CITY COUNCIL RETREAT
January 9, 2021 – 9:00 a.m.
Water Treatment Facility Conference Room
1. Call to Order, Moment of Silence, Flag Pledge
Present: Mayor Anderson, Councilmembers Hellier, Bermel, Volk and Lee;
City Administrator Miller and Assistant City Administrator
Kuennen
Absent: None
2. Introductions
3. Staff Update of Key City Services
Miller provided updates on the 3rd quarter financial report, 2021 budget and tax
levy, the 2021-2025 Capital Improvement Plan, and the plat development report as
provided by the planning department.
4. 2020 Schedule/Work Plan
Council reviewed committee and inter-agency assignments and directed staff to
bring the agreed upon assignment list to the next city council meeting. The
council also reviewed the draft 2021 calendar of events and city council rules of
procedure. An amended 2021 legislative priorities list was reviewed, with fewer
items being placed in the “primary” priority list. Council directed staff to bring
this revised list to the next council agenda for approval.
5. Envision Lakeville Update
Staff reviewed the Envision Lakeville document (last updated in 2018). Council
discussed how to continue to use the plan and provide updates to the council and
community.

Council reviewed the draft list of discussion items recommended by staff for 2021.
Council recommended which items should remain on the list for discussion, and
directed the following topics be added to the list:
• Next steps for Community Conversations on Race
• Number/location of polling places
• Composition of city council (number of members/wards/etc.)
• Lakeville Grove Cemetery transition
• Committee/Commission officer selection process
Staff was directed to add these and the proposed items per the staff report to
agendas as time allows throughout the year.
7. Dr. Richard Fursman led the city council through an exercise on the Insights
personality assessment/instrument. The council spent time discussing their
various personality types and how to best work with differing styles.
