PROFESSIONAL SERVICES AGREEMENT WITH
TUSHIE-MONTGOMERY ASSOCIATES – PHASES IV, V AND VI
KEOKUK LIQUOR STORE DESIGN
Proposed Action
Staff recommends adoption of the following motion: Move to approve a professional services
agreement with Tushie-Montgomery Associates for the development of the Keokuk Liquor Store
Phase IV, V and VI design and bid documents.
Overview
At their July 7th and August 24th work sessions, the City Council reviewed plans and estimated costs for
the construction of the Keokuk Liquor Store and directed staff to continue to work with Tushie-
Montgomery Associates to prepare final plans and bid documents for the construction of the store.
Attached is a proposal from Tushie-Montgomery Associates that includes Phases I–VII outlining all
services for designing and constructing the store. Phases I and II included developing the initial draft
store design options the City Council reviewed at their April work session. Phase III included refining
the single story/event space option and developing cost estimates which were reviewed at the May City
Council work session. Phases IV, V and VI will include final plans and specifications and the
preparation of all bid documents and bidding the project. Attached is a professional services agreement
for Phases IV, V and VI with Tushie-Montgomery Associates in the amount of $279,000 for City
Council consideration.
Primary Issues to Consider
What is the next step in the process after the City receives bids from interested construction
companies?
• The City, with the help of the Construction Manager and Tushie-Montgomery Associates, will
review the bids and determine which contractor has submitted the most qualifying bid at the best
price for the construction of the store. A final contract will then be prepared with that contractor
and brought to the City Council for consideration.
