HomeMy WebLinkAboutItem 06.kDate: Item No. APPROVAL OF CONTRACT FOR THE 2021 WATER TREATMENT FACILITY BULK CHEMICALS Proposed Action Staff recommends adoption of the following motion: Move to accept bids and approve a contract for water treatment chemicals with Hawkins, Inc. Overview The department solicits bids annually for its water treatment chemicals. The chemicals in the bid package provide for disinfection of the water and distribution system, oxidation and removal of iron and manganese, fluoridation of the water to meet state standards, and inhibit the reintroduction of ferrous metals into the water distribution system. Four vendors submitted bids for the chemicals. Bids were evaluated in terms of unit pricing and chemical suitability for the water treatment process. Each met the chemical requirements for the products bid. Hawkins, Inc. submitted the lowest bid for orthophosphate at $86,940.00, fluoride at $16,150.00, and chlorine at $28,150.00. The total lowest bid came in at an increase of 6.5% compared to 2020 prices. DPC had lower bids for chlorine and fluoride but opted out of signing a contract because their Minnesota branch was bought-out by Hawkins. DPC chose to wire 5% ($2,095.00) of their total bid ($41,900.00) in lieu of a bid bond claim. Hawkins had the next lower bids for chlorine and fluoride. An advertisement requesting bids was published on November 23, 2020 and sealed bids were opened on December 16, 2020. Staff recommends approval of the bids and award of the following contract: Hawkins, Inc.-Chlorine, fluoride, and potassium orthophosphate Primary Issues to Consider •What is the importance of water treatment chemicals? Use of these chemicals is required to comply with the federal Safe Drinking Water Act and state requirements.
