HomeMy WebLinkAboutItem 06.b CITY OF LAKEVILLE CITY COUNCIL MEETING MINUTES May 4, 2020 Mayor Anderson called the meeting to order via teleconference at 6:30 p.m. in the Council Chambers at City Hall. After a moment of silence, the Pledge of Allegiance to the flag was given. Members Present via telephone: Mayor Anderson, Council Members Volk, Wheeler, Hellier and Lee Staff Present: Justin Miller, City Administrator Staff Present via telephone: Andrea McDowell Poehler, City Attorney; Jeff Long, Police Chief; Mike Meyer, Fire Chief; Paul Oehme, Public Works Director; Jerilyn Erickson, Finance Director; John Hennen, Parks & Recreation Director; David Olson, Community & Economic Development Director; Daryl Morey, Planning Director; Allyn Kuennen, Assistant City Administrator; Charlene Friedges, City Clerk 3. Citizen Comments: None 4. Additional Agenda Information: None 5. Presentations/Introductions: Pan-O-Prog President Tom Knutson provided an update on the Board’s plans for this year’s festival. Because of the COVID-19 pandemic, a smaller event will take place the weekend of September 25-27, 2020. Additional information will be provided as it becomes available. The July 4th fireworks display will be held at King Park. Chief Meyer presented the Fire Department 2019 Annual Report. 6. Consent Agenda Motion was made by Hellier, seconded by Lee, to approve the following: a. Check register review b. Minutes of the April 20, 2020 City Council meeting c. Minutes of the April 27, 2020 City Council work session d. Agreement with Langer Construction Company for Orchard Lake Beach restroom improvements, Project 20-20 e. Resolution No. 20-48 approving Pheasant Run of Lakeville Fifth Addition final plat City Council Meeting Minutes, May 4, 2020 Page 2 f. Resolution No. 20-49 approving first quarter donations to the Parks & Recreation Department g. Resolution No. 20-50 extending temporary pay increase for part time liquor positions h. Professional Services Agreement with Blue Water Science for the city’s lake management program i. Resolution No. 20-51 delegating authority to pay claims and make electronic fund transfers j. Release agreement with Big Fish Entertainment, LLC to participate in A&E’s America’s Top Dog television show k. Resolution No. 20-52 related to the Kingsley Place Senior Living Development Project Cleanup Grant Roll call was taken on the motion. Ayes – Volk, Anderson, Wheeler, Hellier, Lee 7. Ordinance Amending Liquor License Fees Mr. Miller presented an ordinance amending Title 3, Chapter 1, of the City Code related to liquor license fees. The ordinance temporarily reduces the on-sale license fees by 20%. It also allows, for the 2020/21 renewal period only, collection of the on-sale renewal fees in two equal installments. Motion was made by Lee, seconded by Wheeler, to adopt Ordinance No. 1029 amending Title 3, Chapter 1, of the Lakeville City Code concerning on-sale liquor license fees. Roll call was taken on the motion. Ayes – Anderson, Wheeler, Hellier, Lee, Volk 8. COVID-19 City Operations Update Mr. Miller provided a COVID -19 city operations update. In response to the council’s recent work session discussion, Mr. Hennen provided options and recommendations to relax some of the COVID-19 restrictions and re-open park facilities. If playgrounds are re-opened signage related to sterilization and social distancing would need to be displayed. He stated staff does not recommend opening the restroom facilities. Rather, portable units could be used, which would reduce the number of part-time seasonal staff needed. Motion was made by Hellier, seconded by Wheeler, to direct city staff to re-open playgrounds, tennis courts, pickleball courts, disc golf and mini-golf courses and place portable restroom units at these sites this week. City Council Meeting Minutes, May 4, 2020 Page 3 Motion was made by Volk, seconded by Wheeler, to amend the main motion to direct staff to re-open the park facilities and place the portable restroom units at these sites as soon as feasible and possible. Roll call was taken on the amendment. Ayes – Wheeler, Hellier, Lee, Volk, Anderson Roll call was taken on the main motion. Ayes – Hellier, Lee, Volk, Anderson, Wheeler Motion was made by Hellier, seconded by Lee, to hold the May 26, 2020 work session in the council chambers at city hall, with the public allowed to participate in person or through remote option.
