EXECUTIVE SUMMARY OVERVIEW The Lake Marion Greenway master plan developed in 2013 by Dakota County identifies a 20-mile proposed trail and greenway system through Burnsville, Savage, Credit River Township, and downtown Lakeville and Farmington that will link the Minnesota River and the Minnesota River Greenway to Murphy-Hanrehan Park Reserve. This Lake Marion Greenway trail feasibility study focuses on the proposed trail segments within the city of Lakeville starting from downtown Lakeville into Ritter Farm Park and ending at 185th Street / County Road 60 for eventual trail connections that will extend to Murphy-Hanrehan Park Reserve. The Lake Marion Greenway trail segments through Lakeville are envisioned to connect to multiple destination areas that include the downtown business shopping district, local city parks and schools, and Lake Marion, providing access to highly valuable natural resource spaces, scenic settings and a wide variety of active and passive recreational opportunities. The following illustrates the Lakeville segment of the Lake Marion Greenway trail included in this feasibility study. Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 2 PLANNING PROCESS & RECOMMENDATIONS The City of Lakeville took the primary role of conducting the Lake Marion Greenway trail feasibility study with ongoing support and input by Dakota County. The purpose of the trail feasibility study is to identify a supported proposed alignment for a multi-use trail within the project study area based on the opportunities and constraints within the corridor, identify near and long-term phasing initiatives to implement the trail, and determine potential cost considerations for use in preparing future budgets and funding requests for implementation. In general, impacts to properties and related costs were considered when evaluating the alignment and options. The result is a layout that primarily improves existing trail systems to better meet regional trail design standards with some alternatives for specific segments that have challenging or varying alignment opportunities. The preferred alignment of the proposed Lake Marion Greenway trail through Lakeville is primarily located along existing trails starting from downtown Lakeville and extending to Ritter Farm Park. The trail connects to numerous destinations, trailheads, parks and schools. The preferred trail alignments have been developed for approval by the City of Lakeville and Dakota County. This feasibility study provides the background, context and implementation measures to be considered for the trail implementation as part of a phased approach for future implementation. INTRODUCTION 2.1 Planning Visions Dakota County Parks, Lakes, Trails and Greenways Vision 2030 The Lake Marion Greenway master plan developed in 2013 by Dakota County identifies a 20-mile proposed trail and greenway system that travels through Burnsville, Savage, Credit River Township, Lakeville and Farmington. The Lake Marion Greenway will link the Minnesota River and the Minnesota River Greenway to Murphy-Hanrehan Park Reserve, Ritter Farm Park, Lake Marion, downtown Lakeville, South Creek and downtown Farmington, where it will connect with the North Creek Greenway. Like all Dakota County greenways, the Lake Marion Greenway is envisioned to provide multiple benefits to water quality, habitat, recreation and nonmotorized transportation. The section of trail through Lakeville is identified as 8 & 9 on the map below. Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 4 North Creek Greenway Regional Trail This planned regional trail travels through Apple Valley, Lakeville and Farmington as it connects Lebanon Hills Regional Park, Lebanon Hills-Lake Marion Greenway Regional Trail Search Corridor and the Vermillion River Regional Trail Search Corridor. Through Lakeville and Farmington, the greenway follows North Creek, a tributary to the Vermillion River. Lebanon Hills Regional Park on the north and Vermillion River on the south frame the North Creek Greenway. The North Creek Greenway travels 14 miles from Lebanon Hills Regional Park to the Vermillion River Modified Wildlife Management Area. On the northern end, from Lebanon Hills Regional Park to downtown Farmington, the surrounding landscape is suburban. From Lakeville’s East Lake Park to downtown Farmington, the greenway has a more natural character and follows North Creek. From downtown Farmington to the Vermillion River Modified Wildlife Management Area, the greenway follows the Vermillion River through the surrounding rural landscape. Local trail connections from Lakeville will link the Lake Marion Greenway trail to the North Creek Greenway Regional Trail. Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 5 Lake Marion Greenway Master Plan This planned greenway trail is identified to travel through Burnsville, Lakeville, and Farmington as it connects the Minnesota River Greenway Regional Trail, Lebanon Hills-Lake Marion Greenway Regional Trail Search Corridor, Murphy-Hanrehan Park Reserve in Scott County, and the Vermillion River Greenway Regional Trail Search Corridor, as shown on the following map with the Lakeville trail segment located within the red dashed box. Currently construction is being completed for the Lake Marion greenway trail segment in Burnsville from Sunset Lake Park extending south to Burnsville Parkway. At this point there is an existing concrete walk along Hanrehan Lake Blvd which also contains on-street bike lanes that connect to Murphy Hanrehan Park Reserve at a north entrance point. Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 6 This following is an enlargement of the Lake Marion Greenway trail alignment through Lakeville identified in the 2013 Dakota County master plan. City of Lakeville 2015 Comprehensive Parks, Trails & Open Space Plan The 2015 plan identifies trails and greenways to continue to be a primary focus to connect facilities and provide passive open space recreation oriented to Lakeville’s changing demographics. The North Creek Greenway Regional Trail and the Lake Marion Greenway trail are specifically identified as priority areas for the Lakeville trail system. Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 7 Lakeville Downtown Development Guide Update The City of Lakeville Downtown Development Guide Update, dated August 2018, identifies the Lake Marion Greenway existing and proposed alignments. The plan states “Completion of a connection to the Lake Marion Greenway that provides adequate gateways and wayfinding to trail users will be essential to harnessing the full potential of this regional trail amenity.” The following is the Downtown Lakeville Context Map taken from the Lakeville Downtown Development Guide Update showing the Lake Marion Greenway route. Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 8 2.2 Lakeville Demographic Trends The Metropolitan Council Population Estimates 2018 indicate the City of Lakeville at 64,334 with a 15% increase since 2010. This overall population growth is expected to continue. The City of Lakeville 2040 Comprehensive Land Use Plan anticipates approximately 9,400 new households being added by 2040. 2040 Comprehensive plan also indicates that the City’s parks and trails system and recreation programing were identified as a significant community amenity. The existing popularity of the park, trail and greenway systems within Lakeville are evident from various community engagement responses and surveys and these will likely continue to remain highly desirable amenities for both pedestrian transportation and recreation purposes. The 2040 Comprehensive plan also states, “The development of the parks, trails, and recreation system provides for preservation of natural resources, provides neighborhood focal points, and accommodates community events such as Pan-O-Prog, athletic associations, and recreation programs, all of which bring Lakeville together. Evolution of the parks and trail system to include more greenway corridors as linear parks is also commented on positively as providing recreation opportunities (as well as serving a transportation function) accessible and appealing to a broad range of age groups. Expansion of the parks and trails system is anticipated to continue with development and provide for completion of park service areas and trail segments. Comments regarding the expansion of the parks and trails system focused on adding elements that serve community-wide users such as a community center and indoor athletic and play facilities, splash pads, a band shell, and expanded recreation opportunities at pubic water accesses.” The proposed Lake Marion Greenway system is identified in the 2040 Comprehensive plan as a priority for implementation. 2.3 Scope The purpose of the Lake Marion Greenway trail feasibility study was to conduct a more in-depth study of a multi-use recreational trail of regional significance starting in downtown Lakeville, extending to Ritter Farm park, and ending at 185th St W / County Road 60. The feasibility study follows the 2010 Dakota County Greenway Guidebook vision and performance goals in order to position the trail segments for project readiness for funding and implementation. Trail alignment options were to be considered and evaluated as part of the planning study based on the opportunities and constraints within the corridor, identification of near and long-term phasing initiatives, prioritization to implement the trail segments, and determination of potential cost considerations for use in preparing future budgets and funding requests for implementation. The trail feasibility study included the following goals to be studied within the scope: • Identify alignment options for a 10’ minimum width multi-use trail to be placed primarily within a greenway system • Identify trail segments that do not currently meet regional trail design standards and the cost implications necessary to meet regional trail design standards • Identify a trailhead location in downtown Lakeville Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 9 • Connect the trail system to Antlers Park, currently planned to include future trailhead amenities • Connect the trail system to the existing Juno Trailway Trailhead • Connect the trail system to Casperson Park • Extend the trail system into Ritter Farm Park • Identify trail alignment options to extend the trail from Ritter Farm Park to 185th Street W / County Road 60, allowing for a future trail connection to Murphy Hanrehan Park Reserve • Develop preliminary cost estimation of trail segments throughout the proposed corridor • Identify short and long-term priority trail projects for future funding and implementation Trail Importance In conformance with the numerous planning studies identified in this feasibility study, the Lake Marion Greenway trail located in Lakeville is a segment of high importance as it would provide a primary regional connection between Murphy Hanrehan Park Preserve and Farmington. It also connects pedestrians to a variety of quality natural resources and prime destination points within Lakeville for food, recreation and scenic viewing opportunities. PLANNING EVALUATIONS 3.1 Existing Conditions & Issues Downtown Lakeville The Lake Marion Greenway (LMG) trail feasibility project area starts in downtown Lakeville on the west side of the Main Street business district along Howland Ave with the intent of developing a trailhead as a gateway to the LMG trail. Ongoing business redevelopment and improvements to downtown Lakeville make this an ideal location for trailhead facilities as it is a primary destination area with several parking lot options along Howland Ave. There is a public parking lot along the east end of Howland Ave, located directly behind the Holyoke Ave businesses. There is also a parking lot along the southwest quadrant of 209th St W and Howland Ave near the Royal Milc company that could provide direct connection to a trail running parallel to the railroad tracks. Existing businesses and attractions located in downtown Lakeville include restaurants, breweries, coffee and wine, ice cream, a farmer’s market, and numerous others. There is an existing senior housing development located along Howland Ave with direct access to trail facilities for the residents. The City of Lakeville has a visionary plan for future improvements to continue within the downtown district which identifies the LMG trail and trailhead. Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 11 Howland Ave to Dodd Blvd The existing trail at Howland Ave and Upper 208th St W by the senior housing development contains an existing trail wayfinding map sign at the beginning of the trail. There is no crosswalk at this location. The trail varies from 8 to 6 feet in width until it connects to the cul-de-sac at 208th St W where a simple trail wayfinding sign identifies the location. Google Image capture: June 2019 © 2020 Google On the west side of the cul-de-sac there is a portion of bituminous roadway and aggregate drives that extend around the trail. This segment is not identified with a trail wayfinding sign. The trail continues west over abandoned railroad tracks and follows the greenway to Dodd Blvd. Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 12 The trail and greenway from the cul-de-sac to Dodd Blvd is lighted and is primarily 8 feet in width. There is a mixture of fenced and non-fenced residential lots with fairly mature trees for shade. The trail takes a 90-degree corner as it approaches Dodd Blvd where it runs parallel to Dodd Blvd and increases in grade to cross Dodd Blvd along an existing at-grade crosswalk into Marion Fields Park. Dodd Blvd is a two-lane County road that is heavily traveled and signed at 45 mph. Dodd Blvd to Antlers Park On the west side of Dodd Blvd the trail increases to a 10-foot width and is lighted. It extends through Marion Fields Park along a creek and wetland area continuing west with some middle- aged trees lining the path that offer shade and then transitions to a more open landscape. There is a trail connection to 207th St W at the Independence Ave intersection. The greenway trail continues west crossing both Ironridge Path with a perpendicular crosswalk and Islandview Circle with a skewed crosswalk. Just past Islandview Circle the trail intersects with a north-south trail along the Lakeview Elementary School property. North of the Lakeview Elementary School site the trail makes a 90-degree corner at 202nd St W / County Road 64 to go west, paralleling 202nd St W which is a highly traveled road signed at 40 mph. North of 202nd St W is Antler’s Park, a popular community park located along Lake Marion with a long history of providing lake related recreation. There is an existing crosswalk with pedestrian activated flashing lights to access Antler’s Park located along the curve of 202nd St W that lacks proper pedestrian ramps. In close proximity to the Antler’s Park crosswalk, the trail crosses several residential driveways. The trail segments remain lighted. Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 13 Antlers Park to Juno Trail Trailhead The trail paralleling 202nd St W / 205th St W is 10 feet in width and enters a crosswalk at Jacquard Ave which has a proper pedestrian ramp on the west side of the crossing but the east side does not meet design standards. The trail crosses Jasmine Path and has the proper pedestrian ramps but is lacking a striped crosswalk over Jasmine Path. The trail meets up to Juno Trail and has a pedestrian ramp with a crosswalk over 205th Street to access the Juno Trailway trailhead. The crosswalk is newly constructed and has a pedestrian activated flashing light. Nearly the entire length of this trail segment has a roadway on one side and mature trees on the other and is lighted. Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 14 Juno Trail Trailhead to Casperson Park The Juno Trailway trailhead has had recent improvements. There is a 5-stall parking lot, trail sign board and picnic area. The trail from the trailhead is newer, 10-feet wide, has very scenic views of Lake Marion and is surrounded by mature vegetation. There are some seating and viewing opportunities along the trail and an informal fishing platform in one location. Near the West Lake Marion Park mountain bike area, the trail enters a small cul-de-sac and becomes an on-road route up to Casperson Park. The drive is very narrow and is meant only for access to a few residential lots. Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 15 At Casperson Park, the separated trail begins along a small 2-stall ADA parking area where it enters the park and has several trail routes creating internal park loops and connection to the park amenities. The park trails are primarily 8 feet in width. One trail connects to the boat launch along the Lake Marion shoreline and another trail connects to the boat launch parking area at the main entrance along Juno Trail and continues past the boat launch parking lot to the intersection of Juno Trail and 195th St W. Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 16 Casperson Park to Ritter Farm Park The trail from Casperson Park has pedestrian ramps at the intersection of 195th St W and Juno Trail but is lacking a crosswalk. The trail is 8 feet in width and extends west along the south side of 195th St W to Kenrick Ave which is a high speed road signed at 55 mph. At Kenrick Ave the trail intersects with a north-south trail that parallels Kenrick Ave on the east side. There are pedestrian ramps and a “Pedestrian Crossing” sign to cross 195th St W at this intersection, but it is lacking a crosswalk. Google Image capture: June 2019 © 2020 Google Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 17 3.2 Preliminary Options The majority of the Lake Marion Greenway trail segments included in the feasibility study already exists as trail so there were few alternative options necessary in the planning study. The study did however identify potential options for improving the trail and/or alignments to meet regional trail design standards and options related to the location of trailheads, trail routes through Casperson Park and trail routes through Ritter Farm Park. Downtown Lakeville Two options were originally evaluated for the downtown Lakeville trailhead location. One option considered the existing parking area owned by a private entity along Howland Ave by the Education Center shown below as Option A. Due to the fact this is under private ownership and lacked opportunities for trailhead amenities, this option was eliminated. The second option considered the city owned public parking lot off of 209th St W and Howland Ave along the railroad tracks. This location has opportunity for a more robust trailhead development such as a small restroom facility, drinking fountain, bike rack, kiosk, and bike repair station. This option was carried forward into the feasibility study. Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 18 Casperson Park Several trail route options were considered at the Casperson Park location. One option included a separated trail along the south and west side of Juno Trail in order to bypass Casperson Park. This option was eliminated due to the potential impacts to the existing mountain bike course facilities and the desire to connect pedestrians into Casperson Park. A second option included the primary trail route through Casperson Park to follow the shoreline of Lake Marion up to the boat launch and route the trail west along the edge of the boat launch parking lot before connecting up to 195th St W. This option, while allowing more views of the lake, would result in significant impacts to the site and existing mature vegetation due to the steep grades from the Lake Marion shoreline up to 195th St and was therefore eliminated. The final recommendations include a primary route through Casperson Park that would minimize impacts to Casperson Park, provide connection to park amenities and connect to 195th St W. Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 19 Ritter Farm Park Several trail route options were considered at the Ritter Farm Park location. Preliminary options included either an on-road or separated trail along the main entrance drive of Ritter Farm Park leading up to the central core of the park that is the primary destination with parking facilities. The on-road option presented safety issues due to the limited road width and a lack of proper sightlines that would require significant removal of existing vegetation and earthwork to allow for proper sightlines. A separated trail along this route was found to result in major site impacts and high cost factors due to the numerous site constraints, including ponds, wetlands, steep slopes and difficulties in meeting regional trail design standards. Alternative options for consideration included extending a trail further west around the park perimeter but this option did not meet the goal of a primary connection to the developed park facilities within the central area of Ritter Farm Park and also posed potentially significant impacts to the natural landscape where it is more wooded with steeper slopes. Ultimately, the preferred alignment carried into the plan includes an alignments that is separated from the main park entrance drive and follows portions of an existing snowmobile route due to minimal impacts and connection to the developed parking lot which is suitable as a trailhead location. Additional route options identified in the feasibility study provide future considerations to connect to either Judicial Road or 185th St. for a continued pedestrian connection to Murphy- Hanrehan Park Reserve. Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 20 3.3 Stakeholder Input The City of Lakeville worked directly with Dakota County to review and provide feedback on preferred alignment considerations for the Lake Marion Greenway Trail. The City of Lakeville also Comments included: Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 21 4. RECOMMENDATIONS 4.1 Trail Recommendations, Options & Estimates Trail Option 1A from Downtown Lakeville to Railroad Tracks • Short Term Option • Low Priority: o Bituminous trail and signage = $149,058 • Trailhead: Low Priority o Trailhead Kiosk = $5,000 o Bike Fit-It Station = $3,500 o Bench = $2,000 o Trash Receptacles = $2,600 o Security Light = $4,000 o Drinking Fountain = $5,000 o Optional Restrooms = $100,000 The short-term trail alignment option 1A would be built to include the following recommendations: • 10-foot wide bituminous trail from trailhead parking lot to extend north along Howland Ave with a 110-foot radius curve to connect into the existing trail alignment at Howland Ave and Upper 208th St. if trail easement is obtained. • At time when the existing trail segment needs to be replaced, construct a 10-foot bituminous trail to the cul-de-sac. • Sign the existing deficient trail radius of 40-feet for the designated speed limit of the curve. • From the cul-de-sac to a separated trail, sign the on-street route with Share The Road signs and wayfinding signs. Conflicts, Impacts and Options: • Option to acquire trail easement to accommodate an 80-foot radius around the senior housing building though this is likely not desirable given the close proximity to the existing building. • Impacts to existing overhead power and trees along Howland Ave. and the senior housing property. • Trail option 1A connects to the parking lot at the intersection of Howland Ave and 209th St W with the intent to create a trailhead with kiosk, bike fix-it station and bench seating area. Optional facilities to include a small restroom building with exterior drinking fountain and security light. The trailhead location is contingent upon availability of a shared use parking lot as a trailhead . Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 22 Other factors that will affect the final location of the trailhead and trail alignment from this location include a planned option for extending Iberia Ave from 205th St to 210th St parallel to the existing tracks shown in the green-blue box. Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 23 Trail Option 1B from Downtown Lakeville to Railroad Tracks • Long-term Preferred Option • Low priority (due to existing trail routes) o Bituminous Trail = $92,576 • Trailhead: Low Priority o Trailhead Kiosk = $5,000 o Bike Fit-It Station = $3,500 o Bench = $2,000 o Trash Receptacles = $2,600 o Security Light = $4,000 o Drinking Fountain = $5,000 o Optional Restrooms = $100,000 The long-term trail alignment option 1B is a low priority due to existing trails, but would ultimately be built to include the following recommendations: • 10-foot wide bituminous trail from trailhead parking lot extending north parallel to the existing railroad tracks within a greenway which will require trail easements. The proposed trail would connect to the existing trail at the railroad crossing. Conflicts, Impacts and Options: • Trail option 1B connects to the parking lot at the intersection of Howland Ave and 209th St W with the intent to create a trailhead with kiosk, bike fix-it station and bench seating area. Optional facilities to include a small restroom building with exterior drinking fountain and security light. The trailhead location is contingent upon availability of a shared use parking lot as a trailheadAcquire trail easement from railroad authority to keep the trail consistently aligned to avoid conflicts with existing buildings. • Impacts to existing trees. • In the event that the existing Royal Milc building is eventually removed, the trail could be altered within the greenway system. • An Iberia Ave road extension running parallel to the tracks would alter the recommended alignment. At time of trail replacement, recommendations include: • 10-foot wide bituminous trail from tracks to Dodd Blvd. following the existing alignment with the offset crossing at Dodd Blvd. • Sign the existing deficient trail radius of 17-feet for the designated speed limit of the curve and install curve chevrons. • Realign park trails into primary trail. • Install rapid flashing beacon system at Dodd Blvd crosswalk. • Long Term Option – at time of road improvement project widen a section of Dodd Blvd to install island refuge in conjunction with a rapid flashing beacon system at crosswalk. At time of replacement, recommendations include: • 10-foot wide bituminous trail from Dodd Blvd. to Islandview Circle. • Adjust trail alignment at trail intersection near 207th St W and Independence Ave to define a clear thru-movement trail with a 100-foot minimum trail radius. • Trail connection from 207th St W to meet LMGT with a Stop condition perpendicular to trail as illustrated above. • Install wayfinding signs. • Improve pedestrian ramps and crosswalks at Ironridge Path and Islandview Circle at existing alignments. Conflicts, Impacts and Options: • Option – Potential traffic tables placed at Ironridge Path and Islandview Circle crosswalks were considered but not included at this time. • Option – An alternative option to route the trail west of Islandview Cir to remain continuous (rather than a stop condition) with a 100’ radius was explored but due to Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 28 numerous conflicts with existing steep grades, private property, wetlands and the pond, this was not considered a feasible option. • Long Term Option – At time of Antler’s Park redevelopment project or a road improvement project, relocate crosswalk into Antler’s Park with rapid flashing beacon system and advanced warning shown in box 2 below. Future road improvements to 202nd St W may consider a median refuge at the crossing into Antler’s Park. Segment 4-5: Antler’s Park to Juno Trailway Trailhead • Low Priority (until trails need replacement) o Bituminous Trail Antlers Park to Jacquard Ave = $47,592 o Bituminous Trail Jacquard Ave to Juno Trail = $262,068 Existing trail along 205th St W from Antler’s Park to Jacquard Ave is of sufficient quality and width with a few segments that exceed 6% grade. Trail from Jacquard Ave to Juno Trail is approximately 8-feet in width. Pedestrian crossing at Juno Trail is new and contains pedestrian activated warning system. At time of trail replacement, recommendations include: • 10-foot wide bituminous trail from Jacquard Ave to Juno Trail following the existing alignment. • Improve pedestrian crosswalks and ramps at Jacquard Ave, Jasmine Ave and Juno Trail. Segment 6-7: Juno Trailway Trailhead to Casperson Park • Low Priority o Gateway Rebrand Improvements = $28,980 o Share the Road Improvements = $5,957 Existing trail from Juno Trail to the cul-de-sac south of Casperson Park has no deficiencies. Recommendations include: • Sign the on-street route with “Share the Road” signage and ground-in lane markings. Conflicts, Impacts and Options: • Option – Potentially higher in priority, improve trailhead parking area as a Neighborhood Gateway rebrand site with additional pedestrian facilities to include bench, trash/recycling, trail kiosk sign, bike fix-it station, and a drinking fountain if water service is readily available. • Conflicts – Potential for minor conflicts with residential traffic along on-street route. Existing trail along 195th St W is good quality but deficient in width. Recommendations include: • Lake Marion Greenway trail wayfinding sign placed by the HC parking to identify trail route through Casperson Park. • 10-foot bituminous trail through Casperson Park primarily following existing alignment with adjustments made to ensure 100-foot minimum radius curves. Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 31 Segment 10-11: Kenrick Ave Crossing & 195th St Bridge • Short Term Option • High Priority o Kenrick Ave Crossing = $30,717 o Bridge Modifications = $263,247 o Optional: Pedestrian Hybrid Beacon System: $103,500 The Kenrick Ave is a high-speed route posted at 55 mph and therefore, crosswalks on Kenrick Ave are not feasible and a 4-way stop condition at this intersection was not desired at this time. It was determined that crossing Kenrick on the south side of the intersection is preferable to encourage pedestrians to stop at the intersection and site conditions on the south side of the bridge embankment that may better accommodate a pedestrian route. Recommendations include: • Ground-in bicycle lane markings on bridge with bridge modifications to include parapet, fencing and guardrail adjustments. Note, further review of the structural capabilities on the bridge must be determined in order to determine if parapet, fencing and guardrails can be safely accommodated on the bridge. • Advanced warning signs of “Trail Crossing Ahead” on Kenrick Ave. Conflicts, Impacts and Options: • Long Term Option – At time of bridge replacement, upgrade to include pedestrian trail facilities on the north side of the bridge. • Optional: Installation of a pedestrian hybrid beacon system Lake Marion Greenway Trail Feasibility City of Lakeville, MN WSB Project No. 013981-000 Page 32 Segment 12: 195th Ave Bridge to Ritter Farm Parking Lot • Long Term Option • High Priority (Ritter Farm Master Plan recommended) o Bituminous Trail to center of Ritter = $352,924 Trail routes are identified to primarily follow existing snowmobile and pedestrian trail routes up to the central portion of the park where the primary park buildings are located. This would allow for a scenic setting for the trail and can accommodate a potential trailhead at the central park location with access to restroom facilities and a kiosk. Trails from the central parking lot point going north continue through natural settings up to the northern park boundary. Several preliminary trail route options are shown to provide pedestrian access to continue beyond the park to 185th St W, all of which would require trail easements. The ultimate goal is to connect to a future 185th St W grade separated crossing that would connect to the north side of 185th St W to access Murphy-Hanrehan Park Reserve. The trail options for Ritter Farm are to be further defined as part of a stakeholder involved Ritter Farm Master Plan process. Preliminary recommendations include: • Lake Marion Greenway trail wayfinding signs to identify trail route through Ritter Farm Park. • 10-foot bituminous trail through Ritter Farm Park primarily following existing snowmobile and pedestrian route alignments (parallel or shared use) with adjustments made to ensure 100-foot minimum radius curves and minimize areas with steep slopes. Conflicts, Impacts and Options: • Conflicts – Potential for minor conflicts with other shared uses such as snowmobiles, cross-country ski trails, etc. • Impacts – Potential impacts related to natural resource areas. • Options – Various high-level options are identified for a trail to access 185th St W from the central portion of Ritter Farm Park, all of which will require easements and additional feasibility studies. • Options – Options of a trail running along the main entrance road into Ritter Farm Park were explored. Due to the current alignment of the road with tight curves, narrow road width and natural features such as a ponds, lakes and wetlands that would be impacted, it was determined that the current alignment is not feasible for a shared use or a parallel trail. Further options may explore alternative roadway and trail alignments that would have fewer impacts but still allow for an intriguing experience. PROJECT SUMMARY The Lake Marion Greenway trail feasibility study illustrates the preferred short and long term alignments and options for the development of a multi-use recreational trail of regional significance starting in downtown Lakeville, extending to Ritter Farm park, and ending at 185th St W / County Road 60. The feasibility study follows the 2010 Dakota County Greenway Guidebook vision and performance goals in order to position the trail segments for project readiness for funding and implementation. Trail alignment options were to be considered and evaluated as part of the planning study based on the opportunities and constraints within the corridor, identification of near and long-term phasing initiatives, prioritization to implement the trail segments, and determination of potential cost considerations for use in preparing future budgets and funding requests for implementation. The trail feasibility study includes the following: • Alignment options for a 10’ minimum width multi-use trail to be placed primarily within a greenway system. • Recommendations and options for trailhead facilities at several locations to include downtown Lakeville, the existing Juno Trail Trailhead and Ritter Farm Park. • Recommendations are provided to improve existing trails to meet regional design standards. • Options are provided for alternative routes for consideration or future preferred improvements to be timed with trail, road and bridge improvement projects. • Estimates of probable costs and identification of high priority projects are identified in order to budget for future funding and implementation.
