AGREEMENT WITH SUNRAM CONSTRUCTION
FOR MIDDLE CREEK STREAM RESTORATION
AUTHORIZE FUNDING AND AMEND 2020 BUDGET
Proposed Action
Staff recommends adoption of the following motion: Move to approve Agreement with Sunram
Construction for Middle Creek Stream Restoration, City Project 20-14; authorize funding and
amend 2020 budget.
Overview
Middle Creek (tributary to the Vermillion River) is experiencing significant erosion and sediment
loading east of Highview Avenue, where two divergent streams merge. City Project 20-14 is a
stream restoration project designed to reconstruct and stabilize stream banks to improve stream
bank stability and water quality, and enhance wildlife habitat.
The City received twelve bids for City Project 20-14 ranging from a low bid of $298,223 (base bid
plus alternate) submitted by Sunram Construction to a high bid of $461,405. The engineer’s
estimated construction cost was $388,510. The attached Agreement provides the scope of work,
cost and schedule for completing the project.
Primary Issues to Consider
• The Vermillion River Watershed Joint Powers Organization and Minnesota Board of
Water and Soil Resources are partnering with the City to complete the improvements;
therefore, the project includes multiple funding sources. The total estimated project cost is
$440,000 (includes Sunram Construction’s construction contract and engineering costs);
the City’s estimated net cost is $45,000. The City is the lead agency and will administer the
project contract.

MIDDLE CREEK STREAM RESTORATION
CITY PROJECT 20-14
WHEREAS, the Middle Creek Stream Restoration, City Project 20-14, is programmed in
the adopted Lakeville 2020 Budget.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Lakeville,
Minnesota:
The estimated project cost is $440,000 and anticipated funding sources are listed below. City staff
is hereby authorized to amend the 2020 budget (if needed as the project is completed) and make
the appropriate transfers between funds with respect to the project funding sources up to 10%
above the estimated costs. Funding transfers may include loans between funds to cover engineering
and other costs incurred on the project in advance of receiving other funding.

Minnesota Board of Water and Soil Resources (Clean Water Fund Grant) $350,000

RE: Middle Creek Restoration at Highview Avenue

Dear Mr. Cafferty:
I reviewed the twelve bids received for this project following the bid opening on Tuesday,
October 13th, 2020 at 10:30 AM, at the City of Lakeville City Hall. The low bidder is Sunram
Construction, Inc at $298,223.00 for base bid ($258,223.00) and alternate ($40,000.00). The
Engineer’s estimate for base bid plus alternate is $388,510.00. There are no math errors in the
Sunram bid and the unit prices are within an acceptable range. Veit and New Look contractors
were disqualified for mobilization cost exceeding the 5 percent maximum allowable.
Wenck has experience working with Sunram Construction, Inc on similar projects including
previous projects completed with the City of Lakeville. Based on our experience, Wenck has
reason to believe that the Contractor is capable of completing this project as designed and
specified.
We recommend that the City of Lakeville award Sunram Construction, Inc. the Middle Creek
Restoration at Highview Avenue Project for base bid plus alternate, City Project No. 20-14.
