HomeMy WebLinkAbout01-21 CITY OF LAKEVILLE PLANNING COMMISSION MEETING MINUTES January 21, 2021 Chair Kaluza called the meeting to order via teleconference at 6:00 p.m. Members Present: Chair Pat Kaluza, Vice Chair Jeff Witte, Karl Drotning, Brooks Lillehei, Jenna Majorowicz, Christine Zimmer, Jason Swenson Members Absent: Ex-officio member Thor Howe Staff Present: Daryl Morey, Planning Director; Kris Jenson, Associate Planner; Logan Vlasaty, Civil Engineer; Penny Brevig, Recording Secretary 3. Approval of the Meeting Minutes The December 3, 2020 Planning Commission meeting minutes were approved as presented. 4. Announcements Planning Director Daryl Morey stated that the following were distributed to the Planning Commission prior to tonight’s meeting: 1. January 20, 2021 Parks, Recreation and Natural Resources draft minutes regarding the Redstone preliminary plat. 2. Dakota County Plat Commission letter regarding the Redstone preliminary plat. Mr. Morey indicated that the February 4, 2021 Planning Commission meeting will be held in the Council Chambers with the option of the applicants and public attending in person or using Zoom . 5. Redstone Chair Kaluza opened the public hearing to consider the application of Winkler Land Company, LLC for the following, located east of Highview Avenue and south of the future extension of th 185 Street (CSAH 23): A. Preliminary plat of 47 single family residential lots to be known as Redstone, and B. Comprehensive Plan Amendment to bring approximately 20 acres of land into the current Municipal Urban Service Area (MUSA). Planning Commission Meeting Minutes, January 21, 2021 Page 2 John Anderson, Project Manager with Winkler Land Company, LLC, presented an overview of the request. Mr. Anderson explained that they hope to start grading on the property in early June. Associate Planner Kris Jenson presented the planning report. Ms. Jenson stated that the preliminary plat of Redstone will consist of 47 single family residential lots located east of Highview Avenue and south of Dodd Boulevard (CSAH 9). The Comprehensive Plan amendment will bring the entire parcel into the current Municipal Urban Service Area (MUSA). Ms. Jenson reviewed the preliminary plat criteria per the January 13, 2021 planning report. Ms. Jenson pointed out that prior to City Council consideration of the Redstone preliminary plat, the plans must be revised to show street widths of 32 feet, back to back. Also prior to City Council consideration of the preliminary plat, the landscape plan shall be revised to show a minimum planting height of eight feet for evergreen trees and to include at least an additional two species of evergreen trees to be used within the buffer yards. Ms. Jenson stated that Stipulation 9 of the planning report can be removed due to there not being any wetlands in the Redstone plat. Planning Department staff recommends approval of the Redstone preliminary plat and Comprehensive Plan amendment, subject to the stipulations listed in the January 13, 2021 planning report, as amended. Chair Kaluza opened the hearing to the public for comment. There were no comments from the audience. Motion was made by Witte seconded by Drotning to close the public hearing at 6:13 p.m. Voice vote was taken on the motion. Ayes - unanimous Chair Kaluza asked for comments from the Planning Commission. The Planning Commission discussed the following:  Sanitary sewer. Commissioner Swenson asked Civil Engineer, Logan Vlasaty, to explain how the sanitary sewer system will work with the Redstone plat, which Mr. Vlasaty proceeded to do. For specific details on sanitary sewer, staff referred to the January 13, 2021 engineering report. thth  185 Street (future CSAH 60) construction. Mr. Morey confirmed construction of 185 th Street adjacent to the Redstone plat will commence this year and will connect 185 Planning Commission Meeting Minutes, January 21, 2021 Page 3 th Street between Cedar Avenue and Highview Avenue. In the future, 185 Street will be extended between Highview Avenue and Dodd Boulevard.  Comprehensive Plan amendment. Ms. Jenson confirmed that this Comprehensive Plan amendment is a minor request. Motion was made by Swenson, seconded by Lillehei to recommend to City Council approval of the Redstone preliminary plat of 47 single family residential lots and the Comprehensive Plan amendment to bring approximately 20 acres of land into the current Municipal Urban Service Area (MUSA), subject to the following stipulations, as amended: 1. The recommendations listed in the January 13, 2021 engineering report. 2. The developer shall construct five-foot wide concrete sidewalks along one side of Hexham thth Lane, 186 Street, and Hidden Way south of 186 Street. 3. A “Future Street Extension” sign and barricade must be placed at the south end of Hidden Way. th 4. Driveway access to 185 Street from Lots 4, 5, 13, 14, 27, and 28 is prohibited. 5. Driveway access to Highview Avenue from Lots 28-34 is prohibited. 6. Outlots A and B shall be deeded to the City with the final plat. 7. Prior to City Council consideration of the preliminary plat, the plans must be revised to show street widths of 32 feet, back to back. 8. Prior to City council consideration of the preliminary plat, the landscape plan shall be revised to show a minimum planting height of eight feet for evergreen trees and to include at least an additional two species of evergreen trees to be used within the buffer yards. A security for the buffer yard landscaping shall be submitted with the final plat.
