Revised Road Maintenance Joint Powers Agreement with Eureka Township
Proposed Action
Staff recommends adoption of the following motion: Approve a revised Joint Powers Agreement
Between the City of Lakeville and Eureka Township for Road Maintenance on portions of 225th
Street and Highview Avenue.
Overview
On October 21, 2019 the City Council approved a joint orderly annexation resolution for the
annexation of 165 acres of Airlake Airport which is owned by the Metropolitan Airports
Commission (MAC). Eureka Township had approved the joint resolution on October 15, 2019.
In addition to an orderly annexation resolution, the City Council also approved a Joint Powers
Agreement (JPA) for road maintenance for portions of Township roads that would now abut the
City of Lakeville. The original JPA identified .65 miles of 225th Street that would be subject to a
50% maintenance cost share for the City. It was later determined that there was an additional 200
feet of Highview Avenue that abuts the City of Lakeville. This increased the total road frontage
subject to the cost share to .69 miles. This is the only change to the agreement.
The Eureka Township Board approved the revised JPA for Road Maintenance at their February
Meeting. City staff recommends approval of the revised JPA.
Primary Issues to Consider
• What is the impact of the revised JPA for Road Maintenance? The increased amount of
road frontage subject to the PJA is insignificant.
