HomeMy WebLinkAbout01-19-2021CITY OF LAKEVILLE CITY COUNCIL MEETING MINUTES January 19, 2021 Mayor Anderson called the meeting to order at 6:30 p.m. in the council chambers at city hall. After a moment of silence, the Pledge of Allegiance to the flag was given. Members Present: Mayor Anderson, Council Members Volk, Bermel, Hellier, Lee Staff Present: Justin Miller, City Administrator; Shana Conklin, City Attorney; Allyn Kuennen, Assistant City Administrator; Jeff Long, Police Chief; Charlene Friedges, City Clerk 3. Citizen Comments: Susan Landberg,16576 Flagstaff Avenue, spoke on behalf of the Lakeville Friends of the Environment. She asked if the City Council has identified any legislative priorities that relate to environmental matters. 4. Additional Agenda Information: None 5. Presentations: Director Tana Wold presented the Liquor Department year-end report. 6. Consent Agenda Items 6d and 6h were removed from the consent agenda for discussion. Motion was made by Hellier, seconded by Bermel, to approve the following: a. Check register review b. Minutes of the January 4, 2021 City Council meeting c. Minutes of the January 9, 2021 City Council retreat d. (Removed from consent agenda) e. Agreement with Themed Concepts for Independence Park playground equipment and installation f. Agreement with St. Croix Recreation, Inc. for Greenridge Park playground equipment g. Timbercrest at Lakeville 8th Addition final plat extension h. (Removed from consent agenda) i. The Pillars of Lakeville and Four -Square Preschool and Daycare site improvement performance agreements City Council Meeting Minutes, January 19, 2021 Page 2 Resolution No. 21-07 approving appointments to City Council committees and inter - agencies k. Resolution No. 21-08 amending salaries of liquor department part-time sales associates I. Accept bids and approve contract with Fluid -Aire Dynamics for water treatment plant air compressors m. Resolution No. 21-09 for state appropriations for Orchard Lake improvements n. Accept professional services proposal from Stantec for 165' Street watershed drainage system improvements o. Professional services proposal from WSB for MS4 application for reauthorization p. Reject bids for rehabilitation of water treatment plant pumps q. Amended professional services agreement with Raj Sethuraju for community conversation on race moderator services r. Interim 2021 COVID-19 leave program Roll call was taken on the motion. Ayes - Volk, Bermel, Anderson, Hellier, Lee 6d. Ordinance concerning public nuisances Council member Volk stated she would not support this ordinance as she feels it takes away citizens' property rights. Motion was made by Hellier, seconded by Lee, to adopt Ordinance No. 1040 amending Title 4, Chapter 1, of the Lakeville City Code concerning public nuisances. Roll call was taken on the motion. Ayes - Bermel, Anderson, Hellier, Lee; Nay - Volk 6h. Legislative priorities In response to Ms. Landberg's question, Mayor Anderson and City Administrator Miller stated the City of Lakeville has achieved Level 3 of the Green Steps program and remains committed to environmental stewardship. Motion was made by Bermel, seconded by Hellier, to adopt the City of Lakeville 2021 Legislative Priorities. Roll call was taken on the motion. General Obligation Tax Abatement Bonds Tammy Omdal of Northland Securities presented the bid results for the 2021 General Obligation Tax Abatement Bonds, which will finance energy saving improvements at Ames and Hasse ice arenas. The lowest bid was submitted by Robert W. Baird & Company at a true interest cost of 1.48%. Motion was made by Lee, seconded by Hellier, to approve Resolution No. 21-10 authorizing issuance, awarding sale, prescribing the form and details and providing for payment of $7,770,000 General Obligation Tax Abatement Bonds, Series 2021 A. Roll call was taken on the motion. Ayes - Hellier, Lee, Volk, Bermel, Anderson 8. COVID-19 City Operations Update Mr. Miller provided a COVID-19 city operations update. 9.
