KEOKUK LIQUOR STORE
APPROVE MATERIAL ACQUISTION FROM DISTINCTIVE IRON, LLC
Proposed Action
Staff recommends adoption of the following motion: Move to approve materials acquisition from
Distinctive Iron, LLC for the construction of the Keokuk Liquor Store, City Project 20-24.
Overview
Bidding the construction of the Keokuk Liquor store will be completed in two packages. The first
package will include the structural steel supply and the second package will be for the overall
construction of the store. The project was divided into two bidding packages with the steel bid
being completed early to ensure those materials will be available when construction starts and to
save contractor mark-up. Both bid packages will include the main store construction with an
alternate for the construction of the event space.
Loeffler Construction & Consulting and Tushie Montgomery Architects prepared the steel bid
contract documents and advertised for the steel bid package in October. The City received
fourteen bids for the project ranging from a low bid of $179,000 submitted by Distinctive Iron,
LLC to a high bid of $232,080. The estimated materials cost for the base bid was $205,000 and
$32,500 for the alternate event space for a total estimated cost of $237,500. The recommended low
bid is $58,500 under the total estimated cost.
Primary Issues to Consider
• The total estimated cost includes the liquor store (base bid) and the event space addition
(alternate). If the City Council decides to not move forward with the project after receiving
the final bid for the overall construction of the store, the City has included a clause in the
steel bid contract where the City will only be responsible for reimbursing Distinctive Iron,
LLC for the cost of submittals and shop drawings, estimated to be $17,450.

On November 4, 2020; Loeffler Construction, Tushie Montgomery Architects, and The City of Lakeville were
present to hold and witness the public bid opening for The City of Lakeville project 20-24: Lakeville Liquor South
Bid Package 1 – Structural Steel Supply. This is the first of two bid packages. (BP-2) represents the remaining
scopes of work and will be competitively bid in December. We received (14) bids and the numbers were
competitive and below the budget. Results for Bid Package 1 can be found on the attached bid tabulation table.
On behalf of Loeffler Construction, I am pleased to provide the following recommendation of award for
the above referenced project:

The attached bid tabulation summarizes the proposals received and identifies the above bidder as low.
Unit Price 1 shown on the enclosed Distinctive Iron bid identifies the cost of shop drawings and
submittals that will be paid to Distinctive Iron, LLC in the event the project does not move forward as a
result of the December 21st, 2020 City Council Meeting. To stay on schedule, the contract has been
drafted and will be distributed once approved by City Council. Please review and let me know if you
