BUSINESS SUBSIDY CRITERIA PUBLIC HEARING
MEETING MINUTES
January 25, 2000
Members Present: Brantly, Emond, Erickson, Matasosky, Miller, Pogatchnik, Vogel,
and ex-officio Erickson.
Members Absent: Detjen, Schubert, and Tushie
Staff Present: Michael Sobota, Community and Economic Development Director;
Rita Erpelding, Economic Development Coordinator;. and Penny
Brevig, Community & Economic Development Secretary.
1. Call to Order. Chair Vogel called the public hearing to order at 6:02 p.m. in the
City Council Chambers at Lakeville City Hall.
• 2. Open Public Hearing.
Chair Vogel opened the public hearing for consideration of the Business Subsidy
Criteria. Mr. Sobota noted that the Minnesota State Legislature enacted the
Corporate Welfare Reform Act last year through a conference committee. The
legislation requires all local units of government that provide assistance to
businesses to develop a policy and hold a public hearing.
Mr. Sobota indicated that the policy requires the City to examine each project on
a case by case basis. In addition to evaluation based on the business subsidy
policy, each project will be examined with regard to the goals and objectives of
the current Economic Development Strategic Plan, Comprehensive Guide Plan,
and the Tax Increment Financing Policy.
Mr. Sobota stated that staff recommends approval of the policy. Mr. Sobota
noted that with the policy enacted, the City will be able to continue providing
business assistance through programs such as the revolving loan fund and
Community Development Block Grant funding.
There were no comments from the audience.
3. Motion to Close Public Hearing
00.01 MOTION Comms. Matasosky/Miller recommended to close the public
hearing at 6:06 p.m. Motion carried unanimously.

• 4. Recommendation to City Council
00.02 MOTION Comms. Emond/Matasosky recommend that the Lakeville
City Council and Lakeville Housing and Redevelopment
Authority adopt the Business Subsidy Policy. Motion
carried unanimously.
5. Adjournment. The meeting was adjourned at 6:08 p.m.
