APPROVAL OF PURCHASE FOR UTILITY SYSTEM SCADA SOFTWARE FROM
GS SYSTEMS INC.
Proposed Action
Staff recommends adoption of the following motion: Move to approve the purchase of
Wonderware SCADA software from GS Systems Inc.
Overview
SCADA is an acronym for Supervisory Control and Data Acquisition. This software is the
control system for the Water Treatment Plant, towers, wells, lift stations, and other utility system
components. SCADA software performs important functions including generating reports,
tracking water levels, starting and stopping pumps, and notifying staff of alarms in the system.
We currently have Windows 7 for an operating system on the SCADA computer and Microsoft
stopped support of Windows 7 in January of 2020. Our current version of Wonderware is not
compatible with Windows 10 so an upgrade to our Wonderware software is necessary attain
support from Microsoft.
It has been several years since the City has upgraded our SCADA software. The benefits of the
new software are mobility, the ability to generate customized reports, and system security. The
new Wonderware software will allow the City to use the SCADA application on iPads. Staff will
be able to generate automated reports that are currently done manually. The new software is also
set up to protect against cyber security threats.
This software is proprietary to Wonderware Midwest and can only be purchased through GS
Systems Inc. The City solicited a quote from GS Systems Inc. for $23,179.00. Staff reviewed the
quote and recommends approval of the purchase.
Primary Issues to Consider
• Do we need new software? Our current SCADA computer operating system of Windows
7 needs to be upgraded to Windows 10 to maintain Microsoft support. Our current
version of Wonderware needs to be upgraded to be compatible with Windows 10.
