AGREEMENT WITH MINNESOTA DIRT WORKS
FOR JAGUAR AVENUE STORMWATER BASIN IMPROVEMENTS
AUTHORIZE FUNDING AND AMEND 2020 BUDGET
Proposed Action
Staff recommends adoption of the following motion: Move to approve Agreement with Minnesota
Dirt Works for Jaguar Avenue Stormwater Basin Improvements, City Project 20-41; authorize
funding and amend 2020 budget.
Overview
The stormwater management basin at the Kenwood Trail and Jaguar Avenue intersection was
designed and constructed with the County Road 50 Reconstruction project to capture
sediment/pollutants and improve the water quality of Lake Marion. Due to unanticipated existing
field conditions, additional enhancements are required for the basin to optimally function.
Improvements include extra draintile installation, sediment removal and vegetation enhancement.
The City received three quotes for City Project 20-41 ranging from a low quote of $22,000
submitted by Minnesota Dirt Works to a high quote of $28,305. The engineer’s estimated
construction cost was $32,850. The attached Agreement provides the scope of work, cost and
schedule for completing the project.
Primary Issues to Consider
• Dakota County and the Vermillion River Watershed Joint Powers Organization are
partnering with the City to complete these improvements; therefore, the project includes
multiple funding sources. The total estimated project cost is $32,000 (includes Minnesota
Dirt Works construction contract and engineering costs); the City’s estimated net cost is
$10,000. The City is the lead agency and will administer the project contract.

RESOLUTION AUTHORIZING FUNDING FOR
JAGUAR AVENUE STORMWATER BASIN IMPROVEMENTS
CITY PROJECT 20-41
WHEREAS, Jaguar Avenue Stormwater Basin Improvements, City Project 20-41, is
programmed in the adopted Lakeville 2020 Budget.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Lakeville,
Minnesota:
The estimated project cost is $32,000 and anticipated funding sources are listed below. City staff is
hereby authorized to amend the 2020 budget (if needed as the project is completed) and make the
appropriate transfers between funds with respect to the project funding sources up to 10% above
the estimated costs. Funding transfers may include loans between funds to cover engineering and
other costs incurred on the project in advance of receiving other funding.

City Action Requested
Staff is recommending Council authorize a Notice of Award for the Jaguar Pond Repair
Project. Three contractors were invited to quote on the project and all quotes were received
by the stated deadline. Wenck has reviewed all submitted quotes and provides the following
summary for consideration by Staff.
Quote Results
Three quotes were received on October 27, 2020 for the Jaguar Pond Repair Project. Quote
results are summarized below and detailed in the attached table.

Overall, the costs provided by all contractors are very competitive, and Wenck recommends
that the contract for the Jaguar Pond Repair Project be awarded to Minnesota Dirt Works,
Inc. for $22,000.00.
