AGREEMENT WITH SUNRAM CONSTRUCTION
Proposed Action
Staff recommends adoption of the following motion: Move to approve Agreement with Sunram
Construction for Kingsley Lake Outlet Control Structure, City Project 20-59.
Overview
Kingsley Lake is 40 acres in area and drains a watershed of approximately 180 acres. The lake is
experiencing significant fluctuations in surface water elevations, negatively impacting abutting
private property and the public storm sewer system. The existing outlet control structure is
structurally deficient and not functioning as designed and needs to be replaced. The new outlet
control structure is designed to reduce peak stormwater discharge rates and create efficiencies in
maintenance. The new outlet control structure will be installed at the same Minnesota Department
of Natural Resources (MnDNR) approved elevation as the original.
The City received three quotes for City Project 20-59 ranging from a low quote of $22,435
submitted by Sunram Construction to a high quote of $28,550.30. The Engineer’s estimated
construction cost was $47,175. The reduced cost is largely in part to the current low surface water
elevation, thereby reducing dewatering efforts. The City’s total estimated project cost is $39,685
(includes engineering costs and Sunram Construction construction contract). The attached
Agreement provides the scope of work, cost and schedule for completing the project.
Primary Issues to Consider
• Construction is anticipated to begin in September 2020, with substantial completion by
October 2020.

RESOLUTION AUTHORIZING FUNDING FOR
KINGSLEY LAKE OUTLET CONTROL STRUCTURE
CITY PROJECT 20-59
WHEREAS, the Kingsley Lake Outlet Control Structure, City Project 20-59, is
programmed in the adopted Lakeville 2020 Budget.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Lakeville,
Minnesota:
The estimated project cost is $39,685 and anticipated funding sources are listed below. City staff is
hereby authorized to amend the 2020 budget (if needed as the project is completed) and make the
appropriate transfers between funds with respect to the project funding sources up to 10% above
the estimated costs. Funding transfers may include loans between funds to cover engineering and
other costs incurred on the project in advance of receiving other funding.

City Action Requested
Staff is recommending Council authorize a Notice of Award for the Kingsley Lake Outlet
Retrofit Project. Three contractors were invited to quote on the project and all quotes were
received by the stated deadline. Wenck has reviewed all submitted quotes and provides the
following summary for consideration by Staff.

Three quotes were received on September 1, 2020 for the Kingsley Lake Outlet Retrofit.

Overall, the costs provided by all contractors are very competitive, and Wenck recommends
that the contract for the base quote be awarded to Sunram Construction, Inc. for
$22,435.00.
