CITY OF LAKEVILLE
PLANNING COMMISSION MEETING MINUTES
September 17, 2020
Vice Chair Witte called the meeting to order at 6:00 p.m. in the Council Chambers at City
Hall. The Pledge of Allegiance to the flag was given.
Members Present: Vice Chair Jeff Witte, Karl Drotning, Brooks Lillehei, Jenna
Majorowicz, Scott Einck, Christine Zimmer arrived at 6:04
Members Absent: Chair Pat Kaluza, Jason Swenson, Ex-officio member Thor Howe

3. Approval of the Meeting Minutes
The September 3, 2020 Planning Commission meeting minutes were approved as
presented.
4. Announcements
The following items were distributed to the Planning Commission at tonight’s meeting:
1. Amended stipulations for Agenda Item #8, The Pillars of Lakeville and Four Square
Preschool and Daycare.
2. Amended landscape plan and exterior materials plan for Agenda Item #8, Pillars
of Lakeville and Four Square Preschool and Daycare that satisfy Stipulations #2
and #4 of the September 10, 2020 planning report.
5. City of Lakeville
Vice Chair Witte asked City Engineer Zach Johnson to present the 2021-2025 Capital
Improvement Plan (CIP).
City Engineer Zach Johnson reviewed the objectives of the CIP and indicated that the
CIP’s components include future transportation, utilities, environmental resources,
parks and recreation, facilities, equipment and technology for the years 2021-2025.
The project descriptions, locations, revenues and expenditures are included in the
CIP.
Mr. Johnson reviewed the CIP map and explained the reconstruction projects and the
specific year that project will be completed. He highlighted several road construction
projects that will be completed in the next five years.
Mr. Johnson stated that the CIP was a city-wide initiative and he thanked various
departments for their contributions and efforts.

Mr. Johnson stated that the 2021-2025 CIP public hearing will be held at the October
5th City Council meeting.
Mr. Johnson stated that staff has reviewed the 2021-2025 CIP and finds it to be
consistent with the 2040 Comprehensive Plan and therefore recommends approval
as presented.
Vice Chair Witte thanked Mr. Johnson for his presentation and asked for comments
from the Planning Commission. Discussion points included:
• Commissioner Drotning commented that the work that goes into preparing the
CIP results in significant savings to taxpayers.
Motion was made by Drotning, seconded by Lillehei to recommend to City Council
adoption of the 2021-2025 Capital Improvement Plan as presented, finding that it is
consistent with the City’s 2040 Comprehensive Plan.

6. Kampmeyer Addition
Vice Chair Witte opened the public hearing to consider the application of Michael
Kampmeyer for the following, located east of Kenwood Trail (CSAH 50) and north of
188th Street: A. Preliminary plat of one single family residential lot to be known as
Kampmeyer Addition; and B. Vacation of a public drainage and utility easement.
Michael Kampmeyer presented a brief overview of his project. Mr. Kampmeyer stated
that he is seeking approval for one single family residential lot on 1.4 acres that was
left after he sold the southern piece of the property to D.R. Horton for the Stone Ridge
single family development several years ago.
Associate Planner Frank Dempsey presented the planning report. Mr. Dempsey
stated that Michael Kampmeyer has applied for a preliminary plat of one lot to be
known as Kampmeyer Addition and vacation of a drainage and utility easement.
He stated the Kampmeyer Addition preliminary plat meets the lot area and lot width
requirements of the RS-2 District. The proposed house pad will comply with building
setback requirements.
Mr. Dempsey indicated that the preliminary plat plans must be revised prior to City
Council consideration to remove Outlot A and incorporate that property into the future
street right-of-way to be dedicated with the final plat.
Both Kenwood Trail (CSAH 50) and 188th Street right of way was dedicated with
approval of the Stone Ridge First Addition final plat in 2013.

The developer proposes to install 22 conifer trees abutting Kenwood Trail and 188th
Street. Minimum eight-foot tall evergreen trees will be required along with a
landscaping security with the final plat.
The ghost plat that the developer submitted shows the potential layout of the five-acre
property to the east. The plan shows a possible future extension of the cul-de-sac
street to provide access to seven additional single family lots.
The drainage and utility easements platted with the Stone Ridge First Addition plat will
be vacated to maintain clear property title and new easements will be established with
the Kampmeyer Addition final plat.
Planning Department staff recommends approval of the Kampmeyer Addition
preliminary plat and easement vacation, subject to the four stipulations listed in the
September 11, 2020 planning report.
Vice Chair Witte opened the hearing to the public for comment.
There were no comments from the audience.
Motion was made by Zimmer seconded by Lillehei to close the public hearing at
6:21 p.m.
Voice vote was taken on the motion. Ayes - unanimous
Vice Chair Witte asked for comments from the Planning Commission. Discussion
points included:
• Commissioner Zimmer confirmed that the proposed lots on the ghost plat
comply with the RS-2 District requirements.
Motion was made by Majorowicz, seconded by Einck to recommend to City
Council approval of the Kampmeyer Addition preliminary plat of one lot and vacation
of a public drainage and utility easement, located east of Kenwood Trail (CSAH 50)
and north of 188th Street, subject to the following stipulations:
1. Implementation of the recommendations listed in the September 9, 2020
engineering report.
2. The preliminary plat plans shall be revised prior to City Council consideration
to remove Outlot A and incorporate that portion of property into the future
street right-of-way to be dedicated with the final plat.
3. The utility pole and overhead power line shall be removed from the future
street right-of-way.
4. A landscaping security will be required with the final plat for the buffer yard
trees.

7. The Moments of Lakeville
Vice Chair Witte opened the public hearing to consider the application of Elizabeth
Wright, Waite Holdings, LLC and TMSC of Lakeville, LLC for an amendment to
Conditional Use Permit #20-01 to allow a modification to the previously approved
detached accessory building plans, located at 16258 Kenyon Avenue.
Jeff Schuler from WH Design Group presented a brief overview of the proposed
amendment. Mr. Schuler explained that they found it necessary to expand the space
of the previously approved club house, due in part to the COVID-19 pandemic, to allow
more room for family to visit and for storage on the upper level and in the basement.
Associate Planner Frank Dempsey presented the planning report. Mr. Dempsey
stated that The Moments of Lakeville are proposing an amendment to CUP 20-01
because the proposed modification to the not yet built accessory building will be an
intensification of the approved plans. The proposal will increase the height of the
accessory building and will include an upper level and a basement.
Mr. Dempsey reviewed the numerous approvals for various phases of construction for
The Moments of Lakeville since the preliminary and final plat were approved in 2015.
The proposed accessory building height will increase from 15 feet at the gable mid-
point to 22 feet at the gable mid-point and 33 feet at the peak. They are proposing to
include an outdoor kitchen and dining area, restrooms, upper and basement level
storage areas and a mechanical room with a small storage area.
Planning Department staff recommends approval of The Moments of Lakeville
conditional use permit amendment, subject to the two stipulations listed in the
September 11, 2020 planning report, and adoption of the Findings of Fact dated
September 17, 2020.
Vice Chair Witte opened the hearing to the public for comment.
There were no comments from the audience.
Commissioner Lillehei recused himself from this discussion and vote due to a potential
conflict of interest.
Motion was made by Einck seconded by Zimmer to close the public hearing at 6:30
p.m.
Voice vote was taken on the motion. Ayes - unanimous
Vice Chair Witte asked for comments from the Planning Commission. Discussion
points included:
• Commissioner Zimmer indicated that after driving by the site, it was hard to
grasp the height and exact location of the proposed club house. Mr. Schuler
explained that it will be built on the east side of the original building where all

the excess dirt is currently piled. He stated that it will be built at the same level
as the existing building.
• Commissioner Drotning asked why the sudden need for the revised club house
plans. Ms. Elizabeth Wright, one of the owners of The Moments, stated that
they just don’t know how long the regulations associated with the COVID-19
pandemic will last, so one of their ideas was to allow for extra space inside the
building for small gatherings and also to add more storage space upstairs.
Motion was made by Einck, seconded by Majorowicz to recommend to City
Council approval of The Moments of Lakeville amendment to Conditional Use Permit
#20-01 to allow a modification to the previously approved detached accessory building
plans, located at 16258 Kenyon Avenue, and adoption of the Findings of Fact dated
September 17, 2020, subject to the following stipulations:
1. The accessory building shall be developed in accordance with the conditional
use permit plans approved by the City Council.
2. Conditional Use Permit #20-01 shall remain in full force and effect.

8. Pillars of Lakeville and Four Square Preschool and Daycare
Vice Chair Witte opened the public hearing to consider the applications of The Pillars
of Lakeville and Four Square Preschool and Daycare for the following, located west
of Glacier Way and south of 175th Street: A. Planned Unit Development amendment
for Crossroads 1st Addition to allow the construction of the Pillars of Lakeville, a senior
housing facility; and B. Conditional use permit amendment for Four Square Preschool
and Daycare.
Shannon Rusk, Senior V.P. of Development for Oppidan, presented an overview of
the project. Ms. Rusk explained that in discussing the Pillars of Lakeville with
Crossroads Church representatives, it was determined that it made more sense to
have The Pillars located adjacent to the church and Four Square located at the end
of the series of buildings. She indicated that The Pillars of Lakeville will be constructed
on CIC Lot 3 and the daycare will now be constructed on CIC Lot 4, rather than Lot 3
as previously approved. Four Square and The Pillars will be constructed by Oppidan
but Crossroads Church will own both of the buildings. Ms. Rusk stated that they
believe this site layout that connects all of the buildings and allows interactions is a
very good idea.
Associate Planner Kris Jenson presented the planning report. Ms. Jenson stated that
Oppidan has submitted a Planned Unit Development amendment application for a
100-unit senior housing facility called The Pillars of Lakeville and a conditional use
permit amendment for Four Square Preschool and Daycare, both of which are
proposed to be located on the Crossroads Church site.

The Pillars of Lakeville proposes a four-story, 100-unit senior living facility which will
include 86 units for a mix of independent living and assisted living, and 14 memory
care units. The units range in size from studio units to two bedroom units. They are
proposing underground parking and an enclosed walkway connection to Crossroads
Church.
An amendment to the Crossroads 1st Addition PUD is required as the base zoning for
this parcel is RM-1, Medium Density Residential District, which does not permit
multiple-family dwelling structures.
Ms. Jenson explained that because of the COVID-19 regulations, a virtual
neighborhood meeting was held. Notices were sent to the surrounding neighbors
which provided them the link to the website so they could view the plans. There were
only a couple inquiries as a result of this developer outreach.
Four Square Preschool and Daycare proposes to amend their CUP for the new
location and building. The new facility will have capacity for 242 students and will be
connected to The Pillars of Lakeville building.
Ms. Jenson reviewed the CUP performance standards to evaluate the proposed
development as a whole because the Zoning Ordinance does not have performance
standards for PUDs by design, due to their flexibility. The performance standards are
listed in more detail in the September 10, 2020 planning report. They include access
to the site, off-street parking, loading and drive-up areas, screening and landscaping,
exterior lighting and noise, architectural appearance, trash enclosures, signage, and
hours of the preschool and daycare facility.
Ms. Jenson stated that Stipulations #2 and #4 regarding the landscaping plan and the
exterior materials of the daycare facility will be removed due to the fact that revised
plans have been received. A new Stipulation #4 will be added as follows:
4. Prior to the issuance of a building permit for either the Pillars of Lakeville or Four
Square Preschool and Daycare, the applicant must demonstrate that the entire
Crossroads Community Association CIC Plat is subject to a shared parking
declaration.
Planning Department staff recommends approval of the Pillars of Lakeville Planned
Unit Development amendment and the Four Square Preschool and Daycare
conditional use permit amendment, subject to the stipulations listed in the September
10, 2020 planning report, as amended, and adoption of the Findings of Fact dated
September 17, 2020.
Vice Chair Witte opened the hearing to the public for comment.

Vice Chair Witte asked for comments from the Planning Commission. Discussion
points included:
• Commissioner Zimmer confirmed that the updated layout of the plans (the
senior building on Lot 3 and the daycare on Lot 4) was distributed at the virtual
neighborhood meeting. Ms. Jenson stated that the updated layout was also on
the City’s website.
• Commissioner Lillehei thanked the developer for bringing such a wonderful
project forward. He indicated that it is good to have a PUD option for projects
like this. He likes the idea of seniors next to daycares and preschools.
Commissioner Lillehei stated that the developer has amended this from “a
place to sleep to a place to live.”
• The Planning Commission thought this will be a major community asset and
likes the combination of the senior building and the daycare as well as the
location of each.
Motion was made by Lillehei, seconded by Einck to recommend to City Council
approval of the Planned Unit Development amendment for Crossroads 1st Addition to
allow the construction of The Pillars of Lakeville and conditional use permit
amendment for Four Square Preschool and Daycare, located west of Glacier Way and
south of 175th Street, and adoption of the Findings of Fact dated September 17, 2020
subject to the following stipulations:
1. The site and building shall be developed in accordance with the plans
approved by the City Council.
2. Landscaping shall be installed consistent with the approved landscape plan.
An escrow amount, based on the revised landscape plan, shall be submitted
with the SIPA to guarantee installation of the approved landscaping.
3. A sign permit is required prior to the installation of any signs.
4. Prior to the issuance of a building permit for either the Pillars of Lakeville or
Four Square Preschool and Daycare, the applicant must demonstrate that the
entire Crossroads Community Association CIC Plat is subject to a shared
parking declaration.
