Overview On April 10, 2020 the Police Department implemented an emergency schedule to respond to the COVID-19 pandemic and temporarily restricted vacation use for Lieutenants for three months. As a result of vacation leave restriction and staff shortages, several Lieutenants may be in a position of losing their accrued time off on December 31, 2020. LELS union members submitted a proposal to be allowed to cash out up to a maximum of 40 hours of vacation time and carry over up to 40 hours of vacation time into 2021. The carried over hours would be forfeited if not used by March 31, 2021. The Personnel Committee reviewed their proposal and is recommending its approval. Staff will see if the vacation cash out is an eligible expense through the CARES Act. Primary Issues to Consider • Approving the MOU will allow the Police Department to continue to effectively manage shifts and time off requests while providing safe coverage for the community.
