CITY OF LAKEVILLE
CITY COUNCIL MEETING MINUTES
February 18, 2020
Mayor Anderson called the meeting to order at 6:30 p.m. in the Council Chambers at City
Hall. After a moment of silence, the Pledge of Allegiance to the flag was given.
Members Present: Mayor Anderson, Council Members Volk, Wheeler, Hellier and Lee
Staff Present: Justin Miller, City Administrator; Andrea McDowell Poehler, City Attorney;
Jeff Long, Police Chief, Paul Oehme, Public Works Director; David Olson, Community &
Economic Development Director; Jerilyn Erickson, Finance Director; John Hennen, Parks &
Recreation Director; Daryl Morey, Planning Director; Charlene Friedges, City Clerk
3. Citizen Comments: None
4. Additional Agenda Information: The City Administrator provided a minor revision to
the contract with Rent-N-Save Portable Services, consent agenda item 6k, as
recommended by the City Attorney.

6. Consent Agenda
Motion was made by Lee, seconded by Wheeler, to approve the following consent
agenda items:
a. Check register review
b. Minutes of the February 3, 2020 City Council meeting
c. Minutes of the January 27, 2020 City Council work session
d. Agreement with Hertaus Floors, Inc. for a flooring project at the Lakeville Police
Department
e. Amendment to Professional Services Agreement with Midwest Safety Counselors, Inc.
f. Contract with TMG Construction, Inc. for relocation of the City Hall reception desk
g. Change Order No. 1 with Bergerson Caswell, Inc. for the Wells No. 8 and No. 11
rehabilitation project

h. Resolution No. 20-16 authorizing submittal of a Right-of-Way Acquisition Loan Fund
(RALF) application to the Metropolitan Council for acquisition of property located at
17471 Kenwood Trail

j. Resolution No. 20-18 authorizing the sale of vehicles
k. Agreement with Rent-N-Save Portable Services for portable restrooms

Voice vote was taken on the motion. Ayes – unanimous
7. Lake Marion Elementary School
Representatives of School District 194 requested Council approval of a conditional use
permit amendment to allow an expansion to the southeast corner of Lake Marion
Elementary School located at 19875 Dodd Boulevard. The project includes the
construction of a building addition for classrooms and parking lot and driveway
improvements. Mike Brandt of Kimley Horn Architects presented the proposed parking
lot design and access points. School District representatives stated the School Board
considered the Planning Commission’s request to construct a single lane one-way
driveway connection to the Ames Arena parking lot and has decided not to construct a
second access at this time.
Mr. Miller explained that a meeting was held earlier today between City, School District
and County representatives to discuss traffic circulation on this site as well as the area
complex (Lakeville North High School, Lake Marion Elementary School and Ames Arena).
He stated those in attendance agreed to continue discussions regarding a
comprehensive traffic circulation concept for this entire area.
Mr. Morey presented the staff report for the Lake Marion Elementary conditional use
permit amendment. He stated the proposed use conforms with all performance
standards contained in city’s zoning ordinance.

The mayor and council members expressed support for the proposed building addition.
They also indicated a desire to keep the project on schedule. However, Wheeler, Hellier
and Volk stated they were reluctant to approve the conditional use permit amendment
without a firm commitment from the School District regarding the parking lot design and
a second access to the site.
Commissioner Mary Liz Holberg stated Dakota County would not support an additional
access onto Dodd Boulevard for safety reasons. She stated the County has agreed to pay
for one-third of the cost of a traffic circulation study for the three public facilities in this
area.
Motion was made by Hellier, seconded by Volk, to table consideration of the conditional
use permit amendment for Lake Marion Elementary School to a special City Council
meeting on February 24, 2020, to allow additional time for Dakota County, School District
194 and the City to reach an agreement regarding a traffic circulation and access study.
Roll call was taken on the motion. Ayes – Volk, Wheeler, Hellier
