Subject: Job Creation Fund Application for The Outdoor GreatRoom Company LLC
The Outdoor GreatRoom Company LLC (OGC) has plans to submit an application to the
Minnesota Department of Employment and Economic Development (DEED) for the Job
Creation Fund (JCF) program. The application is requesting up to $150,000 from the DEED
JCF, which is a pay-for-performance program that provides job creation awards and capital
investment rebates to businesses that create full-time jobs and invest in real property
improvements. The award amount for the job creation is paid out over a four- or five-year
period and the rebate for the real property improvements is paid at the end of the first
complete year. The JCF program requires a resolution of support from the City before an
application can be submitted.
The proposed OGC project would occupy 95,000-square-feet in the new 158,000-square-foot
Interstate South Logistics Park spec building developed by Scannell Properties to be located
at 9583 217th Street West. This property was platted in October 2018, along with the
Schneiderman’s Distribution Center project. The multi-tenant light industrial building is
valued at $6.55 million and a building permit was issued on May 18, 2021. Tenant
improvements for the project are valued at approximately $1 million.
OGC manufactures unique, upscale outdoor living products, including gas fire pit tables,
outdoor kitchen islands, outdoor fireplaces and more. The company is currently located in
Burnsville and is proposing to move and expand its manufacturing facility into Lakeville’s
industrial park. The company also considered moving its operation to South Dakota and
Tennessee. This project would result in 49 full-time existing jobs transferring to Lakeville and
the creation of an additional 16 full-time jobs over the next three years with an average wage
level of $42,380 per year, not including benefits, and onshoring their manufacturing
processes from China to Minnesota.
Action Requested: Staff is seeking a recommendation regarding the proposed city council
resolution of support of The Outdoor GreatRoom Company LLC’s Job Creation Fund
Application.
