APPROVAL OF AGREEMENT WITH QC COMPANIES FOR THE REPAIR OF
TRENCH DRAIN AT THE CENTRAL MAINTENANCE FACILITY
Proposed Action
Staff recommends adoption of the following motion: Move to approve an Agreement with QC Companies
for the repair of trench drain at the Central Maintenance Facility.
Overview
The trench drain in the truck shop at the Central Maintenance Facility has deteriorated and needs to be
repaired. With the deicing chemicals and water that the vehicles bring into the truck shop, along with
vehicular traffic on the drain grates, the rail holding the grates is rusting, and the concrete edges are
crumbling.
Two options are to replace the trench drains or to refurbish them. Replacing the concrete trench drains has
proven to be a more expensive option that also impacts the use of the facility during the removal and
replacement. Refurbishing replaces the damaged area with an epoxy mortar and plastic angle stock is the
preferred option. This system takes less time to install and has proven to be resistant to damage from
deicing chemicals and water.
QC Companies has completed three similar projects for the City at the Central Maintenance Facility in 2015
and 2016 and at the Water Treatment Facility in 2019. The Company has the necessary experience in use
of the epoxy mortar. Their past work has been acceptable. While the epoxy mortar is available to any
contractor, QC Companies experience in its use and in this type of application make them a single source
for this project. In consulting with the epoxy mortar manufacturer, they stressed the need for experience
in its use and application. The price quoted by QC Companies is within the amount budgeted and is similar
to the pricing the City received from past projects the company has completed.
Primary Issues to Consider
• Why are the trench drains deteriorating? Deicing chemicals and water attack the metal rail and rebar
that holds the grates resulting in rust which gradually expands and exerts pressure on the surrounding
concrete causing it to break and crack over time.
