HomeMy WebLinkAbout04-20-20CITY OF LAKEVILLE CITY COUNCIL MEETING MINUTES April 20, 2020 Mayor Anderson called the meeting to order via teleconference at 6:30 p.m. in the Council Chambers at City Hall. Mayor Anderson offered an expression of sympathy on the recent passing of former Lakeville Mayor Duane Zaun. After a moment of silence, the Pledge of Allegiance to the flag was given. Members Present via telephone: Mayor Anderson, Council Members Volk, Wheeler, Hellier and Lee Staff Present: Justin Miller, City Administrator Staff Present via telephone: Andrea McDowell Poehler, City Attorney; Jeff Long, Police Chief, Paul Oehme, Public Works Director; John Hennen, Parks & Recreation Director; Daryl Morey, Planning Director; Mike Meyer, Fire Chief, Zach Johnson, City Engineer; Charlene Friedges, City Clerk 3. Citizen Comments: None 4. Additional Agenda Information: None S. Presentations/Introductions: Deb Anderson provided information regarding National Day of Prayer. Council Member Hellier read the proclamation recognizing Thursday, May 7, National Day of Prayer in Lakeville. City Forester Emily Ball provided information regarding Lakeville's Tree City USA status. She stated Lakeville will observe Arbor Day on Monday, April 27, at the start of a week-long tree and shrub pick-up event at Cross Nursery. Council Member Lee read the Arbor Day proclamation. 6. Consent Agenda Motion was made by Hellier, seconded by Lee, to approve the following: a. Check register review b. Minutes of the April 6, 2020 City Council meeting c. Resolution No. 20-41 authorizing induction of Lakeville Pioneers Vernon W. and Tonete Jensen to Pioneer Plaza d. Resolution No. 20-42 approving Amendment to Special Assessment Agreement with Minneapolis Meeting Rooms, Inc. City Council Meeting Minutes, April 20, 2020 Page 2 e. Contract with Hoffman and McNamara for spring tree planting f. Accept proposal from Bolton & Menk to complete American Water Infrastructure Act requirements g. Joint Powers Agreement with Dakota County for miscellaneous items h. Improvement Project 20-08,179t' Street reconstruction • Resolution No. 20-43 awarding contract to McNamara Contracting • Easement agreements • Proposals from Braun Intertec, Dakota Electric Association and SRF Consulting Group • Resolution No. 20-44 authorizing funding, budget amendments and fund transfers i. Contract with Northwest Asphalt, Inc. for miscellaneous roadway repairs and Resolution No. 20-45 authorizing funding, budget amendments and fund transfers, Project 20-01 j. Holiday #3821 Mayor Anderson opened the public hearing to consider the application of River Country Cooperative for an off -sale 3.2% malt liquor license at Holiday #3821,17280 Kenyon Avenue. Olaf Johnson spoke on behalf of River Country Cooperative, who recently purchased the Holiday convenience store. There were no questions or comments from the public. Motion was made by Volk, seconded by Hellier, to close the public hearing. Roll call was taken on the motion. Ayes - Anderson, Wheeler, Hellier, Lee, Volk Motion was made by Wheeler, seconded by Lee, to grant an off -sale 3.2% malt liquor license to River Country Cooperative doing business as Holiday #3821, 17280 Kenyon Avenue. COVID-19 City Operations Update City Administrator Miller provided a COVID-19 city operations update; Fire Chief Meyer and Police Chief Long provided a COVID-19 public safety update. Representatives of the City Council Meeting Minutes, April 20, 2020 Page 3 Dakota County Public Health Department, Shannon Bailey and Emily Schug, presented information regarding mental health support and resources that are available to Dakota County residents during this global pandemic. 9. Motion was made by Hellier, seconded by Lee, to adjourn. Roll call was taken on the motion.
