2021 MISCELLANEOUS ROADWAY REPAIRS
2021 LOCAL STREET REHABILITATION
Proposed Action
Staff recommends adoption of the following motion: Move to accept WSB proposal for
professional services for 2021 Miscellaneous Roadway Repairs, City Project 21-01 and 2021 Local
Street Rehabilitation, City Project 21-02.
Overview
The draft 2021-2025 Transportation Capital Improvement Plan programs annual pavement
maintenance (CP 21-01) and local street rehabilitation (CP 21-02) projects. WSB will perform
field data collection along Kaparia Avenue (CP 21-01) and along the 10 miles of local streets
programmed for rehabilitation in 2021 (CP 21-02). WSB will use the data to create topographic
surveys. The topographic surveys will assist City staff in completing the designs and preparing
final plans and project specifications.
Primary Issues to Consider
• WSB’s proposal identifies the scope of services and estimated cost to complete the work
and is subject to the Master Agreement for Professional Engineering Services between the
City and WSB approved by the City Council on July 18, 2016.

RE: Supplemental Agreement to Provide Topographic Surveying Services for the 2021
Street Improvement Project (21-02) and 2021 Miscellaneous Roadway Repair
Project (21-01)
Dear Mr. Johnson:
On behalf of WSB we are pleased to submit this Supplemental Agreement to provide engineering
services to the City. it is our understanding that you are looking for a topographic survey of the
above-mentioned projects.
Project Approach/Scope of Services
WSB’s project scope and proposed tasks are based on our understanding of the project, and we
propose the following scope of services:
Topographic Survey (CP 21-02):
This work includes topographic survey data collection along 10.14 miles of mill and overlay
streets, as identified in the attached. Cross-sections will be completed every 50 feet along the
roadway to a distance 10-feet beyond the back of curb. Data will be collected on both sides of all
driveways at back of curb and 10 feet beyond and will identify driveway type. WSB will survey all
surface utilities, including: gate valves, hydrants, manholes, CB’s and private utility boxes. No
invert data will be collected with this topographic survey work.
No geotechnical investigation coring/boring locations will be surveyed.
All existing pedestrian curb ramps will be surveyed for replacement design purposes.
In addition, the following work will also be completed in conjunction with the topographic survey:
• Control points – WSB will establish survey control points on the project, which will
eventually be utilized for the construction staking. Control points will be placed beyond
expected construction limits so that they can be utilized during construction. Enough
control points will be placed on the project so that if certain control points are vandalized
or otherwise lost, the control can easily be re-established. Control points will be set up
using Dakota County coordinates. Published benchmarks will be utilized for vertical
control.
• Utility location – WSB will submit a GSOC ticket to assemble utility information which
will be collected during the topo.
• Cross section data – WSB will collect cross section point data at 50-foot stations, all
driveway locations and where the topography changes between 50-foot stations. The

cross-section data will extend 10 feet beyond the back of curb. Included in the cross-
sectional data should be existing street centerline, roadway edges (top and bottom curb
shots), top and bottom of retaining walls and every change in grade of the cross section.
Shots will be taken of any existing ditch sections.
• Topographic features – WSB will provide shot data for all surface topographic features
including but not limited to: trees, tree lines, mailboxes, driveway edges, landscape
edges, private and public utility locations, hydrants, manholes, catch basins, inverts of
flared end sections, culverts, gate valves, roadway edges, street signs, light poles and
retaining walls.
Topographic Survey (CP 21-01)
This work includes topographic survey data collection along 2,600 feet of Kaparia Avenue. Cross
sections will be completed every 50 feet and will include the ditch section and all culverts – as the
project includes culvert replacement and ditch grading work. City Staff will meet WSBs survey
crew on-site prior to starting this survey work to identify culvert locations.
• Control points – WSB will establish survey control points on the project, which will
eventually be utilized for the construction staking. Control points will be placed beyond
expected construction limits so that they can be utilized during construction. Enough
control points will be placed on the project so that if certain control points are vandalized
or otherwise lost, the control can easily be re-established. Control points will be set up
using Dakota County coordinates. Published benchmarks will be utilized for vertical
control.
• Utility location – WSB will submit a GSOC ticket to assemble utility information which
will be collected during the topo. WSB will provide the City will all utility service provider
maps collected as a part of the GSOC ticket request.
• Cross section data – WSB will collect cross section point data at 50-foot stations, all
driveway locations and where the topography changes between 50-foot stations. The
cross-section data will extend 10 feet beyond the back of curb. Included in the cross -
sectional data should be existing street centerline, roadway edges (top and bottom curb
shots), top and bottom of retaining walls and every change in grade of the cross section.
Shots will be taken of any existing ditch sections.
• Topographic features - Provide shot data for all topographic features including but not
limited to: trees, tree line, mailboxes, driveway edges, landscape edges, private and

• We are available to start on this topographic survey work within 1 week of notice to
proceed. Our work plan includes starting with a 1-person survey crew start and stay on
the project and have other crews come in to supplement as time and workload allows.

PROPOSED FEE
WSB will provide the services as outlined in Project Approach/Scope of Services. Our budget was
developed based on our understanding of the scope and experience with past street improvement
projects in the area. We estimate an hourly not to exceed fee of $49,796.00.
• GSOC and Utility Follow-Up (CP 21-01 and 21-02) $544.00
• Topographic Survey (CP 21-02) $40,040.00
• Data processing (CP 21-02) $5,088.00
• Topographic Survey (CP 21-01) $2,352.00
• Data Processing (CP 21-01) $572.00
• QA/QC $1,200.00
Total $49,796.00
