HomeMy WebLinkAbout01-25-2021CITY OF LAKEVILLE CITY COUNCIL WORK SESSION MINUTES January 25, 2021 1. Mayor Anderson called the meeting to order at 6:30 p.m. in the Council Chambers. Members present: Mayor Anderson, Council Members Hellier, Bermel, Lee, and Volk Members absent: None. Staff present: Justin Miller, City Administrator; Allyn Kuennen, Assistant City Administrator; Paul Oehme, Public Works Director; Zach Johnson, City Engineer; Tamara Wallace, Deputy Clerk 2. Citizen Comments None. 3. 2022 Construction Projects Mr. Oehme provided an overview of the 210th Street Reconstruction Project as well as the Dodd Blvd. & 1791 Street Improvement Project which are both scheduled to begin in 2022. The 210th Street Reconstruction Project is estimated at $13,320,421, and will include widening the street with curb/ gutter, trail installation, stormwater infrastructure and public utility improvements, and a proposed single lane roundabout at the intersection of Dodd Blvd. The City will partner with Dakota County for the Dodd Blvd. & 179" Street Improvement project which consists of changing Dodd Blvd. to an urban City collector roadway, installing trails and stormwater infrastructure, and constructing a new 4 -lane divided County highway from Hayes Avenue to Cedar Avenue. The estimated cost of this project is $2,070.460. The Council discussed the safety enhancements to these projects, the project cost spreadsheet, park dedication allocation, construction staging/ temporary signage, speed advisory signs, trail plans to increase safety mobility, pedestrian crossings/ crossing lights, roadway surveys, truck noise, potential grading changes, and funding opportunities including the Safe Routes to School Program, grants, and federal dollars. The Council did not feel the installation of a roundabout at Dodd & Foliage Avenue was necessary considering the proposed safety improvements that will reduce traffic congestion and change traffic flow to this area. Based on past practices and projects, the Council felt the mill and overlay section of the 210th Street Reconstruction Project should be City -funded; and directed City Council Work Session Minutes, January 25, 2021 Page 2 staff to bring back additional information on the placement of flashing crossing lights along the corridor, as well as alternatives to installing trails on both sides of the street. 4. Ordinance and Policy Approval Process At the January retreat the Council indicated they would like to discuss the approval process for ordinances and policies as there is currently no formal procedure. Historically most issues are either brought to a standing committee - such as personnel or public safety, etc., otherwise to a work session meeting for Council discussion. However, if the issue is considered more routine/ administrative in nature it is placed on the City Council's regular meeting agenda. The Council discussed ways to standardize the procedures when introducing a new policy or ordinance including additional ways to gain public involvement, instances in which public comment cannot take place such as certain personnel matters, and additional methods to publicize all committee meeting minutes. The Council agreed that new ordinances and policies should minimally go through a standing commission prior to being placed on a City Council agenda, unless staff has cited a reason it should not. In addition, the Council can always deviate from this policy should they feel an item on a regular City Council meeting agenda should be pulled for further review at a work session. 5. Committee and Commission Chair Selection Process Another topic brought forward during the January City Council retreat was the selection process to determine chairs/ officers for the various city committees and commissions. Staff outlined the procedures for each committee which include the Planning Commission, Finance Committee, Economic Development Commission, and the Parks, Recreation, and Natural Resources Committee. The Council reviewed the protocol for each meeting and directed staff to put together a document that would outline a structured nomination process to provide to all boards. 6. Envision Lakeville Community Conversations on Race Update Mayor Anderson and Council Member Lee provided an update on the `Community Conversations on Race' which held its second session on Reverend Martin Luther King Jr. Day. The Council discussed how to gain more community involvement and additional perspectives, format/ potential timeframe for the third session, a final face-to-face event to gather those who have participated, and future plans - including the possibility of hosting these conversations on smaller scales within neighborhoods. 7. Items for Future Discussion The Humane Society has asked the Council to consider an ordinance banning puppy mill sales within the city. Committee/ City Administrator Updates Mr. Miller reminded of the upcoming MLC Regional Legislative Breakfast which will be held virtually this Friday, January 29. Mayor Anderson will attend his first Transportation Plans Technical Advisory Committee meeting this Thursday, January 28. Mayor Anderson and Justin Miller recently met with Representative Angie Craig's staff again concerning railroad storage within the community. Council Member Hellier will attend the first Dakota Broadband meeting of the year on February 10; he asked Council Members for any feedback they would like brought forward at the meeting. Council Member Lee attended the I -35W Solutions meeting which focused on the legislative priorities document and had extensive conversations about the Kenrick Avenue Park & Ride. He also attended the first half of the Fire Relief Board which reviewed the agenda format and officers.
