WATER TOWER RECOATING CITY PROJECT 20-18 Proposed Action Staff recommends adoption of the following motion: Move to award contract to Classic Protective Coatings, Inc. in the amount of $86,950 for recoating the Kenrick water tower, City Project 20-18. Overview The Kenrick water tower is located at the intersection of Kenrick Ave. and Kensington Blvd. and is visible from I-35. This project proposes to recoat the exterior vertical portion of the tank, paint 3 (current design) City logos on the tower and install a tank mixer in the tank. Recoating a portion of the tank should extend the life of the coating and delay the recoating of the entire tank. The tank mixer is needed to help prevent ice from forming during the winter months. On Wednesday April 22, 2020 three quotes were received as follows: TMI Coatings, Inc. $ 88,000.00 Classic Protective Coatings, Inc. $ 86,950.00 Champion Tank, LLC $ 112,000.00 The engineers estimate is $90,000. SEH, Inc., the engineer for the project, recommends awarding the project to Classic Protective Coatings, Inc. The 2020 CIP budget for the project is $100,000. Primary Issues to Consider • Construction is anticipated to start in June and substantially completed in 28 days, weather permitting. • The project is necessary to update the City logo on the water tower and install a tank mixer to reduce the risk of the tank freezing during the winter months. • The work should extend the life of the coating and delay the need for recoating the entire tank. A summary is shown below in order of Base Bid. Bidder Base Bid Classic Protective Coatings Inc. $ 86,950.00 TMI Coatings, Inc. $ 88,000.00 Champion Tank, LLC $112,000.00 Based on the Base Bid, the low bid received was submitted by Classic Protective Coatings, Inc. Menomonie, WI in the amount of $ 86,950.00. In reliance on our experience with Classic Protective Coatings, Inc., and/or materials and information provided by the contractor, we have determined that they have a sufficient understanding of the project and equipment to perform the construction for which it bid. SEH makes no representation or warranty as to the actual financial viability of the contractor or its ability to complete its work. Accordingly, we recommend the project be awarded to Classic Protective Coatings, Inc. in the amount of $ 86,950.00, based on their Base Bid minus voluntary deduct.
