HomeMy WebLinkAboutItem 06.f January 4, 2021 Item No. RESOLUTION AUTHORIZING THE PURCHASE & DISPOSAL OF VEHICLES AND EQUIPMENT IN ACCORDANCE WITH THE 2021 BUDGETS AND 2021 EQUIPMENT, FACILITY & TECHNOLOGY PLANS AND AUTHORIZING THE DISPOSAL OF ALL SURPLUS CITY‐OWNED, POLICE CONFISCATED AND RECOVERED PROPERTY. Proposed Action Staff recommends adoption of the following motion: Move to approve the Resolution authorizing the purchase and disposal of vehicles and equipment in accordance with the 2021 Budgets and 2021 Equipment, Facility and Technology Plans and authorizing the disposal of all surplus city-owned, police confiscated and recovered property. Overview The City Council adopted the 2021-2025 Capital Improvement Plan (which included the 2021 Equipment Plan, Technology Plan and Facility Plan) on October 5, 2020 and the 2021 Budget on December 7, 2020. The Purchasing Policy requires that the City Council authorize purchases that exceed $20,000 as well as the disposal of all city assets. The vehicles and equipment scheduled to be purchased in 2021 that exceed the $20,000 threshold which requires City Council authorization and have not been previously authorized include: Vehicles and mobile equipment: 9-Squads (Police-Patrol) 1 - Pickup 3/4-ton (Streets) 4-Vehicles (Investigations) 1-Refuse compactor (Parks) 2-Rescue pumpers (Fire) 1 - Pickup 3/4-ton (Parks) 3-Staff vehicles (Fire) 1 - Pickup 1/2-ton (Parks) 2-Dump trucks (Streets) 1-Riding lawnmower (Parks) 1-Fleet maintenance vehicle (Streets) 1-5910 Mower (Parks) 1-Skid loader (Streets) 1-Staff vehicle (Inspections) 1-Vactor (Sewer) Other Equipment: Mobile radios (Police/Public Works/Parks) SLRat sewer acoustics (Utilities) Glock 9mm handguns (Police) Broadband switch (IT) Council room switchers (Communications) Computer replacements (IT) Crestron system (Communications) Security upgrades (IT) Bipolar ionization/HVAC filtration (City Hall) RTU replacement (Fire Station 4) Theater floor seating (Arts Center) Electronic monument sign (Fire Station 4) Lighting upgrades (Arts Center, Fire Stations Cooler racks (All Liquor Stores) and Liquor Stores) Reach-in cooler (Heritage Liquor Store) Chilled water plant (Police Station) Reach-in cooler (Galaxie Liquor Store) The 2021 Budget includes approximately $4.0 million for the purchase of vehicles and equipment. Purchases will be made from various vendors and cooperative purchase agreements with the State of Minnesota, Sourcewell (formerly National Joint Powers Alliance (NJPA)), National Cooperative Purchasing Alliance, etc. Purchasing contracts are used for these types of vehicles and equipment as a cost saving mechanism. These contracts have complied with all bidding requirements which results in saving considerable staff time. The equipment being replaced per the 2021 Capital Improvement Plan and the 2021 Budgets will be disposed of in a manner required by State Statute or the City’s Purchasing Policy; most often traded-in on the purchase of the new equipment or sold at auction. The budget is anticipating approximately $176,000 in proceeds from the replacement of those assets. WHEREAS, State Statute Section 412.211 authorizes the City to purchase or otherwise acquire property and to sell or otherwise dispose of that property, and Section 471.345 further regulates the sale or purchase of supplies, materials, equipment or the rental thereof, or the construction, alteration, repair or maintenance of real or personal property in Minnesota cities and the City of Lakeville; and WHEREAS, The City Council adopted the Lakeville Purchasing Policy on June 6, 2016, to assign purchasing responsibility and authority to the level consistent with good operational practice and sound financial management policy to the extent possible; and WHEREAS, The City Council approved the 2021-2025 Capital Improvement Plan (which included the 2021 Equipment, Facility and Technology Plans) on October 5, 2020 and the 2021 Budgets on December 7, 2020 which included approximately $4.0 million for the purchase of vehicles and equipment and approximately $176,000 for the disposal of vehicles and equipment. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Lakeville Minnesota as follows: 1. The recitals set forth above are incorporated herein. 2. Staff is authorized to purchase and dispose of vehicles and equipment consistent with the City Purchasing Policy and the 2021 Budgets and 2021 Equipment, Facility and Technology Plans. 3. Staff is authorized to dispose of all surplus City-owned, police confiscated and recovered property in accordance with the Disposition of City Assets section in the City’s Purchasing Policy.
