CITY COUNCIL MEETING MINUTES
October 19, 2020
Mayor Anderson called the meeting to order at 6:30 p.m. in the Council Chambers at City
Hall. After a moment of silence, the Pledge of Allegiance to the flag was given.
Members Present: Mayor Anderson, Council Members Volk, Wheeler, Hellier, Lee

5. Presentations/Introductions:
Parks & Recreation Director John Hennen presented a resolution authorizing the induction
of former Lakeville Mayor Duane Zaun to Pioneer Plaza. A plaque unveiling ceremony at
Pioneer Plaza will be held in the spring of 2021. Jamie Zaun expressed grateful
appreciation on behalf of the Zaun family. Mayor Anderson read the resolution.
Motion was made by Hellier, seconded by Volk, to approve Resolution No. 20-116
authorizing the induction of Duane Zaun to Pioneer Plaza.

6. Consent Agenda
Motion was made by Wheeler, seconded by Lee, to approve the following:
a. Check register review
b. Minutes of the October 5, 2020 City Council meeting

d. Findings of fact and conditional use permit to allow construction of a detached
accessory building at 8540 208 th Street W.
e. Findings of fact and conditional use permit to allow an indoor commercial recreation

f. Findings of fact, conditional use permit amendment and stormwater maintenance

Avenue

7. Century Middle School
Nate Miller, representing School District 194, requested Council approval of a conditional
use permit amendment to allow a pool addition at Century Middle School. He indicated
that events in the pool addition will not overlap with student occupancy hours. The
district has agreed to stripe the existing bus parking spaces in the north parking lot to
accommodate vehicle parking during special events.
Planning Director Daryl Morey presented the staff report. He explained that the northern
access off Ipava Avenue will be converted to a right out, exit only. Vehicles and buses will
enter from the southernmost access where turn lanes currently exist, and the buses will
use the north-south drive lane to access the designated bus parking spaces. Staff
recommends that grading work as it pertains to this conditional use permit submittal shall
not commence until engineering staff has reviewed and approved the grading plan and
site stormwater management plans.

Motion was made by Hellier, seconded by Volk, to approve findings of fact and a
conditional use permit amendment to allow a pool addition to Century Middle School,
18610 Ipava Avenue.
Roll call was taken on the motion. Ayes -- Anderson, Hellier, Lee, Volk, Wheeler
8. Interstate South Logistics Park 3rd Addition
Dan Salzer of Scannel Properties requested Council approval of the Interstate South
Logistics Park 3rd Addition final plat, consisting of one lot and one block on a 71.74-acre
parcel located in the southwest corner of 217th Street W. and Dodd Boulevard.
Ryan Wilson of Amazon provided a detailed overview of the company’s proposed new
750,000 square foot distribution and fulfillment center in the Interstate South Logistics
Park 3rd Addition.
David Olson presented the planning report. He stated the final plat is consistent with the
approved preliminary plat. Since preliminary plat approval, the developer has acquired
the land needed to plat the entire width of the Jacquard Avenue right-of-way. This change
is reflected on the final plat and will allow the construction of Jacquard Avenue to provide
an additional point of access to the site.
Council members asked if signage could be posted to prohibit truck parking and also
northbound truck traffic on Jacquard Avenue. Mr. Olson explained that, as a major
collector, parking is prohibited on Jacquard Avenue. Staff will monitor the truck traffic
patterns and address any concerns if needed.
Bob Erickson, 19081 Inndale Drive, felt consideration should be given to assure that large
trucks are prohibited from traveling north on Jacquard Avenue.
Motion was made by Wheeler, seconded by Volk, to approve Resolution No. 20-120
approving the final plat of Interstate South Logistics Park 3rd Addition.

9. Community Conversation on Race Workgroup Report
Council members received an update regarding the work of the Community Conversation
on Race work group. An event is tentatively planned to occur on November 14, 2020.
10. COVID-19 City Operation Update
The City Administrator provided a COVID-19 city operation update. Meetings will continue
to be held in a hybrid format through the end of this year.
