27, 2020
1. Mayor Anderson called the meeting to order at 6:30 p.m. in the Marion Conference Room.
Members present: Mayor Anderson, Council Members Hellier, Lee, Volk, and
Wheeler (Left at 7:00 p.m.)
Members absent: None
Legislative members: Matt Little, Senator; John Koznick, Representative; Mary Liz Holberg,
Dakota County Commissioner; Nate Fowler from Congresswoman Angie Craig's office; Wendy
Wulff, Metropolitan Council

2. Citizen Comments
There were no citizen comments regarding non -agenda items.
3. Legislative Preview
Mayor Anderson presented the adopted 2020 Legislative Priorities, a document intended to
communicate the City's legislative position on a variety of issues pertaining to transportation,
local control, municipal revenue and taxation, economic development, and housing. The
document also includes an appendix listing other initiatives of concern/ priority for the City.
In preparation for the 2020 legislative session, staff invited state and local legislators to provide
feedback on how the City's four identified priorities aligned with their goals. The group
reviewed the legislative priorities, and among those topics discussed: infrastructure fees, I-35
capacity expansion, transportation, bonding bills, redistricting, , housing prices, 3.2 percent beer
versus strong beer, and rail car storage.
The Council thanked the legislators for their feedback and support.
4. Review & Recommendations of Metro Orange Line Extension Study - Joe Morneau, Dakota
County Transit Specialist
The Metro Orange Line is a bus rapid transit (BRT) line that runs from downtown Minneapolis
to Burnsville with phase one service scheduled for December 2021. In 2017, the County worked

with Kimley Horn to perform a study on phase two of the Metro Orange Line extension to
analyze extending the line service to the Kenrick Park -and -Ride in Lakeville.
Joe Morneau, Dakota County transit specialist, presented the findings of the study which
examined the addition of two or more stations South of Burnsville Parkway - Burnsville Center
Station, Kenrick Park -and -Ride, as well as the consideration of stations near Crystal Lake Road
and CSAHs 50, 60, and 70. The study considered multiple components: public involvement,
evaluating locations for stations, identifying routing/ operating needs, capital/ operation needs,
and future ridership analysis. Several efforts were done to ensure community involvement
including one-on-one targeted meetings with stakeholders, tables at local events, information on
the project website/ social media, and open houses in both October 2017 and November 2019.
Station concepts were also created to show exact location of the transit system.
The study concluded with a recommendation to expand the Orange Line to Burnsville Center
Station but did not recommend extending Orange Line service to the Kenrick Park & Ride citing
insufficient demand and ridership at this time. The County is seeking a resolution from the City
to show support of the findings, and approval to adopt this study and move forward with next
steps.
The Council clarified the need for the City to provide a resolution given the study would not
include transportation to Lakeville in the near future. Mr. Morneau will provide sample
resolution language to staff that has been used in the past; the City/ Council can then work to
adjust that language as they feel appropriate.
5. 179`h Street Study
Following a 2003 study performed by Dakota County, the City and County began working on a
study to identify needed improvements to County Road 9 and 1791 Street between Highview
Avenue and Pilot Knob. The purpose of the study was to perform a traffic analysis, obtain public
outreach/ input, and create design recommendations in preparation for a jurisdictional transfer
of roadway segments where 1791, would become County controlled and Dodd Boulevard would
become City -controlled.
Mr. Johnson presented several renderings of the street designs, gave an overview of the planned
roadway improvements, and outlined the construction schedule for both projects:
• Improvements to 170 would include reconstruction to a two-lane divided highway,
roundabout at 179' Street/ Flagstaff Avenue, dedicated turn lanes at intersections, and
geometric changes to County standards. The cost estimate for the project is $8,856,000

with the County paying $5,391,000 and the City paying $3,465,000. Construction is
tentatively scheduled to begin April 15, 2020.
• Construction on Dodd Boulevard would see reconstruction and widening to a two-lane
undivided urban road, pedestrian trails along both sides, and the implementation of
various traffic calming measures. The cost estimate for this project is $10,600,000 with
the County portion at $8,800,000 and the City at $1,800,000. Construction for this project
is scheduled to begin in 2022.
6. Committee/ Commission Appointment Process
At this year's January Council retreat, the Council expressed the desire to talk about the advisory
board reappointment/ recruitment process for the City's committees and commissions. Those
boards include Cable, Economic Development, Finance, Lakeville Area Arts Center, Parks &
Recreation, and the Planning Commission. Advisory board applications have recently closed for
the April 1, 2020 - March 31, 2021 term; applicants will begin interviews on February 3.
The Council reviewed the current appointment procedures and open positions, outlined goals/
needs/ objectives of each committee, and discussed what candidates they are seeking, interview
question format, recruitment of high school students, and the possibility of implementing term
limits in the future.
Staff was asked to provide the Council with attendance history of each current board member
seeking reappointment.
7. Items for Future Discussion
• Advisory board/ commission member term limits.
• Addition of junior/ high school students to the advisory boards.
8. Committee/ City Administrator Updates
Council Member Lee attended the Advanced Elected Leaders Institute offered through the
League of Minnesota Cities, where they talked about ethical decision pyramid arguments and
effective communication.
Council Member Volk attended the Fire Relief Board meeting where they discussed board
member compensation.
Mayor Anderson attended a Regional Mayor/ Manager meeting; the speaker talked about climate
change. The Mayor also provided an update on a meeting with the Bury gravel pit owners to
discuss land reclamation and future development of that area.

City Administrator Miller reminded that the Chamber Annual Dinner will be held Tuesday,
January 28, 6 p.m., at Brackett's Crossing Country Club. He also reviewed possible timeline for
the parks referendum survey with Baker Tilly previously discussed by the Council.
