Olson, Community and Economic Development Director Copy: Justin Miller, City Administrator Kati Bachmayer, Economic Development Coordinator Date: June 23, 2020 Subject: June Director’s Report The City of Lakeville reopened to the public on Wednesday, June 17. Since the last EDC meeting, the Community and Economic Development Department (CED) has continued to provide COVID-19 business-related updates on the City’s website and via the special editions of the Thrive! Business Newsletter every Friday. CED staff also worked with the City Clerk to review and approve temporary patio spaces for liquor license holders in order to comply with MN Executive Order 20-56 and Lakeville’s Policy for Temporary Outdoor Customer Service Areas. The following is the Director’s Report for June 2020. Development Update The following are updates on a number of active commercial, industrial, and multi-family residential projects: • The Moments Memory Care expansion construction continues on its 2-story, 78,000-square- foot building expansion to the west, located at 16258 Kenyon Avenue. The building addition will house 60 new memory care units. • U-Haul’s new 131,307-square-foot three-story climate-controlled self-storage building is nearing completion at the southeast corner of Cedar Avenue (CSAH 23) and Lakeville Boulevard (CSAH 50). The company is anticipating a July occupancy date. • Significant construction progress has being made on two new multi-family developments in the City including Springs at Lakeville - 260 market-rate rental townhome-style apartments at the northwest corner of Cedar Avenue and Dodd Boulevard, and the Edison at Spirit – 160 market-rate apartment units near Hy-Vee grocery store and Taco Bell, just east of Pilot Knob Road and south of County Road 46. The first phase of Edison at Spirit is anticipated to be open by August 15. • FedEx Freight’s preliminary plat application has been recommended for approval by the Planning Commission. The City Council will consider the project during an upcoming July meeting. If approved, the application includes an expansion of the existing FedEx cross-dock transload facility, maintenance building and trailer parking area. FedEx Freight's current building footprint is 93,600 square feet consisting of office, maintenance, and warehouse constructed in 2015. The proposed building expansion consists of 88,255 square feet added to the maintenance and warehouse buildings bringing the total building area to 181,800 square feet. FedEx Freight is located at 9331 217th Street at the southeast quadrant of 215th Street (CSAH 70) and Dodd Boulevard (CSAH 9). • On June 15, the City Council approved the Launch Park Second Addition final plat. Airlake Development, Inc. proposed one industrial lot and two outlots on 55 acres to be known as Launch Park Second Addition, located east of Cedar Avenue (CSAH 23) and north of 222nd Street. The platted lot will be 15 acres in area and will include a 150,000-square-foot, two-tenant warehouse building. During the meeting, Launch Properties announced the first confirmed tenant of the new building will be Sweet Harvest Foods. Sweet Harvest is currently located in Rosemount and will move their manufacturing operation to Lakeville when construction is complete. • Charthouse Senior Living, LLC is making progress on its 55-unit, four-story senior independent living facility with a wellness center and underground parking, located in the northwest corner of Kenwood Trail (CSAH 5) and Klamath Trail. This building and the original Kingsley Shores facility will be connected by a second story skyway and through their underground parking garages. Community & Economic Development staff have worked closely with the Kingsley Place project leadership, as contamination and environmental concerns were discovered last fall during construction. City staff attended the June 16 Dakota County CDA Board meeting to be available to answer questions on the RIG (Redevelopment Incentive Grant) application submitted in late April. The application was approved for $81,600 which will help cover a portion of the cleanup activities performed at the site. The City should receive notification on the MN DEED (Department of Employment and Economic Development) cleanup grant by the end of June. Additional Highlights • On June 15, the Lakeville City Council approved Timbercrest at Lakeville 9th Addition preliminary and final plat of one lot and two outlots, and PUD development stage plans. Timbercrest at Lakeville 9th Addition includes the construction of a 208-unit, four-story market rate apartment building with underground parking to be located east of Orchard Trail and north of 185th Street (CSAH 60). (The Planning Commission unanimously recommended approval during its May 21 meeting.)
