Pavement Management defined:
Pavement Management is a systematic process of maintaining, upgrading and operating a network of pavements to optimize pavement life and economic pavement conditions over the entire network within an agency's budgetary constraints.

•Monitoring a pavement’s condition over time by means of a data collection and rating procedure
•Use pavement management system/program to optimize strategic application of pavement preservation treatments.
•Accomplished by maintaining pavements in a good or better condition while maximizing the life cycle.

City Pavement Network
•City maintains 311 miles of roads.
•Current present-day value of Lakeville’s roads is $366,100,000.
•Pavement is the largest City Capital Asset.
•Pavement management is essential to have a cost effective program.

Pavement Management
•The City’s current Pavement Management Program (PMP) started in 2009.
•Approximately 25% of local public streets and collector roads are inspected each year; pavements are rated based on general surface condition (Overall Condition Index/OCI).
•OCI ratings assist in identifying areas for reconstruction and road rehabilitation and when these improvements should take place.

•Lakeville's current pavement management plan is addressing the worst streets first.
•This is not always the best cost-effective approach.
•Fewer miles are getting done spending large amounts of money reconstructing poor pavements and allowing streets in fair condition to deteriorate.
•More miles can be overlaid for the same amount of City funds with roads that are in fair condition.

•City currently seals cracks and pothole patches as only preservation technique.
•Other metro cities have moved away from seal coating and are currently using a product called Reclamite

Reclamite
•Reclamite is a new product in the upper Midwest.
•Reclamite has been used for more than 50 years in the west cost
•Reclamite is an asphalt rejuvenator
•A maltene-based petroleum product which penetrates into pavement and restore those reactive components (maltenes) that have been lost from the binder due to the natural process of oxidation.
•Manufacturer states it adds 5-7 years service life to pavements
•In MN Reclamite can potentially have two applications to pavements 5 years apart.
•Applied to new pavements 1-3 years old.
•Not recommended for high speed roadways.
