Baker Tilly Virchow Krause, LLP 380 Jackson St., Ste 300 St. Paul, MN 55101 United States of America T: +1 (651) 223 3000 F: +1 (651) 223 3046 bakertilly.com Community Survey Prepared for the City of Lakeville, Minnesota March 2020 City of Lakeville – Parks Park Amenities Community Survey March 2020 1 Introduction Our firm was retained by the City of Lakeville to perform a scientific random-sample survey of the City’s registered voters, to gauge the community’s support for a variety of potential improvements to the City’s parks and recreations facilities and to measure reaction to a potential referendum to pay for such improvements. This report is intended to supplement our initial presentation summarizing our overall findings and recommendations, by providing additional detail about support among different demographic groups. Our survey included a random sample of 400 registered voters living within the boundaries of the City, who were contacted between February 17th and February 21st. The random sample was designed to provide a representation of the City’s registered voters, with controls for age, gender, race/ethnicity, and location, among other factors. Older voters and very frequent voters were oversampled in our interviews; sample weights were adjusted to provide overall results that reflect the demographic composition of the community as a whole. Interviews consisted of 38 questions, with an average duration of approximately 13 minutes. Given the size of our survey sample, our demographic controls, and the number of registered voters in the City, the estimated margin of error for this survey is approximately ±4.9%. Demographic information was limited for some dimensions. As a result, the margin of error for responses based on educational attainment (N=301) is ±5.6%, and for homeownership (N=372), the margin of error is ±5.1%. Who Was Called Before interviews were begun, we analyzed the City’s registered voter list to determine a number of demographic targets to ensure that a representative sample of the City’s voters was surveyed. These characteristics included gender, age, geographic location, parent status and voting activity. Our completed interviews were reasonably close to targets on most demographic dimensions, with a few notable exceptions. Our interviews oversampled parents and undersampled non-parent voters and less active or new voters. The table at right shows the target and actual numbers for each of the demographic dimensions we tracked. For our analysis of overall results, we have re-weighted the responses to provide a representative sample of the community. While not included as demographic controls, our survey also tracked household income, educational attainment, and whether participants took the survey via cell phone or land line. For the mode of participation, approximately half of the interviews were completed with participants on cell phones, with the other half reached by traditional land-line phone. Responses to this question were used to track responses based on how frequently respondents made use of the City’s parks. The table on the following page shows the park usage frequency by the other demographic dimensions we tracked. These locations include: • Antlers Park • Avonlea (proposed park location) • East Lake Community Park • Ames Arena Following the questions on parks improvements, participants were asked for their reaction to a number of potential tax impacts that might arise from the improvement projects. Amenities at Antlers Park The first set of questions asked about potential improvements to Antlers Park. Before any items were read from the list, participants heard the following introductory language: “Antlers Park was built on the shores of Lake Marion in the 1970s. The City is considering a number of improvements and renovations to the park. As I describe some of the projects that are being considered, I’d like you to tell me if each one makes you more likely or less likely to support the project.” Nine improvements were read to each participant. These were read in random order, to minimize the potential that items might be rated higher or lower due to their placement within the list. The Ritter Farm questions were introduced as follows: “Ritter Farm Park is on 340 acres located west of I-35 and about a mile south of 185th Street. It offers hiking, cross-country skiing and snowmobile trails along with a pavilion. The City is considering a number of improvements to the park. Survey participants were given three potential cost levels for the proposed referendum, and asked whether they would favor or oppose the proposal based on the cost. Participants were told that the tax impacts applied to an average home with a value of $330,000. The three tax impact levels were given in random order to each participant, to minimize the tendency for participants to give a response based on what they think the next prompt will be. It would include an outdoor stage with lights and sound, along with a grass seating area on a graded slope. Findings: new proposed projects 30 SURVEY FINDINGS •Support at $50 impact level was consistent with 2018 responses, but higher tax impacts showed less support in 2020. •Active & very active voters showed slightly higher support than less active & new voters. •Highest support from those using the parks 13-25 times per year, followed by those using the parks more than 50 times per year. •Lowest support from non-users. Findings: potential tax impacts 31 SURVEY FINDINGS •If election were held at this time, we estimate that a referendum with a tax impact under $80/year for a $330,000 home would receive majority support. •Changes in the final ballot proposal and factors such as local economic conditions and campaign efforts leading up to a future referendum can affect voter support and turnout.
