Acting Chair Matasosky called the meeting to order at 4:00 p.m. in the Marion Conference Room. Members Present: Comms. Collman, Dautel, Matasosky, Scherer, Seiler, Stone, Starfield Ex-officio members: City Administrator Miller, Chamber President Jech Members Absent: Comm. Emond, Gillen, Smith Others Present: David Olson, Community & Economic Development Director; Kati Bachmayer, Economic Development Coordinator 2. Approval of January 28, 2020 Meeting Minutes Comms. Matasosky / Dautel moved to approve the minutes of the January 28 meeting minutes as presented. Motion carried unanimously. 3. Final Review and Recommendation of 2020-2023 Strategic Plan for Economic Development Mr. Olson presented information on the final draft of the 2020-2023 Strategic Plan for Economic Development. It was recommended during the January 28 meeting that “market node analyses” be added to the Business Retention, Expansion and Diversification section and that has been added to one of the Strategic Initiatives. EDC members identified a few minor edits to the document which will be updated for the upcoming March 16 City Council meeting. Mr. Olson noted that this document is a four-year strategic plan and staff will break down the strategic initiative activities into year one, two, three, and four action items for staff and EDC members (where appropriate). It was noted that the Strategic Plan for Economic Development should be considered a “guiding light” that helps city staff, Planning Commissioners, and the City Council identify economic development projects that meet the City’s economic development goals. Mr. Olson presented information on the website audit that was performed by Rapp Consulting Group as part of the strategic planning process. The City of Lakeville’s economic development web pages were reviewed and compared to similar communities in the region. The report notes that “Overall, this audit did not find errors or out-of-date information” and “Lakeville’s website compared favorably to its comparable communities in terms of overall appeal and relevance of information.” Economic Development Commission Minutes February 25, 2020 Page | 2 Ms. Bachmayer presented information on a data software platform called Emsi. The EDC members have had several discussions related to incorporating more data into the economic development decision making process and Emsi was presented as a source for some of the information requested. Emsi requires an annual subscription, so cost of the service and timing of data capture were discussed by the group. No recommendations were requested or made at the meeting. Comms. Starfield / Scherer moved to recommend City Council approval of the 2020-2023 Strategic Plan for Economic Development. Motion carried unanimously. 4. Director’s Report Mr. Olson highlighted information from the Director’s Report. FedEx Freight has submitted plans to expand its existing location in the industrial park.
