ACCEPT BOLTON & MENK PROPOSAL FOR PROFESSIONAL SERVICES
FOR JACQUARD AVENUE/CSAH 70 INTERSECTION IMPROVEMENTS
Proposed Action
Staff recommends adoption of the following motion: Move to accept Bolton & Menk proposal for
professional services for access modifications to the Jacquard Avenue and County State Aid
Highway 70 intersection for Interstate South Logistics Park Third Addition.
Overview
The Interstate South Logistics Park Third Addition development includes construction of the
south leg of the Jacquard Avenue/County State Aid Highway (CSAH) 70 intersection.
Construction/extension of Jacquard Avenue requires modifications to the existing CSAH 70
intersection including an eastbound right turn lane, traffic signal modifications and associated
roadway, drainage and utility improvements. The City and County partnered to construct
improvements along CSAH 70 from Kenrick Avenue to Cedar Avenue to alleviate congestion,
make safety improvements and provide for increasing traffic levels; construction is underway.
Revised design of the CSAH 70 plans is required to incorporate the Interstate South Logistics Park
Third Addition intersection improvements.
Bolton & Menk’s proposal identifies the scope of services and estimated cost to complete the
design. The City is the lead agency and will administer Bolton & Menk’s contract; therefore, the
total estimated design cost of $35,185 is reflected in this memo. The Developer will reimburse the
City 100% of the design cost consistent with the terms of the existing Development Contract; the
City’s estimated net cost is $0.
Primary Issues to Consider
• Proposal is subject to the Master Agreement for Professional Engineering Services between
the City and Bolton & Menk approved by the City Council on July 18, 2016.

County Road 70/Jacquard Avenue Design Modifications
Dear Mr. Jordan:
Please find the enclosed scope and fee for modifying the final design of the County Road 70/Jacquard
Avenue intersection. Existing plans will be revised to allow for the construction of the south leg of
Jacquard Ave. as part of a future private development. Design and plan modifications will include:
Drainage Design
Drainage plans will be updated for the addition of a right-turn lane on CR 70, the south leg of Jacquard,
and to avoid impacts to proposed utilities. A site drainage analysis will be completed to finalize the storm
water redesign and all quantity changes will be tabulated.
Roadway Design
Design and plan revisions will include the widening of CR 70 for a right-turn lane to Jacquard, curb and
gutter relocation, intersection details and pedestrian ramp revisions, signing and striping modifications,
new cross sections and earthwork changes, and updates to quantity tabulations.
Traffic Signal Design
Signal plan modifications will be required for both the temporary and permanent signal systems at the CR
70/Jacquard intersection. Temporary signal modifications will include the relocation of wood poles to
avoid new curb and gutter. Permanent signal plans will add a signal pole and mast arm in place of a
pedestal in the southwest quadrant and all other related conduit, handhole, wiring, and loop detector
changes to accommodate the new layout. No changes are required to the project special provisions.
Public Utility Design
Utility modifications will include all required plan revisions for public utilities and coordination with
identified relocation work. No changes are required to project special provisions.
Proposed Fee
Bolton & Menk and Kimley-Horn propose to complete the scope of work as described above for a not-to-
exceed hourly fee of $35,185. A more detailed breakdown of tasks and a fee summary is attached.

Task 13.1 Signal Systems $6,760
Revise signal design at CR 70/Jacquard Ave (System A) for addition of
south leg as a local street.
o Modify pole 4 from a pedestal to a mast arm and relocate to
southwest quadrant.
o Modify pole 2 to add mast arm and indications for northbound
approach.
o Modify indications on pole 1 for westbound left-turn lane.
o Add induction loops on south leg of the intersection.
o Pre-wire southwest quadrant for future pedestrian crossing of
CR 70.
o Revise conduit and handhole layout as required.
o Revise wiring diagram for changes above.
Revise temporary signal plans to allow for addition of south leg
Design assumes that required right-of-way south of the power
transmission line has been dedicated or will be dedicated prior to
construction.
No changes to Division SS of the special provisions are required.
Signing and striping of the south leg are assumed to be done by others
