The City of Lakeville continues to provide COVID-19 business-related updates via the City’s
communications team and distributing special editions of the Thrive! Business Newsletter every Friday
to provide a summary of the most up-to-date information our businesses need to succeed in the wake
of this pandemic.
The Building Inspections department has successfully been issuing building permits and working
closely with commercial and residential developers to ensure construction continues during this
challenging time. They have also been using technology to complete home inspections without
physically entering the building in order to maintain safety for our staff and Lakeville residents.
The following is the Director’s Report for May 2020.
Development Update
The following are updates on a number of active commercial, industrial, and multi-family residential
projects:
• The Moments Memory Care expansion construction is underway on its 2-story, 78,000-square-
foot building expansion to the west, located at 16258 Kenyon Avenue. The building addition
will house 60 new memory care units.
• U-Haul’s new 131,307-square-foot three-story climate-controlled self-storage building is under
construction at the southeast corner of Cedar Avenue (CSAH 23) and Lakeville Boulevard (CSAH
50).
• Construction progress is being made on two new multi-family developments in the city
including Springs at Lakeville - 260 market-rate rental townhome-style apartments at the
northwest corner of Cedar Avenue and Dodd Boulevard, and the Edison at Spirit – 160 market-
rate apartment units near Hy-Vee grocery store and Taco Bell, just east of Pilot Knob Road and
south of County Road 46.
• FedEx Freight’s preliminary plat application has been recommended for approval by the
Planning Commission. The City Council will consider the project during an upcoming June
meeting. If approved, the application includes an expansion of the existing FedEx cross-dock
transload facility, maintenance building and trailer parking area. FedEx Freight's current
building footprint is 93,600 square feet consisting of office, maintenance, and warehouse
constructed in 2015. The proposed building expansion consists of 88,255 square feet added to
the maintenance and warehouse buildings bringing the total building area to 181,800 square
feet. FedEx Freight is located at 9331 217th Street at the southeast quadrant of 215th Street
(CSAH 70) and Dodd Boulevard (CSAH 9).
• On May 18 the City Council approved the Launch Park Second Addition preliminary plat. Airlake
Development, Inc. proposed one industrial lot and two outlots on 55 acres to be known as
Launch Park Second Addition, located east of Cedar Avenue (CSAH 23) and north of 222nd
Street. The platted lot will be 15 acres in area and will include a 150,000-square-foot, two-tenant
warehouse building. During the meeting, Launch Properties announced the first confirmed
tenant of the new building will be Sweet Harvest Foods. Sweet Harvest is currently located in
Rosemount and will move their manufacturing operation to Lakeville when construction is
complete.
• Charthouse Senior Living, LLC is making progress on its 55-unit, four-story senior independent
living facility with a wellness center and underground parking, located in the northwest corner
of Kenwood Trail (CSAH 5) and Klamath Trail. This building and the original Kingsley Shores
facility will be connected by a second story skyway and through their underground parking
garages. Community & Economic Development staff have worked closely with the Kingsley
Place project leadership, as contamination and environmental concerns were discovered last
fall during construction. Applications for a MN DEED (Department of Employment and
Economic Development) cleanup grant and a Dakota County CDA (Community Development
Agency) RIG (Redevelopment Incentive Grant) were submitted in late April to help cover a
portion of the cleanup activities performed at the site. Both applications are likely to be
reviewed in June.
Additional Highlights
• In response to MN Executive Order 20-56, the City Council will consider an amendment to the
recently approved Outdoor Use Policy for Businesses to address liquor licensing and service as
it relates to temporary patio areas in Lakeville.
