DESIGNATION OF POLLING PLACES FOR 2020
Proposed Action
Staff recommends adoption of the following motion: Move to approve a resolution designating
polling places for the 2020 primary and general elections.
Overview
The legislature recently passed HF 3429, which provides special procedures for the safe and
secure conduct of the elections this fall. One of the provisions allows municipalities to designate
polling places after the statutory deadline, but no later than July 1, 2020.
HF 3429 also states that a governing body of a municipality or county must only use a school
as a polling place when no other public or private location is reasonably available for use as a
polling place. If a municipality or county has designated a school as a polling place, the
municipality or county must work with school staff to ensure that contact between students
and voters is minimized.
Three churches in Lakeville have kindly agreed to allow their buildings to be available for voting
in August and November. Precinct 5 (Lakeville North High School) would move to Northcross
Church; Precinct 11 (Crystal Lake Education Center) would move to Messiah Lutheran Church;
and Precinct 15 (Parkview Elementary School) would move to South Twin Cities Church of
Christ. The three new locations are highlighted on the attached list.
Primary Issues to Consider
Dakota County will mail postal verification cards notifying voters of their new polling place. The
County will cover the cost of mailing these notices. In addition, we will post signage at each
school directing voters to the new location.

RESOLUTION DESIGNATING POLLING PLACES
WHEREAS, Lakeville polling places were designated in November 2019 for the 2020
calendar year, as required in Minnesota Statute 204B.16, subdivision 1; and
WHEREAS, H.F. 3429 passed on May 12, 2020 provides special procedures for the safe
and secure conduct of the 2020 Primary and General Elections; and
WEHREAS, H.F. 3429 allows municipalities to designate polling places after the statutory
deadline, but no later than July 1, 2020; and
WHEREAS, H.F. 3429 states that a governing body of a municipality must only use a
school as a polling place when no other public or private location is reasonably available for use
as a polling place.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lakeville
hereby designates the polling places of 18 election precincts as described on the attached exhibit
for elections held on August 11, 2020 and November 3, 2020.
