HomeMy WebLinkAboutItem 06.k Date: October 19, 2020 Item No. DAKOTA COUNTY TRANSPORTATION, TRANSPORTATION SALES & USE TAX AND REGIONAL RAIL CAPITAL IMPROVEMENT PROGRAMS (DRAFT 2021-2025) Proposed Action Staff recommends adoption of the following motion: Move to approve a resolution in support of Dakota County’s draft 2021-2025 Transportation, Transportation Sales and Use Tax and Regional Rail Authority Capital Improvement Programs. Overview The City of Lakeville’s five-year (2021-2025) Capital Improvement Plan (CIP) was prepared in partnership with County staff to include County transportation projects that align with the City’s transportation needs and development objectives. The City Council adopted the 2021-2025 CIP on October 5, 2020. Dakota County’s draft 2021-2025 Transportation, Transportation Sales & Use Tax, and Regional Rail Authority Capital Improvement Program includes County projects that were incorporated into Lakeville’s 2021-2025 CIP. The coordinated effort demonstrates the City’s and County’s commitment and ongoing investment toward creating and maintaining an efficient, multi-modal transportation system within Lakeville. Primary Issues to Consider • Dakota County’s draft 2021-2025 Capital Improvement Program will be presented to the County Board at the budget meetings November 3rd-5th, 2020. B. 209th Street from Kenrick Avenue/I35 Frontage Road to 1/8th mile west of Kensington Boulevard is subject to development but anticipated in 2021. C. 185th Street/Future CSAH 60 from Dodd Boulevard/CSAH 9 to Highview Avenue, including a roundabout at the intersection of 185th Street/Future CSAH 60 and Highview Avenue, is subject to development and state/federal funding but anticipated in 2024. D. 160th Street/CSAH 46 and Diamond Path/CSAH 33 intersection modifications/U-turn are programmed for construction in 2022 to improve safety and operations. No City cost-share is requested. E. The I35 Mn PASS Feasibility Study is programmed for 2022 to evaluate the feasibility of Mn PASS lanes north of the I35/County Road 50 interchange. No City cost-share is requested. F. The Kenrick Avenue Park and Ride Expansion is subject to capacity needs but anticipated in 2025. No City cost-share is requested. CITY OF LAKEVILLE RESOLUTION NO. 20- RESOLUTION OF SUPPORT DAKOTA COUNTY TRANSPORTATION, TRANSPORTATION SALES & USE TAX AND REGIONAL RAIL AUTHORITY CAPITAL IMPROVEMENT PROGRAMS (2021-2025) WHEREAS, Dakota County asked cities and townships to request projects for inclusion in the Dakota County 2021-2025 Transportation Capital Improvement Program; and WHEREAS, projects located within the City of Lakeville, as listed in the Dakota County Transportation, Transportation Sales & Use Tax, and Regional Rail Authority Capital Improvement Programs are important to the City of Lakeville; and WHEREAS, Dakota County projects in the City of Lakeville’s adopted 2021-2025 Capital Improvement Plan are included in the draft Dakota County 2021-2025 Transportation, Transportation Sales & Use Tax, and Regional Rail Authority Capital Improvement Programs; and WHEREAS, the City of Lakeville agrees to continue to coordinate efforts with Dakota County in evaluating the timing, roadway and intersection improvements, and cost necessary for the potential jurisdictional transfers of Dodd Boulevard (CSAH 9) and 179th Street (Future CSAH 9) from Highview Avenue to Pilot Knob Road (CSAH 31), and 185th Street (Future CSAH 60) from Dodd Boulevard (CSAH 9) to Cedar Avenue (CSAH 23); and WHEREAS, the City of Lakeville agrees to continue to coordinate efforts with Dakota County in evaluating the timing, highway improvements and cost necessary for the intersections at Dodd Boulevard (CSAH 9)/Kenwood Trail (CSAH 50) and 210th Street (CSAH 70)/Kenrick Avenue; and WHEREAS, the City of Lakeville has financed its share of costs for past Dakota County projects and intends to participate in costs for projects included in the Dakota County 2021-2025 Transportation, Transportation Sales & Use Tax, and Regional Rail Authority Capital Improvement Programs in accordance with Dakota County policies included in the current adopted Dakota County Transportation Plan. NOW, THEREFORE, BE IT RESOLVED the City of Lakeville supports the projects in the Dakota County 2021-2025 Transportation, Transportation Sales & Use Tax, and Regional Rail Authority Capital Improvement Programs for construction in the year indicated.
