City of Lakeville Liquor Operations Memorandum To: Mayor and City Council From: Allyn Kuennen, Assistant City Administrator Brenda Visnovec, Liquor Operations Director Copy: Justin Miller, City Administrator Date: April 27, 2020 Subject: Keokuk Liquor Store Design Options The City completed a market study in 2019 that indicated Lakeville was ready for a fourth liquor store and recommended constructing the store on city owned property on Keokuk Avenue. At the direction of the City Council, staff prepared an RFP to obtain proposals to partner with a developer to develop the property and construct the liquor store. The City received two proposals in response to the RFP that were reviewed by the City Council at their December 9, 2019 work session. City Council decided to reject both proposals and directed staff to move forward with developing preliminary plans and budget estimates for the City to construct a liquor store on the Keokuk property. Staff contacted Tushie-Montgomery Architects (TMA) to submit a proposal to develop an updated draft site plan, store layout, and building elevations for Council consideration. TMA has a strong history in designing and constructing retail liquor sites including the Galaxie and Kenrick liquor store, Total Wine in Chanhassen, and several other municipal stores in Hutchinson, Edina, Elk River, and Richfield. TMA was also the preferred architect as they have a history with the site; in 2013, at City Council direction, they were asked to generate a preliminary design prior to purchasing the site to ensure it would meet all covenant requirements. Council accepted the proposal submitted by TMA at their February 18, 2020 meeting and directed them to begin developing store design options for consideration. Over the past two months staff has been working with TMA in preparing the attached options for constructing the store. Under the direction of City Council, as well as the recommendation from the Shenehon study, this location was to be positioned as Lakeville’s flagship store. As such, the options include a two-story design, a single-story design, and a single-story design with an event space. TMA has also completed draft building elevations designs for each option and an overall site plan for the property for consideration. The following is an analysis and summary of the site plan, building architecture and each of the design options, and their associated costs: Site Plan The overall property includes approximately 4.5 acres split into two parcels. The northern parcel, which will remain undeveloped at this time, is 1.38 acres. The southern parcel, where the liquor store is proposed to be located, is 3.19 acres. The overall layout of the liquor store site was designed to maximize the usable area for parking, building design, and vehicle circulation for customers and delivery trucks. The proposed site plan includes a shared access drive onto Keokuk Avenue for both parcels. All storm water infiltration, grading, and utility connections would also be provided for both parcels with the construction of the store, increasing the overall value of the undeveloped northern parcel, and making it “shovel ready” if the City wishes to sell it in the future. Building Architecture The building is proposed to have a modern, but timeless commercial design that provides flexibility for the City if we wish to sell or lease the building in the future for other retail, office, or restaurant uses. The exterior of the building is proposed to be a mixture of high quality and low maintenance materials such as brick, steel panels, stone, precast concrete, glass, and synthetic wood. The interior will provide excellent traffic flow with a 38-door reach-in cooler to contain one of the largest craft beer selections in the entire state. As a side note, after reviewing it with experts in the beer industry, the concept of a walk-in beer cave was eliminated for three primary reasons: • Females, which make up nearly 65% of our retail liquor customers, prefer not to enter a beer cooler due to the cold temperatures and the feeling of being vulnerable. • Data has shown that segregating smaller packages (12 packs) from larger packages (24 packs) results in a lower average sales transaction. • Kwik Trip and HyVee Liquor Stores are no longer including beer caves in their new store designs and are beginning to retrofit their current stores to eliminate them. Option 1 - One Story Design The proposed one-story design is an approximately 16,700 square foot building laid out to provide the customer with the ideal shopping experience. The Keokuk store would include a larger selection of wines, liquor, and beer as compared to the other stores; all within a modern shopping environment that is inviting and easy to navigate to ensure maximum return on our investment. The store would also be the new location for the liquor operations administrative staff, including offices for the Director, Inventory Control Technician, and Marketing Specialist. The approximate cost for the one store design is: Building Construction/Management $4,000,000 – 4,100,000 (includes 3% contingency) Design (Architectural, Landscape Architecture, $320,000 – 328,000 (8% of construction costs) Interior Design, and Structural, Mechanical and Electrical Engineering) Store Equipment/Fixtures $300,000 Engineering $0 (completed in house) Total $4,620,000 – 4,728,000 Pros – • Most cost-effective option Cons – • Must continue with off-site events which are labor intensive and costly • No staff training or meeting location • Loss of increased revenue if unable to conduct on-site tasting events Option 2 - Two Story Design The two-story design creates a premier retail shopping experience within 22,308 square foot store. The first floor of the building is consistent with the single floor design with an increased retail space of 787 square feet by moving the administrative offices to a second floor constructed above the southern half of the building. The 4,788 square foot second floor would also include an event space for hosting wine, craft beer, and bourbon tasting events and include a 2,557 square foot outdoor rooftop patio. The approximate cost for the two-story design is: Building Construction/Management $5,270,000 – 5,370,000 (includes 3% contingency) Design (Architectural, Landscape Architecture, $421,600 – 429,600 (8% of construction costs) Interior Design, and Structural, Mechanical and Electrical Engineering) Store Equipment/Fixtures $320,000 Engineering $0 (completed in house) Total $6,011,600 – 6,119,600 Pros – • If the City wishes to designate this as an on/off-sale location, the second-floor event space and patio could be rented for corporate and private events when not in use by the City • If the City ever wishes to vacate this facility, this second level would provide a better return on investment • Administrative staff would remain away from store management, providing a separation of tasks and responsibilities Cons – • While this design would be unique and would definitely qualify as a “flagship”, a full return on investment would be difficult • Maintenance of elevators can be costly Option 3 - One Story Design with Event Space The one-story design with event space has the same store layout with 16,797 square feet as the Option One single story design with an additional 4,613 square feet of event space attached to the south side of the building. This space would be used to host on-site wine, craft beer/bourbon tasting events, and staff training. The approximate cost for the one-story design with event space is: Building Construction/Management $4,700,000 – 4,800,000 (includes 3% contingency) Design (Architectural, Landscape Architecture, $376,000 – $384,000 (8% of construction costs) Interior Design, and Structural, Mechanical and Electrical Engineering) Store Equipment/Fixtures $320,000 Engineering $0 (completed in house) Total $5,396,000 – 5,504,000 Pros – • The City currently leases space from various venues around the city to hold tasting events at a cost of approximately $50,000 per year. Option 3 with the attached event space would eliminate these costs, and the savings would pay for the construction of the additional space in less than 10 years. • The event space will have a separate front entrance allowing it to be rented out for corporate and private events to generate additional income when not in use by the City. • Both private and municipal liquor stores are now constructing event, tasting, and training sites in their stores as keeping customers on site increases overall sales. • In the future, this space could easily be renovated and leased out to a private tenant or business for additional income. • Best utilization of a corner of the property that would otherwise go unused. • Provides room for future expansion if necessary. • Would provide an optimal training room for our staff. • Best resale opportunity should the City ever decide to vacate the business. Cons – • Cost savings from holding off-site events could be up to a 10-year return on investment. Cost Comparison with the Construction of Other Stores Locating comparable construction costs is difficult considering private liquor operations are unwilling to share their data, and there are limited comparably sized municipal liquor stores. The following provides the data that is available: • Lakeville Liquors - Galaxie – build 2007 – 11,243 Sq. Ft. – final cost $3.2 million – city owned land. • Apple Valley – Pilot Knob – build 2008 – 15,900 square feet – final cost $3.9 million – excluded cost of land. • Brooklyn Center – Shingle Creek Blvd – build 2020 – 9600 square feet with 3,800 finished expansion area that has been undetermined how it will be utilized at this time – final cost budgeted was $4 million, final numbers not updated as they opened March of 2020. Financing Financing options will include revenues from the sale of Kenrick property, Liquor Fund operations, and issuance of bonds.
