PATRICK’S DAY EVENT Proposed Action Staff recommends adoption of the following motion: Move to approve a temporary on-sale liquor license to Angry Inch Brewing for an outdoor event in downtown Lakeville on March 14, 2020 from 12:00 p.m. to 6:00 p.m. Overview Angry Inch Brewing has requested a temporary on-sale liquor license for an outdoor event featuring live music, food and drinks in the parking lot between Lakeville Brewing Company and Angry Inch Brewing on March 14, 2020. Alcoholic beverages would be served from 12:00 until 6:00 p.m. Live entertainment will take place from 12:00 to 6:00 p.m. The parking lot, which is owned by Metro Equity Management, will be fenced. Only those who are 21 years of age or older will be permitted. No alcohol will be permitted to leave or enter the event area. The Police Department reviewed the request and has no objection to the temporary liquor license, provided Angry Inch Brewing abides by the event plan and the attached additional stipulations not covered in the event plan. Primary Issues to Consider Event organizers will have eight security personnel on site in addition to law enforcement as directed by the Police Department. Location The event will take place at the location described below: (PID 224445010020) (PID 224445010010) (PID 224445010030) Days, Dates and Times Saturday, March 14, 2020 from 12 PM until 6 PM • 12 PM to 6 PM – entertainment, food, and beverages for sale • Alcoholic beverages for sale by Lakeville Brewing Co, Alibi Drinkery, and Angry Inch Brewing from 12 PM until 5:45 PM o Angry Inch Brewing – will apply for temporary on-sale license with state o Lakeville Brewing Co – Possess Current State Catering License o Alibi Drinkery – Possess Current State Catering License • Live music from 12 PM until 6 PM Entertainment Entertainment will include a live band (Doneagle) and a DJ who will play music before after and between band sets. Amplified music will start no earlier than 12 PM and will end by 6 PM. A covered stage will be set up. Estimated Attendance We anticipate a crowd of between 400 and 900 attendees (dependent heavily upon weather conditions day of the event). In 2018 this event drew approximately 878 in attendance and in 2019 only about 345. Parking and Traffic Existing parking in Downtown Lakeville will be used for people attending this event. Sanitation and Health Facilities Portable facilities (one standard and one ADA compliant) will be rented and placed as indicated in the drawing. Green squares indicate approximate location of portable restroom facilities 2 Safety and Security Safety Prior to the event an inspection will be performed to check for safety hazards including tripping and electrical hazards. All identified hazards will be eliminated or mitigated. Entrances, Exits, and Access control All guests will be required to enter the event through the main entrance on the north end of the event area. The main gate will serve as emergency egress and additional openings will be made in the temporary fencing as necessary for additional emergency egress. All guests will use their wrist band to allow re-entry to the event, however no alcohol will be permitted to leave or enter the event at any point. Security Personnel Six (6) security personnel will be working throughout the event whose primary focus will be on safety and security of event attendees. • Two security/ staff personnel to monitor the event area • Two security/ staff personnel to monitor the designated entrance and check valid identification of all guests. • Two security/ staff personnel to monitor the rear fence line behind the stage. Communication and Verification with City Officials Prior to the event start, the event coordinators will be present and will assist in addressing any safety or permit compliance issues. Age Verification This is a 21 and up event. Only those who are 21 years of age or older will be permitted in the event area without exception. A valid identification will be required and a wrist band will be provided to each individual whose age has been verified to be 21 or over and who has paid the door fee for entry. Even with a wristband, we will reserve the right to check identification of anyone who we suspect may not be of legal age in the event area.
