HomeMy WebLinkAboutItem 08 Christina Huddleston CUP amend.City of Lakeville Planning Department Memorandum To: Planning Commission From: Kris Jenson, Associate Planner Date: September 23, 2020 Subject: Packet Material for the October 1, 2020 Planning Commission Meeting Agenda Item: Christina Huddleston Elementary School Conditional Use Permit Amendment Application Action Deadline: October 25, 2020 INTRODUCTION Representatives of ISD 194 are requesting a conditional use permit amendment to allow an expansion to Christina Huddleston Elementary School for the construction of classroom additions on the west side of the existing building located at 9569 175th Street. The proposed building addition will be 9,365 square feet in area for a total building area of 79,485 square feet. The subject property is zoned RS-2, Single Family Residential District. Section 11-51-7D of the Zoning Ordinance allows public elementary schools in the RS-2 District by conditional use permit. EXHIBITS A. Aerial Photo Map B. Zoning Map C. Existing Conditions plan D. Color Elevations 2 PLANNING ANALYSIS The proposed building addition project will include the construction of four classrooms, two group rooms and shared learning commons, along with additional lockers and restrooms. The existing site conditions include a parking lot, playground space, and various play fields. Surrounding Land Uses and Zoning North –Single family homes (RS-3) South – 175th Street and Dakota Heights Park (P/OS) West – Single family homes (RS-3) East – Ipava Avenue and single family homes (RS-3) The proposed expansion was reviewed for conformance with Zoning Ordinance performance standards as follows: Building Setbacks. The existing building exceeds all setback requirements of the RS-2 District: Front – 30 feet Side – 15 feet on interior side yard, 30 feet on the side yard abutting a public ROW Rear – 30 feet Building Height. The building addition will be 14 feet, six inches in height, within the maximum allowed building height of 35 feet. Mechanical equipment screening on the roof extends an additional six feet, and is less than 25% of the area of the roof. Mechanical Equipment Screening. There is roof mounted mechanical equipment proposed with the building addition and is screened with metal panels, in compliance with Zoning Ordinance requirements. A mechanical area is being constructed adjacent to the school on the southeast side of the building. This area has CMU base with metal screen walls and a gate on the east side of the enclosure. The color of the CMU block must match the color of the brick used for the school building. Access and Circulation. The site currently has two accesses on 175th Street and one access to Ipava Avenue. As part of this building addition, the eastern access from 175th Street will be closed. This access is close to the intersection of 175th Street and Ipava Avenue and vehicles waiting to turn left into the east 175th Street access are doing so within the left turn lane to northbound Ipava Avenue, which can cause traffic congestions with vehicles entering the turn lane to go north on Ipava Avenue. The west 175th Street access is currently for exiting only, and will be revised to have one lane for entering and two lanes for exiting. The south parking lot will be configured such that vehicles entering the site will turn right and move through the parking lot to loop around to the lane in front of the school, allowing passengers to enter or exit the vehicle adjacent to the sidewalk in front of the school. Vehicles will then continue around to the 175th Street exit. There will still be two access locations to allow for vehicle access to and from the site. The south parking lot reconfiguration will also add parking lot islands to provide 3 more separation between vehicles parking on site and those picking up or dropping off. The east parking lot provides bus access for the site and the parking spaces will change from 90 degree parking to angled parking to create one-way drive aisles. Parking. School parking requirements are based on student enrollment capacity. Elementary schools require one space per seven students based on student enrollment capacity. Based on the 790 student enrollment capacity for Christina Huddleston Elementary School provided by the school district, 113 parking spaces are required. There will be 128 parking spaces on site, exceeding the minimum parking requirement by 15 spaces. Trails and Sidewalks. The sidewalk along the west side of the building will be removed in the area of the building addition and a new sidewalk will be constructed around the addition. Otherwise, internal site sidewalks will remain unchanged. Landscaping. New trees will be planted in most of the landscape islands of the parking areas and a row of plantings will be added to the south side of the south parking lot and the east side of the east parking lot to minimize headlights shining onto the public right of way. Building Elevations and Exterior Building Materials. The proposed building addition will be sided with brick to match the existing building and satisfies the material requirements of the Zoning Ordinance. The proposed building materials meet the requirements for an institutional use in the RS-2 District. Trash Enclosure. A new trash enclosure is proposed to be constructed along the Ipava Avenue entrance. The enclosure is proposed to be constructed of CMU block, which must be in a color which is consistent with the brick of the school building. The enclosure includes three maintenance-free gates. Signs. There is no new signage proposed with the addition. Lighting. A photometric plan was submitted to show the lighting levels of new parking lot lights, which are proposed at a height of 30 feet. The photometric plan demonstrates that the proposed lighting level and light pole heights meet Zoning Ordinance requirements. Accessory Building. There is an existing shed on the east side of the building that will be relocated off of the property. Engineering Review. The Engineering Division has reviewed the plans. The Applicant must address all comments relating to the proposed stormwater management for the site improvements prior to issuance of a building permit. The Applicant shall submit a narrative detailing the proposed traffic patterns for the site due to the access removal on 175th Street and site circulation changes and any improvements (signing, striping) to 175th Street will be reviewed and identified with the building permit application. Additionally, the final grading and utility plans must be approved by the City Engineer prior to the issuance of a building permit. 4 RECOMMEND ATION Planning Department staff recommends approval of the Christina Huddleston Elementary School conditional use permit amendment, subject to the following stipulations: 1. The site improvements and building addition shall be developed in accordance with the plans approved by the City Council. 2. The proposed building addition shall be sided with brick to match the existing building. All building materials shall meet the requirements for an institutional use in the RS-2 District. 3. The CMU block used for the trash enclosure and mechanical yard must be a color that is consistent with the brick color of the school building. 4. The Applicant must address all comments relating to the proposed stormwater management for the site improvements prior to issuance of a building permit. The final grading and utility plans must be approved by the City Engineer prior to the issuance of a building permit. 5. The Applicant must submit to the City Engineer a narrative detailing the proposed traffic patterns and circulation changes for the site and any improvements to 175th Street (signing, striping, etc.) must be reviewed and identified prior to the issuance of a building permit. The Planning Commission conducted a public hearing on the proposed conditional use permit preceded by published and mailed notice. The applicant was present and the Planning Commission heard testimony from all interested persons wishing to speak. FINDINGS OF FACT 1. The property is located in Planning District No. 2 of the 2040 Comprehensive Plan which guides the property for Public and Quasi-Public uses. 2. The property is currently zoned RS-2, Single Family Residential District. 3. The legal description of the property is: The Southerly 800 feet of the Easterly 1089 feet of the South One-Half (S½) of the Northeast Quarter (NE ¼) of Section Seven (7), Township One Hundred Fourteen (114), Range Twenty (20), Dakota County, Minnesota. 4. Section 11-4-3E of the City of Lakeville Zoning Ordinance provides that a conditional use permit may not be issued unless certain criteria are satisfied. The criteria and our findings regarding them are: a. The proposed action has been considered in relation to the specific policies and provisions of and has been found to be consistent with the official City Comprehensive Plan. Finding: The proposed expansion of the elementary school is consistent with the policies and provisions of Planning District 2 of the Comprehensive Land Use Plan. b. The proposed use is or will be compatible with present and future land uses of the area. 2 Finding: The proposed expansion of the elementary school is compatible with existing land uses in the area. c. The proposed use conforms with all performance standards contained in the Zoning Ordinance. Finding: The elementary school is an existing use on the property. The proposed expansion will conform to all performance standards set forth in the Zoning Ordinance given compliance with the approved conditional use permit. d. The proposed use can be accommodated with existing public services and will not overburden the City’s service capacity. Finding: The proposed expansion to the elementary school can be adequately served with existing public services. e. Traffic generation by the proposed use is within capabilities of streets serving the property. Finding: The existing streets (Ipava Avenue and 175th Street) that serve the property can accommodate the proposed expansion. 5. The planning report dated September 23, 2020 and prepared by Kris Jenson, Associate Planner, is incorporated herein. RECOMMENDATION The Planning Commission recommends that the City Council approve the conditional use permit amendment conditioned upon compliance with the planning report prepared by Associate Planner Kris Jenson dated September 23, 2020.
