HomeMy WebLinkAboutItem 06.b CITY OF LAKEVILLE CITY COUNCIL MEETING MINUTES January 4, 2021 Roz Peterson administered the oath of office to Councilmembers John Bermel and Luke Hellier. Mayor Anderson called the meeting to order at 6:32 p.m. in the council chambers at city hall. After a moment of silence, the Pledge of Allegiance to the flag was given. Members Present: Mayor Anderson, Council Members Volk, Bermel, Hellier, Lee Staff Present: Justin Miller, City Administrator; Andrea McDowell Poehler, City Attorney; Jeff Long, Police Chief; Charlene Friedges, City Clerk 3. Citizen Comments: None 4. Additional Agenda Information: None 5. Presentations: Director Paul Oehme presented the Public Works quarterly report. 6. Consent Agenda Volk asked staff to make a presentation at a future meeting on the use of Community Development Block Grant funds; and she asked if the funds could be used to assist seniors with payment of their utility bills. Motion was made by Hellier, seconded by Bermel, to approve the following: a. Check register review b. Minutes of the December 21, 2020 City Council meeting c. Minutes of the December 21, 2020 special City Council meeting d. Designation of Sun Thisweek as the official newspaper for 2021 e. Resolution No. 21-01 appointing depositories f. Resolution No. 21-02 approving 2021 vehicle and equipment purchases/disposals g. Resolution No. 21-03 delegating authority to pay claims and make electronic fund transfers h. Encroachment Agreement with Alexander and Eva Villalobos for private improvements in public easements City Council Meeting Minutes, January 4, 2021 Page 2 i. Resolution No. 21-04 approving amendment to Third Round of Small Business Emergency Grant Program Guidelines j. Resolution No. 21-05 authorizing submittal of 2021 Community Development Block Grant application k. Accept bids and approve contract with Hawkins, Inc. for water treatment chemicals l. Mayor’s appointment of John Bermel to the Lakeville Housing & Redevelopment Authority m. Resolution No. 21-06 accepting donations to the Parks & Recreation Department Roll call was taken on the motion. Ayes – Volk, Bermel, Anderson, Hellier, Lee 7. Acting Mayor Motion was made by Volk, seconded by Lee, to appoint Luke Hellier Acting Mayor for the year 2021. Roll call was taken on the motion. Ayes – Bermel, Anderson, Hellier, Lee, Volk 8. COVID-19 City Operations Update Mr. Miller provided a COVID-19 city operations update. 9. Unfinished business: None 10. New business: None 11. Announcements: Next regular Council meeting, January 19, 2021 City Council retreat, January 9, 2021 Motion was made by Hellier, seconded by Bermel, to adjourn. Roll call was taken on the motion.
