HomeMy WebLinkAboutItem 06.b CITY OF LAKEVILLE CITY COUNCIL MEETING MINUTES September 21, 2020 Mayor Anderson called the meeting to order at 6:30 p.m. in the Council Chambers at City Hall. After a moment of silence, the Pledge of Allegiance to the flag was given. Members Present: Mayor Anderson, Council Members Volk, Wheeler, Hellier, Lee Staff Present: Justin Miller, City Administrator; Andrea McDowell Poehler, City Attorney; Jeff Long, Police Chief; Paul Oehme, Public Works Director; David Olson, Community & Economic Development Director; Jerilyn Erickson, Finance Director; Charlene Friedges, City Clerk 3. Citizen Comments: Alex Kimm,19295 Hillcrest Avenue, expressed frustration regarding the recent increase in the City’s water rates. He asked the City Council to consider billing monthly instead of quarterly and asked for a system whereby residents could periodically look up their water usage. Mr. Miller stated the City of Lakeville conducted a utility rate study in 2017. The results of that study and additional information explaining the utility rate tier system is available on the City’s website. He encouraged anyone who is experiencing higher than normal water usage to contact the utility billing department. Pat Owens, 16023 Excelsior Drive, asked the City Council to consider lowering the speed limit on Excelsior Drive and Dodd Lane to 20 mph. 4. Additional Agenda Information: None 5. Presentations/Introductions: The City Council approved a proclamation declaring October 1-7 Manufacturers Week in the City of Lakeville. A manufacturers appreciation breakfast and panel discussion will be held on Friday, October 9th at the Holiday Inn. 6. Consent Agenda Motion was made by Lee, seconded by Wheeler, to approve the following: a. Check register review b. Minutes of the September 8, 2020 City Council meeting c. Resolution No. 20-104 amending and restating Resolution No. 20-84 related to 2020 CARES Act Grant for Federal election funding City Council Meeting Minutes, September 21, 2020 Page 2 d. Resolution No. 20-105 approving the Third Amended and Restated Joint Powers Agreement establishing the I-35W Solutions Alliance e. Site Improvement Performance Agreement and Stormwater Maintenance Agreement with JD Woodcraft f. Resolution No. 20-106 approving Spirit of Brandtjen Farm 23rd Addition final plat and Resolution No. 20-107 designating no parking areas g. (Removed from consent agenda) h. Resolution No. 20-108 approving health insurance rates for 2021 i. Accept proposal from Galls, LLC for Police Department safety equipment Roll call was taken on the motion. Ayes – Volk, Wheeler, Anderson, Hellier, Lee Item 6g Council Member Volk requested postponing adoption of this ordinance until after the council members have had a chance to review and discuss it at an upcoming work session. Motion was made by Lee, seconded by Volk, to move this item to the September 28, 2020 City Council work session. Roll call was taken on the motion. Ayes – Wheeler, Anderson, Hellier, Lee, Volk 7. Assessment Hearing - Street Reconstruction, Project 20-02 Public Works Director Paul Oehme provided a brief overview of the 2020 street reconstruction project. Monica Heil of WSB presented the feasibility report cost estimates, bid results, funding sources and proposed assessments. She provided a detailed overview of the assessment terms and the city’s assessment policy. Mr. Miller recommended the City Council take public comments at this time and then continue the public hearing to the next regular City Council meeting due to an administrative error in the public hearing notice. The following property owners voiced their opposition to the proposed assessments and/or asked questions about the project and the City’s assessment policy: Michael Tzenis, 11285 172nd Street W. Gary and Donna Green,17060 Judicial Road Lorenz Harms, 12008 168th Street W. Alden Miles, 12226 168th Street W. Tom Vogen, 17557 Kodiak Court City Council Meeting Minutes, September 21, 2020 Page 3 Ms. Heil and City staff responded to the questions and provided additional detailed information about the project and assessments. Motion was made by Volk, seconded by Wheeler, to continue the public hearing to the October 5, 2020 City Council meeting. Roll call was taken on the motion. Ayes -- Anderson, Hellier, Lee, Volk, Wheeler 8. Assessment Hearing – 170th Street, Project 20-04 Public Works Director Paul Oehme provided a brief overview of the street improvements to170th Street W. from Flagstaff Avenue to Pilot Knob Road. Mr. Miller recommended the City Council take public comments at this time and then continue the public hearing to the next regular City Council meeting due to an administrative error in the public hearing notice. There were no public comments. Motion by Hellier, seconded by Wheeler, to continue the public hearing to the October 5, 2020 City Council meeting. Roll call was taken on the motion. Ayes – Hellier, Lee, Volk, Wheeler, Anderson 9. COVID-19 City Operation Update The City Administrator provided a COVID-19 city operation update. 10. Unfinished business: None 11. New business: None 12. Announcements: Next regular Council meeting, October 5, 2020 Council work session, September 28, 2020 Motion was made by Volk, seconded by Lee, to adjourn. Roll call was taken on the motion.
