INTRODUCTION
ISD 194 representatives have submitted a conditional use permit application to allow the
addition of a seasonal multi-sport dome at the Lakeville North High School (LNHS) campus east
of the existing high school building and west of the existing varsity baseball field located at 19600
Ipava Avenue. The application will amend CUP #91-07, which was approved for the
original construction of the high school and related sports fields. An amendment was
approved in 2008 that allowed the construction of additional softball fields adjacent to
the site of the proposed dome.
The purpose of this dome as stated by ISD 194 representatives is to increase access to year-
round recreational activities and athletic training. The proposed dome addition will be 99,051
square feet in area with an additional enclosure for portable lavatories that will be 869 square feet
in area. The proposed dome structure will be constructed over the existing turf field constructed
in 2020. The subject property is zoned P/OS, Public and Open Space District. Section 11-97-7.D
of the Zoning Ordinance allows public high schools in the P/OS District by conditional use
permit.

PLANNING ANALYSIS
Lakeville North High School was constructed in 1995. The proposed dome addition project will
be 411 feet in length by 241 feet in width, and 75 feet in height. The existing site conditions
include parking lots north and west of the school, as well as parking lots to the south, adjacent to
the football stadium. The eastern portion of the property contains baseball and softball fields.
The southern portion of the property contains the football stadium and a track. The school
building is situated on the northwest portion of the property.
Surrounding Land Uses and Zoning
North - Spero Senior Living (RH-2) and Bethlehem Evangelical Lutheran Church (RM-1)
South - Lake Marion Elementary School (RS-2) and Ames Arena (P/OS)
East - Dodd Blvd, Rainbow Child Care Center (O-R) and Single Family Homes (PUD)
West - Ipava Avenue and Single Family Homes (RS-2, RS-4)
The proposed sports dome addition was reviewed for conformance with Zoning Ordinance
performance standards as follows:
Building Setbacks. The proposed sports dome meets all setback requirements of the P/OS
District:
Front - 30 feet
Side - 10 feet; 30 feet abutting R district or public right of way
Rear - 30 feet

Building Height. The sports dome will be 75 feet in height. Section 11-18-9.C of the Zoning
Ordinance allows detached accessory buildings for non-residential uses to exceed height limits by
conditional use permit, which is being processed as part of this application to amend CUP 91-07.
Mechanical Equipment Screening. There is ground mounted mechanical equipment that will be
located on the south side of the dome and is to be entirely screened by a fence, including access
gates, in compliance with Zoning Ordinance requirements. The fence used for screening of the
mechanical equipment will be constructed of composite materials.
Restrooms. A separate enclosed restroom area is proposed on the north side of the sports dome that
will include portable toilets that will be available when the dome is inflated. The proposed restroom
area must be approved by the Building Official with the building permit application.
Hours of Operation. ISD 194 representatives have stated that LNHS students will have access to the
dome from 5:30am - 7am and 2pm - 5:30pm during school days. The dome will be closed from
7am - 2pm Monday - Friday, no additional car traffic will be present during school hours. The
ISD 194 representatives have stated that the initial hours of operation will be 2pm - 11pm,
Monday – Friday, and 6am - 12am on Saturdays and Sundays. The City Council can restrict the
hours of operation through the conditional use permit process if there will be potential impac ts
to nearby residential uses.
Access and Circulation. The site is accessed from Ipava Avenue (a major collector), Indiana
Avenue/194th Street (a major collector), and Dodd Boulevard (a minor arterial). All three streets
have sufficient capacity to accommodate vehicle traffic for the sports dome. The sports dome is located
south of the northerly (student) parking lot.
Parking. School parking requirements are based on student enrollment capacity. High Schools
require 1 space per classroom in addition to 1 space per 3 students based on student enrollment
capacity. Based on the 3,000 student enrollment capacity and the 74 classrooms as provided by
the school district, 1,074 parking spaces are required.
The northern parking lot contains 759 parking spaces, the western parking lot contains 298
parking spaces, and the southern parking lots contain a combined 270 parking spaces. A total of
1,327 parking spaces are available on site, which exceeds the 1,074 total required spaces for
maximum student capacity. Estimated 2021-2022 enrollment is 1,877 students and the dome has
a maximum capacity of 300 occupants. Access to the dome after regular school hours must be
coordinated with other LNHS activities to ensure parking demand does not exceed supply.
Trails and Sidewalks. There are existing internal trails that connect the parking lots to the sports
dome site.

Building Elevations and Exterior Building Materials. The exterior of the proposed dome will
consist of polyester fabric coated in vinyl. Section 11-18-9.E of the Zoning Ordinance allows
exceptions to the exterior building materials requirements by conditional use permit, which is
being processed as part of this application to amend CUP 91-07.
Landscaping. There is existing landscaping on the LNHS site in compliance with Zoning
Ordinance requirements. No new landscaping is proposed with the sports dome addition. ISD
194 has submitted cross section drawings (Exhibit H) showing the perspective of the proposed
sports dome from the existing residential properties located across Dodd Boulevard to the east.
The dome will be located approximately 650 feet from the nearest residence east of Dodd
Boulevard and approximately 600 feet from the Spero senior living facility to the north.
Signs. There is no new signage proposed with the sports dome addition.
Lighting. Any exterior lighting proposed with the sports dome must meet the requirements of
Section 11-16-17 of the Zoning Ordinance and must be approved by the Zoning Administrator.
RECOMMENDATION
Planning Department staff recommends approval of the Lakeville North High School conditional
use permit amending CUP 91-07 to allow the construction of a multi-sport dome subject to the
following stipulations:
1. The site improvements and sports dome addition shall be developed in accordance with
the plans approved by the City Council.
2. A building permit is required prior to commencing construction of the sports dome
addition.
3. The hours of operation of the sports dome will be 5:30am – 7am and 2pm – 11pm,
Monday-Friday, and 6am – 12am on Saturdays and Sundays unless further restricted by
the City Council.
4. Access to the dome after regular school hours must be coordinated with other LNHS
activities to ensure parking demand does not exceed supply.
5. The sports dome addition is subject to review by the Fire Marshal.
6. The mechanical equipment shall be screened in compliance with Zoning Ordinance
requirements.
7. Lighting shall be down-cast type only and must comply with Section 11-16-17 of the
Zoning Ordinance.

CONDITIONAL USE PERMIT AMENDMENT
FINDINGS OF FACT AND RECOMMENDATION
On June 17, 2021, the Lakeville Planning Commission met at its regularly scheduled meeting to
consider the application of Independent School District 194 (ISD 194) for an amendment to CUP
No. 91-07 to allow a multi-sport dome at Lakeville North High School, 19600 Ipava Avenue. The
Planning Commission conducted a public hearing on the application preceded by published and
mailed notice. The applicant was present and the Planning Commission heard testimony from all
interested persons wishing to speak.
FINDINGS OF FACT
1. The subject property is guided for Public and Quasi-Public uses by the 2040 Comprehensive
Plan.
2. The subject property is zoned P/OS, Public and Open Space District.
3. The legal description of the property is Lot 1, Block 1, Lakeville High School Addition.
4. Section 11-4-3.E of the City of Lakeville Zoning Ordinance provides that the Planning
Commission shall consider possible effects of the proposed amendment. Its judgment shall be
based upon, but not limited to, the following factors:
a. The proposed action has been considered in relation to the specific policies and
provisions of and has been found to be consistent with the official City Comprehensive
Plan.
Finding: The 2040 Comprehensive Plan identifies that demographic changes will impact
the needs at existing school facilities. The addition of the multi-sport dome at Lakeville
North High School addresses the 2040 Comprehensive Plan goal to develop new
community facilities and services to meet the needs and interests of the Lakeville
community.

b. The proposed use is or will be compatible with present and future land uses of the area.
Finding: The proposed multi-sport dome at Lakeville North High School will be located
east of the high school building, south of the northern (student) parking lot, and adjacent
to baseball and softball fields and the football stadium. The dome will be located
approximately 650 feet away from the townhomes and single family homes across Dodd
Boulevard to the east and approximately 600 feet away from the Spero senior living facility
to the north, which are the closest residential buildings.
c. The proposed use conforms to all performance standards contained in the Zoning
Ordinance and the City Code.
Finding: The proposed multi-sport dome at Lakeville North High School complies with the
requirements of the Zoning Ordinance including performance standards specific to the
conditional use.
d. The proposed use can be accommodated with existing public services and will not
overburden the City’s service capacity.
Finding: The subject site is within the MUSA and the proposed use can be accommodated
within the City’s existing public service capacity.
e. Traffic generated by the proposed use is within capabilities of streets serving the
property.
Finding: The subject site is accessed by Ipava Avenue and Indiana Avenue/194th Street,
designated as a Major Collector streets, and Dodd Boulevard (CSAH 9) designated as a
Minor Arterial street by the 2040 Transportation Plan, which have adequate capacity to
accommodate traffic generated by the proposed use.

RECOMMENDATION
The Planning Commission recommends that the City Council approve an amendment to CUP

91-07 to allow a multi-sport dome at Lakeville North High School, including exceptions to
accessory building height and exterior building materials as allowed by conditional use permit
conditioned upon compliance with the planning report prepared by Ryan Tessman, Planning &
Zoning Specialist dated June 11, 2021.
