PROFESSIONAL SERVICES AGREEMENT WITH
TUSHIE-MONTGOMERY ASSOCIATES – PHASE III KEOKUK LIQUOR STORE DESIGN
Proposed Action
Staff recommends adoption of the following motion: Move to approve a professional services agreement
with Tushie-Montgomery Associates for the development of the Keokuk Liquor Store Phase III design.
Overview
At their April 29th work session, City Council members reviewed three design options for the construction
of the Keokuk Liquor Store and directed staff to continue work with Tushie-Montgomery Associates to
prepare detailed plans for a single level store with an attached event/educational space.
Attached is a proposal from Tushie-Montgomery Associates that includes Phases I–V outlining all services
for designing and constructing the store. Phases I and II included developing the draft options the City
Council reviewed at its April work session. Phase III will include refining the single story/event space option
by preparing preliminary structural designs, developing mechanical, electrical and plumbing
plans/specifications, determining the final exterior building materials, coordinating site grading and utility
design with the Engineering Department, assistance in the selection of a general contractor, developing the
final interior layout of the store and refining overall costs. Also, attached is a professional services
agreement with Tushie-Montgomery Associates in the amount of $58,000 for City Council consideration.
Primary Issues to Consider
The construction of the Keokuk Liquor store is tentatively scheduled to begin in early 2021. Can the plans
and specifications included in this third phase still be used if the construction of the store is delayed?
• If the City Council decides to delay the construction of the store, the plans and specifications can still
be used whenever the City moves forward in the future. In developing these more detailed plans and
specifications, the City will also get a better idea of the overall costs of the project; in turn this will
help the City Council weigh the budgetary impacts of constructing the store, with the financial
impacts from the COVID-19 pandemic and developing the 2021 budget.
