HomeMy WebLinkAboutItem 06.r Date: Item No. Kingsley Place Senior Housing Subrecipient Agreement for a Redevelopment Incentive Grant Proposed Action Staff recommends adoption of the following motion: Approve a Subrecipient Agreement with Charthouse Senior Living LLC for a $81,600 Redevelopment Incentive Grant from the Dakota County CDA for the Kingsley Place Senior Housing Project. Overview In August of 2019, construction began on a 55-unit independent living four-story building called Kingsley Place that is adjacent to the original Kingsley Shores and will be connected by a skyway. On April 6, 2020 the City Council authorized the submittal of a Redevelopment Incentive Grant (RIG) grant application to the Dakota County Community Development Agency (CDA) to address contaminated soils discovered on the site. On June 16, 2020 the CDA Board approved a grant in the amount of $81,600. The attached Subrecipient Agreement with Charthouse Senior Living LLC (Developer) includes the terms and conditions of the RIG grant funds. The Developer will be required to submit paid invoices for eligible cleanup costs identified in the RIG grant application. Upon receipt of the paid invoices, the City will request payment of grant funds from RIG that once received, will be used to reimburse the Developer. No City funds are proposed to fund cleanup costs. Staff recommends approval of this Subrecipient Agreement with Charthouse Senior Living LLC. Olson, Community & Economic Development Director September 8, 2020 None Page 1 of 1 DAKOTA COUNTY COMMUNITY DEVELOPMENT AGENCY BOARD OF COMMISSIONERS Meeting Date: June 16, 2020 Resolution No. 20 -6278 Motion by Commissioner Holberg Seconded by Commissioner Slavik Approval Of A Redevelopment Incentive Grant For The City Of Lakeville WHEREAS, the Dakota County Community Development Agency (CDA) established a Redevelopment Incentive Grant (RIG) program in 2006 to assist Dakota County cities with the redevelopment of blighted and under-utilized areas to increase the tax base and improve the quality of life in Dakota County; and WHEREAS, to date, the program has awarded nearly $12.9 million for 63 redevelopment grants and 26 planning grants; and WHEREAS, the RIG program has an approved budget of available grant funds of $1,096,000 for the fiscal year ending June 30, 2020; and WHEREAS, the CDA has committed $896,000 in its FYE 2020 budget, and Dakota County, through its Environmental Resources Department, has committed additional $200,000 of funding for RIG projects that require environmental remediation; and WHEREAS, Dakota County cities can apply up to $250,000 per redevelopment projects (one per local government) and up to $15,000 per planning grant (one per local government); and WHEREAS, the City of Lakeville has submitted an application for $81,600 for the removal of contaminated soils, and installation of clean soil buffers and a vapor mitigation system necessary for the construction of a 55-unit independent senior living located at 16890 Klamath Trail; and WHEREAS, the City’s application meets the eligibility criteria to receive funding as listed in the Redevelopment Incentive Grant Program Policy and Procedures Guide. NOW, THEREFORE, BE IT RESOLVED by the Dakota County Community Development Agency Board of Commissioners, That the City of Lakeville is awarded a $81,600 Redevelopment Incentive Grant contingent upon the grantee meeting program guidelines, and entering into a grant agreement with the CDA, in form and content acceptable to the Executive Director of the CDA. I, Sarah Jacobson, as designee of the Executive Director, pursuant to the Dakota County Community Development Agency bylaws, do hereby certify that I have compared the foregoing copy of a resolution with the original minutes of the proceedings of the Dakota County Community Development Agency March of Commissioners, at their regular session held on the 16th day of June 2020, now on file in the in the CDA Administration Department, and have found the same to be a true and correct copy thereof.
