RESOLUTION TO HOST A MINNESOTA GREEN CORPS MEMBER
Proposed Action
Staff recommends adoption of the following motion: Move to approve the resolution
to host another GreenCorps member.
Overview
Minnesota GreenCorps is an AmeriCorps Program coordinated by the Minnesota
Pollution Control Agency (MPCA). It is a statewide program that began in 2009 to help
preserve and protect Minnesota's environment while training a new generation of
environmental professionals. The program places members with host organizations
around the state to assist communities and local governments in addressing statewide
needs related to recycling, reducing greenhouse gases, reducing runoff, improving water
quality, and increasing community resilience.
The city of Lakeville has hosted two Green Corps members in 2017-2018. The new member
would start with the City of Lakeville in September 2020 and continue through August 2021,
working on forestry related projects. The member’s primary emphasis would be to help
implement specific components of the City’s Emerald ash borer management plan
including conducting survey of outlot/natural areas for ash populations and outreach to
property owners with a large number of ash and ensuring they have a plan for handling
EAB, assisting with reforestation efforts, auditing trees planted by contractors on public
property including parks and outlots in developments to ensure BMPs are being followed. The
member will be limited on the number of inspections they can perform as a tree inspector.
The MPCA provides a bi-weekly stipend to the member for their time and gives an
educational award at the end of the member's commitment. The City is responsible for
providing supervision, workspace, and in-kind time of 3.2 hours per week.
Primary Issues to Consider
How will the City meet its responsibilities? The City Forester will provide supervision
and in-kind time as part of normal duties. The Forestry Technician will also offer
mentoring opportunities for the member. The Green Corps member will office out of
the Central Maintenance Facility.

RESOLUTION TO HOST A MINNESOTA GREEN CORPS MEMBER
WHEREAS, the City of Lakeville applied to host an AmeriCorps member from the
Minnesota Green Corps, a program managed by the Minnesota Pollution Control
Agency (MPCA), for the 2020-2021 program year; and
WHEREAS, the MPCA selected the City of Lakeville to participate in the program, and the
city is committed to implementing the proposed project as described in the host site
application; and
WHEREAS, the MPCA requires the City of Lakeville to enter into a host site agreement with
the MPCA that identifies the terms, conditions, roles and responsibilities of the parties.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lakeville,
Minnesota, authorizes the City Administrator to execute a host site agreement with the
MPCA.
