PLAN NOTES:
The preliminary master plan is a combination of elements based on the feedback provided by residents, the overall park and recreation
needs of the City of Lakeville, and elements suitable for a neighborhood park of this size. While not all desires and comments could be
accommodated due to various factors, the preliminary master plan represents an approach that accommodates both active and passive
recreational opportunities for a broad range of abilities and demographics.
Keep in mind that plans always appear to be very large but in reality, the actual space on site will feel smaller. As a spatial tool, visualize the
size of a single tennis court (60’ x 120’) when reviewing distances and dimensions identified on the plan.
NATIVE POLLINATOR AREA
MEDIUM TO LARGE NEIGHBORHOOD PARK:
- Approx. 8 acres
- Mixture of active and passive recreational amenities
- Strategically located to be within 1/2 mile of located service area
(but used by greater public)
VEGETATION:
- Native vegetation around perimeter and in select internal locations
- Primarily maintained turf within main park loop
- Pollinator species around stormwater treatment area
- Strategic location of trees for shade and/or screening
TRAIL:
- 8’ wide asphalt trails
- Provides access to amenities and connections to neighborhoods
- External perimeter loop (1/3 mile)
- Smaller internal loop (< 1/5 mile, good for kids or those with limited
abilities)
- Trail stations (exercise equipment, independent play, seating, etc.)
PARKING:
- 35 standard stalls
- 2 HC stalls
- Dead-end turnaround
- Accommodates daily uses and small events to reduce on-street
parking in neighborhoods
LAWN SPACES:
- Adds flexibility to the park (multi-uses)
- Accounts for future changes and recreational trends
- Small open lawn adjacent to playground area (approx. size of half
basketball court)
- Multi-use open lawn on West end (approx. 180’ x 240’ which is
half the size of a regulation soccer field); suitable for informal and
youth programmed activities (9/10 U)
COURTS:
- Pickleball (2) placed more internally to the park near shelter with
vegetation buffers nearest residential lots
- Basketball half court along trail which can include 4-square and
Hopscotch overlays
PLAYGROUND:
- Pod for preschool and swings
- Pod for elementary
- Incorporation of unique play element
- Seating plaza with shaded picnic tables
- Adjacent bike rack
PICNIC SHELTER:
- Standard open air shelter (no roof deck or retaining walls)
- Centrally located with views of open lawn, courts and playground
- 4-6 picnic table capacity
- Plaza space with grills and bike rack
- Additional lawn space for other small lawn events
OTHER:
- Comments were received for a pool or splash pad but were not
included due to the fact these facilities are better suited at a community
park.
- Comments were received for a hockey or pleasure skating rink but
were not included due to the fact that there are two hockey rinks located
on one site approximately one mile away near McGuire Junior High
School. Secondly, the City of Lakeville reopened two rink sites (Quail
Meadows and Rolling Oaks) a few years back that were closed for
approximately 8 – 10 years and found that the number of users was
modest when they were reopened. Additionally, there are significant
infrastructure costs with constructing a hockey/pleasure rink site along
with maintenance and staffing costs considering the skating season lasts
no longer than two months.

Volleyball court would be awesome!0 1
Every concept has a set of bean bag toss courts. Bad idea. The bean bags will disappear the
first week. When a family wants something like this they can bring a set from home if they
want one at the park for their use. Also popular are ladder toss, etc. Again, if you want you
can bring from home and use any open space.

I liked the other designs where the bean bag area was more incorporated rather than off to

I like concept 1. However instead of a large field space (many other parks already have
this) I would like to see a pool added. Lakeville doesn't have a pool. It would help support
the employment of all of our high school kids & provide endless summer fun for all ages!
3 3
How about a POOL!? so many kids (and adults) would love it!8 5
Lakeville needs there own outdoor pool!! Also a playground with a pavilion & seating.0 3
How about a splash pad or zero depth water area?6 2
Please no pool in this park 0 0
I think a splash pad would be a great addition and in character with this small residential
park. I would vote for a splash pad in whatever concept is chosen. If a splash pad is added
however there would be a greater influx of families coming from farther away, Therefore
the expanded parking in this design would be needed.
1 0
I vote for NO splashpad or hockey rink as recommended by others. While both are fun
ideas, the splash pad will make it SUCH a busy park, and the hockey rink will take up too
much space for only being used a few months.
2 0
Takes up too much room (Pickleball). Area has so many young families more playground
space is preferable.3 1
Would love to see a handicap accessible playground.2 0

Schaper Park in Golden Valley is really cool, it's a Ninja/Obstacle Course park with a covered
playground next to it for smaller kids. With this big of space, we could have something
different that would draw people. Especially being off Cedar Ave. Still keep walking paths,
field(s), courts, etc.
3 0
Very much like the idea of a shelter near the playground areas. An even larger one that this
would be nice. Suggest a large shelter with great sightlines to playground be in whatever
concept is chosen.
0 0
Is a large multi use field the best use of space in this relatively small community park? I am
in agreement with many others who suggest a larger shelter and grills. Also larger
playground areas for kids and grandkids. Maybe playground areas on one end for kids.
Shelters, tables, and grills on the others for picnics.
0 0
Put the playgrounds together without a path inbetween. Those with multiple kids of
different ages will need to watch both at the same time and these seem far apart.

Liking concept 1 & 3 for shelter. Rooftop would be unique! Like the separation between

LAKEVILLE - CEDAR CROSSING: ALL COMMENTS
Should not be set up for bike riders. The priority for this park should be walking and for
kids.0 0
The sidewalk loop is actually great for little kids to ride bike around. Safer than streets. Not
great if you don't want little kids to ride around. The sidewalk in the middle gives them an
extra route to take. I don't have little ones, but it is nice for new riders.
0 0
Looks like there are two "sidewalk" entries off of greenwood. Should also be one off off
Gunnison/207th street for those living north of the park 0 0
No don't like this (Trails on South side?)0 0
Path through the center of the park detracts from the flow.1 1
don't like the trail cutting through the park.1 1
More walking trails on the north side of the park that enter into the park from the north 2 0
This plan has the best/simplest trail design. Mostly around the perimeter.0 0
If you plan on bike riding trails in the park for the bikers . Could you please have both
walking trails and bike trails next to each other like they have at Cobblestone Park in Apple
Valley.
Safer for walkers when there are bikers . I walk Cobblestone often and the bikers stay in the
bike lanes and the walkers stay in the walking lanes around the park . Safer for little kids
walking with their parents around the park too . Safer for all walkers .

Add more trees / naturalized areas for true park-like experience.1 0
This should not be a park for large competitive team games. It defeats the purpose of a
community park.1 1
Maybe a fence so all the houses in front of the park have privacy so other people don’t
trespass. And more trees 🌲0 0
More trees! The wind is insane over here along Greenwood. We need future wind blockage
for the park to be enjoyable. Also it makes it look way more natural!
3 0
This idea of a pollinator garden is only found in this concept. One or even two such gardens
should be in the final design, no matter which concept is chosen.0 0

ADD: Pollinator area (similar to other concept) 2 0
Many of the local parks have smaller lots that are never at capacity - smaller lot means
more green space.1 0
Smaller Parking lot 30 cars or less in the parking lot .
Parking lot to large for actual usage 0 0
Love idea of option 1. Very creative should be fun for all age groups. My only adds would be
making less parking to maximize the space, area for grilling, and possibly a small splash pad.
1 1
Plenty of parking for small neighborhood park 1 0
I agree 52 spaces is to much 3 0
I know some have commented that there is too much space being used for parking but I
have lived by a busy park before and you definitely do NOT want people parking at the end
of your driveway all spring/summer on the road. Adequate parking spaces are a necessity!
1 0
I like this smaller parking lot much better than the big one . 30 parking stalls or less , has my
vote !0 0
I agree we do not need that hugh parking lot.2 0
Personally feel like 52 stall parking lot is too much. Maybe 30? Just hate to see so much
space wasted on parking.8 0
Option 1 will be best for this community. A lot of young families.
The parking lot seems excessive for a park of this size, perhaps reduce that surface area and
use for something else? Even a green area or pollinator garden would be a better use.
4 0
10 parking spaces is more than enough 0 0
Too many parking stalls, 10 is enough. This is a community park and not for those kind of
team competitive game. There are already other parks for those kind of events.
0 1
We don’t need parking it’s wasted space! If we live in the community we could
walk. Probably you can use that part for tennis 🎾 courts.0 0
If the fields will be used for city sports games, then this parking is needed to avoid parking
along neighborhood streets. Maybe we could decrease the amount of parking if it’s not
100% needed. Definite eye sore.
0 0
Use this smaller parking lot regardless of what design is chosen.2 0
Like the idea of a smaller parking lot. This should be more than sufficient for a small park
intended to serve the area residents, not a large park for community athletic leagues.
0 0
This is a community park so keep the parking small. The people that use this park can walk
there. We should not try to have kids bused in for games in this park
1 0
Smaller parking area/ 52 cars seems excessive 1 0
Pickleball is a fun sport that is fun for everyone.2 1
I like concept 3. It adds a little variety and would be fun to have a pickle ball court. There
isn't many of those. Ice rink would be nice for free skating, not for hockey association.
7 1
Like option 3 the most, however Pickle Ball court seems excessive reduce in size and add
play space for small children.0 0
Pickleball courts are great idea. Fastest growing court sport in USA. Teaching even in
middle schools now.1 0

yes to exercise equipment. great for both adults and older kids (middle/high school) to use.2 1

I like the idea of a half court basketball court. I highly DISLIKE the bankshot.0 0

Adding workout spots are a good idea for increasing activity along the walking path.1 0
Not sure this would be widely used. Especially for the size it is taking up. (Pickleball)3 1
It would be great to have pickleball courts incorporated into the park. Lakeville is lacking in
courts, and it is a very popular sport for all ages.0 0
An ice rink would be fantastic! Great way for families to come together and stay active

pickle ball looks fun. there isn't many of these.1 1

Hockey rink/soccer field would be great. Perhaps a small baseball field? Do no like the idea
of big tennis courts with fencing allOver.3 0
This is great for kids who just want to shoot hoops. (Bank Shot)3 0
I like the basketball hoop area. Will there be 2 basketball hoops?0 0
Pickle ball courts are a great idea. This is not all about kids but the entire community. I
would go with 2 vs 4 courts to start with.1 0
This seems great for the older kids. Would suggest this option be included in whatever
design is selected. (1/2 Basketball & Bank Shot court)0 0
Include a pickle ball court regardless of which design is chosen.0 0
Put a hockey rink with a warming house or don't do anything at all. It seems like you are
clearly ignoring what people are asking for.2 0
PLEASE PLEASE put in courts, if not pickleball, then Tennis courts, there are none close by.
Maybe 2 tennis courts and 2 pickleball courts? Any courts would be amazing!!

Concept 1 has my vote!1 0
We like concept 1 the most but agree with other comments that the retaining wall may
invite mischief from unsupervised kids. I didn't see anything about lighting? Will there be
any? Will bikes be allowed on the trail or is intended to be walking trail only?
1 0
Seems like a great spot for TopGolf 1 1
As a strategy, we should consider that this park is not an event park. But a park for
families, children and people wanting to walk and workout on the paths.1 0
I like concept 1 with the shelter from concept 2. I would reduce the parking lot to 10-15
spots and get rid of the bean bag court. Would the city supple the bean bags? If so, I
foresee them being lost/stolen within the first week. The large field seems like a waste of
space that could be turned into several different activities (pool, frisbee golf, large
playground, etc). I do like the looping path but there should be a sidewalk to the north for
DR Horton.

As a strategy, we should consider that this park is not an event park. But a park for

Too many parking stalls, 10 is enough. This is a community park and not for those kind of team
competitive game. There are already other parks for those kind of events.0 1
I like the idea of a half court basketball court. I highly DISLIKE the bankshot.0 0
Please hockey rink no matter what concept. Lots of hockey players and ice scaters in the neighborhood.0 0
Love the flow. Would like to see outdoor work out equipment along the paths or someplace in the
park.0 0
This is great for kids who just want to shoot hoops. (Bank Shot)3 0
This seems great for the older kids. Would suggest this option be included in whatever design is
selected. (1/2 Basketball & Bank Shot court)0 0
As a strategy, we should consider that this park is not an event park. But a park for families, children
and people wanting to walk and workout on the paths.1 0
I like concept 1 with the shelter from concept 2. I would reduce the parking lot to 10-15 spots and get
rid of the bean bag court. Would the city supple the bean bags? If so, I foresee them being lost/stolen
within the first week. The large field seems like a waste of space that could be turned into several
different activities (pool, frisbee golf, large playground, etc). I do like the looping path but there should
be a sidewalk to the north for DR Horton.

I liked the other designs where the bean bag area was more incorporated rather than off to the
side.0 0
stupid idea (bean bags)0 1 Volleyball Bean Bags Pool / Water Play
I think a splash pad would be a great addition and in character with this small residential park. I
would vote for a splash pad in whatever concept is chosen. If a splash pad is added however
there would be a greater influx of families coming from farther away, Therefore the expanded
parking in this design would be needed.

Takes up too much room (Pickleball). Area has so many young families more playground space

Is a large multi use field the best use of space in this relatively small community park? I am in
agreement with many others who suggest a larger shelter and grills. Also larger playground
areas for kids and grandkids. Maybe playground areas on one end for kids. Shelters, tables, and
grills on the others for picnics.

Put the playgrounds together without a path inbetween. Those with multiple kids of different
ages will need to watch both at the same time and these seem far apart.1 0
Need outdoor cook position around the shelter 0 0
More walking trails that enter the park from north side of the park through that housing area.1 0
More walking trails that ENTER into the park in the area of the ( D. R. Horton Home Builders
area of homes ) on the north side of the park .1 0
More connections from the North side 2 0
Use Maximum 8' wide shared use trails, bike usage would predominantly be by children. Add
trail connection on north side.
Should not be set up for bike riders. The priority for this park should be walking and for kids.0 0
The sidewalk loop is actually great for little kids to ride bike around. Safer than streets. Not
great if you don't want little kids to ride around. The sidewalk in the middle gives them an
extra route to take. I don't have little ones, but it is nice for new riders.

No don't like this (Trails on South side?)0 0
Path through the center of the park detracts from the flow.1 1
don't like the trail cutting through the park.1 1
More walking trails on the north side of the park that enter into the park from the north 2 0
If you plan on bike riding trails in the park for the bikers . Could you please have both walking
trails and bike trails next to each other like they have at Cobblestone Park in Apple Valley.
Safer for walkers when there are bikers . I walk Cobblestone often and the bikers stay in the
bike lanes and the walkers stay in the walking lanes around the park . Safer for little kids
walking with their parents around the park too . Safer for all walkers .

Add more trees/ naturalized areas in unused areas 0 0
Center grass field could be reduced by half for more natural tree/ landscaped park area for kids
and dogs to explore.0 0
Reduce size by half or eliminate Add more trees for natural park like experience.0 0
Huge area with no dedicated use. Other options could make use of half of this space 0 0
This should not be a park for large competitive team games. It defeats the purpose of a
community park.1 1
Many of the local parks have smaller lots that are never at capacity - smaller lot means more
green space.1 0
Plenty of parking for small neighborhood park 1 0
I like this smaller parking lot much better than the big one . 30 parking stalls or less , has my
vote !0 0
10 parking spaces is more than enough 0 0
Use this smaller parking lot regardless of what design is chosen.2 0
Like the idea of a smaller parking lot. This should be more than sufficient for a small park
intended to serve the area residents, not a large park for community athletic leagues.0 0
This is a community park so keep the parking small. The people that use this park can walk
there. We should not try to have kids bused in for games in this park 1 0
Pickleball is a fun sport that is fun for everyone.2 1
I like concept 3. It adds a little variety and would be fun to have a pickle ball court. There isn't
many of those. Ice rink would be nice for free skating, not for hockey association.7 1
Like option 3 the most, however Pickle Ball court seems excessive reduce in size and add play
space for small children.0 0
Pickleball courts are great idea. Fastest growing court sport in USA. Teaching even in middle
schools now.1 0
Put workout stations along trail with outdoor use equipment.1 1
Not sure this would be widely used. Especially for the size it is taking up. (Pickleball)3 1
Too big (pickleball). would rather be 2 courts instead of 4. Put outdoor work out equipment in
the extra space.2 0
pickle ball looks fun. there isn't many of these.1 1
no courts 2 0
Pickleball court seems like a great idea!0 1
Pickle ball courts are a great idea. This is not all about kids but the entire community. I would
go with 2 vs 4 courts to start with.1 0
Include a pickle ball court regardless of which design is chosen.0 0
Put a hockey rink with a warming house or don't do anything at all. It seems like you are clearly
ignoring what people are asking for.2 0
PLEASE PLEASE put in courts, if not pickleball, then Tennis courts, there are none close by.
Maybe 2 tennis courts and 2 pickleball courts? Any courts would be amazing!!0 0
Ice skating rink in winter?1 0
Seems like a great spot for TopGolf 1 1
As a strategy, we should consider that this park is not an event park. But a park for families,
children and people wanting to walk and workout on the paths.3 0

LAKEVILLE - CEDAR CROSSING: CONCEPT 3 COMMENTS
Date: September 1, 2020
To: John Hennen, Parks & Recreation Director, City of Lakeville
From: Sol Mirelez, 20835 Goodhue Way, Lakeville, MN 55044
Subject: Cedar Crossing Park
My name is Sol Mirelez. I live at the address listed above in the Cedar Landing development.
More specifically, I live in the northeast corner of the development. The back of my house faces
the north, so I’ll see the Cedar Crossing park from my back windows or when I walk onto my
deck.
I’m writing for two reasons. The first is the letter you received from Mike Peterson who
provided park concept input on behalf of “our” neighborhood communities. The second is to
provide park input on behalf of one person, and one person only, myself.
I appreciate the City placing a public park that is for anyone and everyone in our neighborhood.
I like the City’s park decentralization strategy; variations on sizes and variations on amenities
from park-to-park given their intended use for the communities they’ll serve.
I recently learned about the letter Mike Peterson sent to the City regarding the park. It appears
he gathered input from a handful of people via our Cedar Landing Facebook page and
submitted it as “our” community’s input. I ask that you keep the input provided in proper
context. It by-passed the system the City put in place for gathering feedback on park concepts.
I didn’t see, and consequently missed the deadline for input. But I did read all of it, and
appreciate our community members who made the time to provide it. The one suggestion I
have is to reduce the space for parking and the multi-use field. Since it’s a neighborhood park,
those using it will likely walk versus drive to the park. Additionally, more people could use the
park by reducing the space give to these, and reallocating it to more of the already planned
amenities; small and medium sized shelters, more plaza shaded seating areas, more bank-shot
and half courts, more playground equipment, more trail loops and trees, etc.
I appreciate the opportunity to share this above. I felt it important to provide insight into the
Mike Peterson letter. I also wanted to share my input on the park. I recognize it’s being
submitted after the City’s deadline, and apologize for that. Again, regarding park input, I’m
providing it for one person and one person only, myself.
Feel free to contact me if there are any questions regarding the above. Thanks.
