HomeMy WebLinkAboutItem 06.q Date: September 8, 2020 Item No. 2020 ENVIRONMENTAL RESOURCES MAINTENANCE PROJECTS AGREEMENT WITH SUNRAM CONSTRUCTION AUTHORIZE FUNDING AND AMEND 2020 BUDGET Proposed Action Staff recommends adoption of the following motion: Move to approve Agreement with Sunram Construction for 2020 Environmental Resource Maintenance Projects, City Project 20-60 (Part II); authorize funding and amend 2020 budget. Overview The 2020 Environmental Resources Maintenance projects include shoreline and drainageway stabilization and restoration improvements within local watersheds near a) Casperson Shoreline at Lake Marion; b) Juno Trail Fishing Access; c) 205th Street Channel and d) South Creek. The improvements are designed to reduce erosion/sedimentation issues and protect existing public infrastructure. The City received three quotes for the 2020 Environmental Resources Maintenance projects ranging from a low quote of $59,360 submitted by Sunram Construction to a high quote of $81,779. The Engineer’s estimated construction cost was $54,445. The City’s total estimated project cost is $73,000 (includes engineering costs and Sunram Construction construction contract). The attached Agreement provides the scope of work, cost and schedule for completing the project. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Lakeville, Minnesota: The estimated project cost is $73,000 and anticipated funding sources are listed below. City staff is hereby authorized to amend the 2020 budget (if needed as the project is completed) and make the appropriate transfers between funds with respect to the project funding sources up to 10% above the estimated costs. Funding transfers may include loans between funds to cover engineering and other costs incurred on the project in advance of receiving other funding. Date: September 2, 2020 Subject: City of Lakeville 2020 Maintenance Projects: City Project 20-60 City Action Requested Staff is recommending Council authorize a Notice of Award for completing the 2020 Maintenance Projects. Three contractors were invited to quote on the projects and all quotes were received by the stated deadline. Wenck has reviewed all submitted quotes and provides the following summary for consideration by Staff. 2020 Summer Maintenance Quote Results Three quotes were received on September 1, 2020 for the 2020 Maintenance Projects. Quote results are summarized below and detail in the attached table. Sunram was the low both when considered the base quote as well as the base quote with the alternates. Engineer’s Recommendation The quoted costs are competitive with the low quote within 10% of the project estimate. The addition of the flagstone pathways for the combined alternates adds over 25% of total costs to the projects (regardless of the contractor quoting) and does not appear to provide a good value to the City. Therefore, Wenck recommends that the contract for the base quote (without alternates) be awarded to Sunram Construction, Inc. for $59,360.00. We do not recommend including the alternates items in the project at this time.
