HomeMy WebLinkAbout01-21 work session CITY OF LAKEVILLE PLANNING COMMISSION WORK SESSION MINUTES January 21, 2021 Chair Pat Kaluza called the work session to order at 6:25 p.m. Members Present: Chair Pat Kaluza, Vice Chair Jeff Witte, Karl Drotning, Scott Einck, Brooks Lillehei, Jenna Majorowicz, Jason Swenson, and Christine Zimmer Members Absent: None Staff Present: Planning Director Daryl Morey, Associate Planner Kris Jenson, and Daniel Licht, TPC Others Present: Richard Bohnen, Bohnen Properties LLC 2021 Zoning Ordinance Update Mr. Licht reviewed his January 14, 2021 memo regarding the possible items for consideration with the 2021 Zoning Ordinance update. The list of items has been compiled by staff since the 2020 Zoning Ordinance update was approved by the City Council on June 1, 2020. The following provisions were discussed: Freeway Corridor/Dynamic Display Signs. Commissioner Drotning suggested consideration be given to eliminating the term dynamic display sign because it infers movement, which is not allowed by City Code to avoid displays of dancing milk cartons. He is more comfortable with the term electronic changeable copy sign. He was not concerned what portion of the sign is static or dynamic display/electronic changeable copy, it’s the total sign area that matters. The current 150 foot total freestanding sign area and 30 foot height allowed in the Freeway Corridor District is appropriate. He also expressed a concern about sign brightness. Mr. Licht noted that brightness is currently regulated. Commissioners expressed support for reducing the rate of change for electronic signs in the Freeway Corridor District to less than once every 24 hours if requested by a business or property owner in the future. Commissioners also supported eliminating the monument sign base requirement for electronic signs within the Freeway Corridor District. st Goats. Commissioners supported the proposed changes outlined in the January 21 TPC memo to increase the allowed number of goats and allow for low-voltage electric fencing. The Commissioners requested additional information comparing the electric fencing to the voltage used for electric fencing for dogs. Motor Fuel Facilities. The Planning Commission directed staff to research other surrounding cities’ ordinance requirements pertaining to lighting the facia of motor fuel Planning Commission Work Session Minutes – January 21, 2021 Page 2 canopies and provide this information for consideration at the next work session discussion on the 2021 Zoning Ordinance update. The existing Zoning Ordinance requirements for illuminated signs listed in Section 11-23-15.F could be used for discussion purposes to regulate the brightness of motor fuel facility canopy lighting. Downtown Development Guide. The Commissioners emphasized that careful consideration should be given to any changes in the downtown parking requirements to consider post-Covid levels of activity at downtown businesses, especially if residential is added to the downtown area. Staff will review the current downtown parking wayfinding signage to see if additional signs would be helpful.
