HomeMy WebLinkAbout02-01-2021CITY OF LAKEVILLE CITY COUNCIL MEETING MINUTES February 01, 2021 Mayor Anderson called the meeting to order at 6:30 p.m. Members Present: Mayor Anderson, Council Members Bermel, Hellier, Lee, Volk Staff Present: Justin Miller, City Administrator; Andrea McDowell Poehler, City Attorney, Jeff Long, Police Chief, David Olson, Community & Economic Development Director; Kati Bachmayer, Economic Development Specialist; Daryl Morey, Planning Director; Charlene Friedges, City Clerk 3. Citizen Comments: None 4. Additional Agenda Information: None 5. Presentations/Introductions: • Director David Olson presented the Economic Development Annual Report 6. Consent Agenda: Motion was made by Bermel, seconded by Lee, to approve the following: a. Resolution No. 21-11 ordering preparation of a feasibility report for the 210th Street Reconstruction Project b. Resolution No. 21-12 approving plans and specifications and setting a bid date for 2021 street rehabilitation, City Project 21-02 c. Rejection of bids for well #10 and well #12 rehabilitation d. Springs at Lakeville First Amendment to Development Contract e. Approve the check register summary f. Agreement with Pember Companies, Inc. for Bunker Hill Park basketball and pickleball court construction, City Project 21-07 g. Agreement with Performance Kennels, Inc. for purchase of a Police K9 h. Resolution No. 21-13 accepting donation to the Police Department from Lakeville Public Safety Foundation j. Purchase water treatment system programmable logic controllers from Werner Electric k. Minutes of the January 19, 2021 City Council meeting 1. Professional Service Agreement with AssureCo Risk Management and Regulatory Compliance (DBA Municipa1H2O) Roll call was taken on the motion. Ayes - Anderson, Bermel, Hellier, Lee, Volk, 7. Redstone John Anderson requested approval of the Redstone preliminary plat, consisting of 47 single family lots on 19.6 acres of land located south of the future 185th Street extension and east of Highview Avenue. Mr. Morey presented the staff report for Redstone preliminary plat. The property is located outside the Metropolitan Urban Service Area. An application to amend the comprehensive plan to bring this property into the current MUSA has been submitted to the Metropolitan Council. The proposed single-family home development is consistent with the housing policies and goals of the 2040 Comprehensive Plan. Motion was made by Volk, seconded by Hellier, to approve Resolution No. 21-14 approving the Redstone preliminary plat, Resolution No. 21-15 approving an amendment to the Comprehensive Plan to bring property into the Metropolitan Urban Service Area, and findings of fact in support of the comprehensive plan amendment.
