Proposed Action
Staff recommends adoption of the following motion: Move to grant an off-sale 3.2% malt liquor
license to River Country Cooperative for Holiday #3821, 17280 Kenyon Avenue.
Overview
River Country Cooperative has applied for an off-sale 3.2% malt liquor license at Holiday #3821,
17280 Kenyon Avenue. The police department conducted a background investigation on the
applicant, Olaf Johnson, and recommends approval of the license as requested. Mr. Johnson has
been notified of the council meeting call-in number and PIN.
Primary Issues to Consider
• Does the applicant meet all requirements for the license requested?
• The applicants meet all City and State requirements for an off-sale 3.2% malt liquor
license.

On March 13, 2020, I was assigned to the liquor license background investigation of the
Holiday Station Store #3821 located at 17280 Kenyon Avenue.
The above person(s) were listed on the license application and completed the required
personal information application.
The following automated databases were checked to conduct this background; DVS,
MNCIS, in-house records, and criminal history files.
Conclusion
The background investigation is complete.
Based on state statute and Lakeville ordinance, the applicants meet the qualifications for
an off-sale 3.2% malt liquor license for Holiday Station Store #3821.
